City street are clogged with taxi’s and for-hire vehicles, subway platforms are packed with straphangers waiting for delayed trains and buses barely travel faster than pedestrians. The bureaucracy of City and State government in the region causes piecemeal improvements which do not keep up with the state of disrepair. Bus service is particularly poor, moving at rates incomparable with the rest of the country. New York has recently made successful efforts at improving bus speeds, but only so much can be done amidst a city of gridlock. Bus systems around the world faced similar challenges and successfully implemented improvements. A toolbox of near-immediate and long- term options are at New York’s disposal dealing directly with bus service as well indirect causes of poor bus service. The failing subway system has prompted public discussion concerning bus service. A significant cause of poor service in New York is congestion. A number of measures are capable of improving congestion and consequently, bus service. Due to the city’s limited capacity at implementing short-term solutions, the most highly problematic routes should receive priority. Routes with slow speeds, high rates of bunching and high ridership are concentrated in Manhattan and Downtown Brooklyn which also cater to the most subway riders. -

BODINE District Manager April 15, 2019 Ed Pincar Manhattan Borough Commissioner NYC Department of Transportation District59 Maiden Manager Lane, 37th Floor New York, NY 10037 Andy Byford President New York City Transit 2 Broadway New York, NY 10004 Re: M7 Bus Rerouting Dear Borough Commissioner Pincar and President Byford, At its April 3rd Full Board meeting, Manhattan Community Board 4 (CB4) voted by a vote of 30 in favor, 0 against, 0 abstaining and 0 present but not eligible to vote, to support the modification of a segment of the M7 route from its interim route on 16th Street between Sixth and Seventh Avenues, to a new interim route on 18th Street between Sixth and Seventh Avenues. There would be two stops (at each end of the block) and a layover (on the east side) on 18th Street. This block of 18th Street is mostly commercial in nature. We have received comments from residents that the street is very busy with illegal loading activity for the Metropolitan Pavilion. We ask that you seek NYPD’s help to enforce the loading regulations and help the street be more passable for the buses. The abrupt relocation of the M7 route from 14th to 16th Street, on a very residential block, has exacerbated vehicular congestion and further degraded quality of life on a block already afflicted with multiple traffic issues: two construction sites, heavy traffic coming from the West Side Highway and a concentration of trucks. -

It is normal to have more than one queen cell at a time. Worker bees cap the cells with wax. On day 8, the larva becomes a pupa. Inside this capped queen cell, the final transformation takes place. Around day 16 a new queen will emerge. What is the first thing this new queen does? She searches out any possible rivals in other queen cells. When she finds them, she will chew into the cell and kill the virgin queen inside. Being royal is messy business. This is a real Game of Thrones happening inside the beehive. The rivalry is about genetics , only 1 bee can become the mother of the hive. Sometimes, the colony is in crisis. Perhaps the queen died quickly — or a beekeeper squished her? They must use a fresh larva that is already in place on the comb. This is called emergency queen rearing because the situation is not ideal. To produce a good queen, worker bees choose only the very youngest larva. Older larva may not develop into a quality queen bee because the nutrition of the first few days is so important. The size of a queen bee is affected by feeding during development. Queen bees reared in emergency conditions are not always the best quality. They may not lay as well or last as long as a queen bee that is raised during better hive conditions. -

January 11, 2021 Recommendation on ULURP Application C200276 HAM Harlem Open Door Cluster By the NYC Department of Housing Preservation and Development PROPOSED ACTIONS The New York City Department of Housing Preservation and Development (“HPD” or “the Applicant”) is seeking approval for an Urban Development Action Area Project (“UDAAP”) designation, project approval, and disposition of City-owned property located at 131 West 133rd Street (Block 1918, Lot 16), 130 West 134th Street (Block 1918, Lot 53), 2735 Frederick Douglass Boulevard (Block 2045, Lot 13), and 2752 Frederick Douglass Boulevard (Block 2032, Lot 2), all located in Manhattan Community Board 10. This action will facilitate the creation of 48 units of homeowner units for low-income and persons without housing. City-owned properties that are no longer in use or are in deteriorating condition are eligible to designated as UDAA and UDAAP, pursuant to the Urban Development Area Act (Article 16 of the State General Municipal Law). UDAA and UDAAP provide incentives for private entities to correct substandard, unsanitary and/or blighted conditions. According to New York State General Municipal Law § 694(4), to receive a UDAA and/or UDAAP designation the City Planning Commission and the City Council must find that:12 (a) the present status of the area tends to impair or arrest the sound growth and development of the municipality; (b) the financial aid in the form of tax incentives, if any, to be provided by the municipality pursuant to [the tax incentives provisions of the Urban Development Action Area Act] … is necessary to enable the project to be undertaken; and (c) the area designation is consistent with the policy and purposes [of the Urban Development Action Area Act].
