0 Methodology EAZK used both methodology approaches (top down and bottom-up ) in this report. Sources data are chosen from Czech statistical office and our private investigation. There are some problems with the data for public sector, because Czech statistical office does not solve the GDP in public sector. Renewable energy sources are solved in the WP4 and will be presented there.

1 General description of the current situation of the region

1.1 Short description about the region

The Zlín Region is situated in the eastern part of the and its area of 3,964 square kilometres makes it the 11th largest autonomous administrative unit of the Czech Republic. The region is inhabited by nearly 600,000 people. There are 307 municipalities in the region, 30 of which are towns. The regional administration is located in Zlín, which is also the region's largest city.

The Zlin region NUTS number is CZ072.

The area of Zlín boasts of developed industry with long traditions of engineering, the production of tyres and other rubber based products, plastics, leather products as well as steel industry, leather and chemical processing. In the long run, the building industry is one of the top branches; the aviation industry also plays a role.

The area is crossed by two main railway corridors enabling the operation of international Intercity and Eurocity services. One of the region’s top priorities is, however, the inevitable improvement of the road transport network.

The economic prosperity of the entire region is influenced to a considerable extent by the young and dynamically growing of Tomas Bata University, which co-operates with the Zlín Region on copious development projects.

The region boasts also a remarkable variety of landscape as well as a cultural heritage. It offers mountains, natural reserves, spas, fertile farming lands, the picturesque vineyards of Moravian , the perfect architecture of historical parks, archaeological excavations with many findings from the era of the Great Moravian Empire, numerous buildings of national cultural heritage as well as the unique Functionalist complexes of the Bata’s era.

The cultural uniqueness of the region also stems from the fact that it is a region where three pronounced ethnographic areas meet: Wallachia, Moravian Slovakia and Haná.

The Zlín Region has also won great renown by housing the Days of the People of Goodwill in Velehrad, a charity event connected to the nation-wide pilgrimage to celebrate the mission of Cyril and Methodius, the International Festival of Films for Children and Youth, the Summer Film School in Uherské Hradiště, and many popular folklore festivals such as the Kings Ride in Vlčnov, the Summer of Kunovice, Festivals in Liptál and Rožnov pod Radhoštěm, Haná Festival Chropyně and many others. The Forfest festival of spiritual music, which takes place in Kroměříž, the renewed salons of fine arts in Zlín and the Prostor Zlín exhibition of contemporary avant-garde arts have also helped spread the fame of the region far and wide. Motor racing fans will certainly know the Barum Rally, which has recently been awarded Europe's highest coefficient.

Czech Republic has to the 31st of December 2012 10 516 125 inhabitants. This means that in the Zlin region lives 5,588 % of overall country population.

As you can see in the graph 1, the number of inhabitants of the Zlín region decreased by 5.437 since 2002. This is only 0,92 % of the whole population. This is not significant for the Zlín region.

As you can see in the graph 2, the population of the Zlín region decreased because of stillbirths and emigrants. It causes the decrease of 0,22 % per year.

In the Zlín region is common to own house or building by private person. Only a small proportion of houses is owned by municipalities or state.

In this chart you can see that most of the houses were built from 1946 to 1980. That means that more than half of the built houses are 40 and more years older.

In the Zlín region increased number of energy efficiency investments because of public funding called Green for savings. This funding focused on thermal heat insulation of buildings, building new passive houses and funding for renewable sources like wood boilers, solar-thermal systems and heat pumps. About 5 % of all houses in the Zlín region benefit from this funding.

1.3 Economic situation and trends

1.3.1 General description of the economic situation of the concept region The region's strategic position is on the border between South and North, East and West Europe. Zlín region has tradition of the engineering industry, the production of rubber based products, plastics, steel industry, electric engineering, leather processing and chemical industry, the building and aviation industry and the positive outlook of the building of strategic zones in many places around the region.

Major economic/commercial centres in the Zlin region (short description): Bystřice pod Hostýnem – The most prosperity came to the town after the year 1861. At that time, Michael Thonet established here his extraordinary factory for bentwood furniture. Even though the firm has several times changed its owner and also its name in the past, until these days it has kept the tradition of the bentwood furniture manufacturing. The firm TON, Inc. as the follower of Thonet factory together with woodworking company JMDZ have the key influence over the employment in the town. Except the woodworking factories you can find here also textile, engineering and food stuff industry Holešov – In the years 1998 - 2000 was prepared a new land-use planning documentation, which emphasizes the development of the construction, expansion of industrial production and enhancing opportunities for business owners. At the same tim e offers options for building the necessary traffic to pass. There is chocolate factory SFINX that produces all chocolate assortment. Kroměříž – The current development is characterized by rapid development of trading. The prevailing small business creates the structure of trade and services, which responds to the needs of the population. Economic profile of the city is formed by big companies. There are 1 engineering firm, 16 construction companies, 4 food, 3 furniture factories, 3 electrical companies and 2 chemical and plastics factories Luhačovice – City of Luhacovice is famous as a Spa from the year 1928. On the territory of Luhačovice are 17 sodium hydrocarbonate acidulous springs and one sulphurous spring bubbles to the surface. Every hour, 15 thousands litres of mineral water reach the surface here, containing a large amount of dissolved mineral elements, particularly sodium, calcium, magnesium, chlorine, bromine, iodine, carbonic acid, dissolved carbon dioxide. The most famous springs, and often the goal for many walks and obligatory stops by spa guests are Vincentka, Aloiska, Ottovka, the springs of Dr. Šťastný and St. Joseph Otrokovice – In the 30ties of the last century, when Thomas Baťa bought from the count ess of Malenovice some parts of marshland areas between the rivers Dřevnice and , the fastest development in this area appeared. There is one company that is significant for Otrokovice – Continental. Continental is famous for its tyres for personal cars and heavy motorized vehicles – The biggest company in this town is Fatra. Fatra is one of the biggest processors of plastics (PVC, PE, PP and PET) in Central Europe and holds a significant share in the plastics industry in the Czech Republic. In 2011, the company’s proceeds from the sale of its products and services amounted to nearly 2,7 billion CZK with half of the production being exported Babice, Kunovice – In these municipalities there is the most important the company HAME. HAME is one o f the leading Czech food manufacturing companies producing durable and chilled products. The company headquarters is located in Kunovice near Uherské Hradiště. Main activities include meat processing, tomato purée, fruits and vegetables. In Kunovice reside nts the aviation industry focused on small planes Rožnov pod Radhoštěm – having a population of almost 20 000 inhabitants. Roznov is a modern town surrounded by mountain. During the past 60 years, Roznov has become an important centre of the electrical industry. Uherské Hradiště – spread out on the left bank of the Morava between Chriby and the White Carpathians and is rightly considered one of the main centres of south part of the Zlin region. The city

has a rich history and many monuments from Moravian buildings architecture are in the city centre. Uherský Brod – In the postwar period as a result of socialist industrialization Brod transformed to the industrial town. Valašské Meziříčí – The most significant company in Valasske Mezirici is DEZA. DEZA is a producer of basic aromatic chemicals designated for further chemical use. Products are used as precious raw material in the production of carbon materials, paints and pigments, softeners for plastics, plasticizers for concrete and polyurethanes. The target user segment is the building and automotive industry

Vsetín – Vsetín is located at the foot of the Vsetínské, Hostýnské and Vizovické hills along the Bečva river. Nowadays Vsetín is getting a new industrial zone, in which foreign and domestic investors are already starting to settle. Zlín – Zlin is the center of the region. It is not only thanks to its geographical location and today's eighty thousand inhabitants of city Zlín that makes Zlín metropolis of south-eastern . Zlín is the centre of important congresses, principally in the area of medicine. An irreplaceable spot is held by the Zoological gardens and the chateau Zlín-Lešná. Out of all the interesting events taking place in Zlín, we can mention, for an example, the automobile r ace called "Barum Rally" which is attended and watched by thousands of fans. A permanent home in Zlín was also found by the International Film Festival for Children and Youth.

Here is the contribution between the activities that the Zlin region has. Industry sector and services represent about 45 % of whole GVA. Agriculture, forestry and fishing has only 2,1 % of production in Zlin region.

In the year 2013 it is planned a new funding scheme for solar-thermal systems called “New green savings”. This funding scheme will be for householders and increase the amount of solar thermal system in the Zlin region. EAZK is expecting that the first results of this funding will be in 2014.

Ownership and relation in the Zlin region The Zlín region owns hospitals, high schools, grammar schools, special schools and social services. Operating of these organizations is funded by the Zlín region. Health-care is particularly paid by patients and state. Social services are paid by patients and state, too. Cities, towns and villages own primary schools and nurseries. Operational expenses are paid by municipalities; teachers and other employees are paid by the state.

Legislative power in Czech Republic Executive branch:

The government is the main executive body in the Czech Republic. The Prime Minister is the head of government and wields considerable powers, including the right to set the agenda for most foreign and domestic policy, mobilize the parliamentary majority, and choose governmental ministers.

The President of the Czech Republic is elected by collective session of the parliament for five-year term (no more than two consecutive). The president is a formal head of the state with limited specific powers, most importantly to return laws to the parliament, nominate Constitutional Court judges for Senate's approval, and dissolve the parliament under certain special and rare conditions. He also appoints the prime minister as well as the other members of the cabinet on a proposal by the prime minister.

Legislative branch:

The Parliament of the Czech Republic has two chambers. The Chamber of Deputies has 200 members, elected for a four-year term by proportional representation with a 5% election threshold. There are 14 voting districts identical to the country's administrative regions. The Chamber of Deputies, at first the Czech National Council, has the powers and responsibilities of the now defunct federal parliament of the former Czechoslovakia.

The Senate has 81 members, in single-seat constituencies elected by two-round runoff voting for a six- year term, with one third renewed every even year in the autumn. The first election was 1996 (for differing terms). This is patterned after the U.S. Senate but each constituency is of (roughly) same size and the system used is two-round runoff voting. The Senate is unpopular among the public and suffers from low election turnout (overall roughly 30% in the first round, 20% in the second).

Administrative division: The Czech Republic is divided into 14 Regions, including the capital of .

The Zlín region is one of those 14 regions. The older 73 districts and 4 municipalities were disbanded in 1999 in an often-criticised administrative reform; however they are still traditionally recognized and remain the seats of various branches of state administration.

Through the Zlín region are crossing the railway corridors from South () to North (Poland) and from West (Bohemia) to East (Slovakia). The most important railway stations are Otrokovice, Hulin, Stare Mesto, Valasske Mezirici, Vsetin and Horni Lidec.

As you can see on the picture above the most used ways are from through Zlín to Otrokovice and then to Kromeriz or Uherske Hradiste and along to Uhersky Brod. At the north part of the region is the way from Valasske Mezirici to Roznov pod Radhostem. Maximum cars on the main road are about 40 thous. per day. Minimum car traffic is situated in the south-east of the region.

There is a legal duty to create Regional Energy Concept in all the regions in the Czech Republic; however, there are no incentives to be utilised by regions in this field there. There are no criteria for regional energy concepts in Czech Republic. It has never been put stress on quality.

Energy regulatory office

The Energy Regulatory Office (ERO) was set up on 1 January 2001 under Act No. 458/2000 of 28 November 2000, on the Conditions of Business and State Administration in Energy Industries and Changes to Certain Laws (the Energy Act) as amended, as an administrative authority responsible for regulation in the energy sector.

The Energy Regulatory Office is based in Jihlava and it also has offices in Prague. The ERO is managed by the Chairperson who is, under Section 17b (2) of the Energy Act, appointed by the President of the Czech Republic upon the government´s proposal for a term of six years.

With effect from 1 August 2011, the government appointed Alena Vitásková as the Chairwoman of the Energy Regulatory Office. Three Vice-Chairpersons deputise for the Chairwoman.

Competences of the Energy Regulatory Office: • Price controls – electric energy, natural gas and district heating • Support for the use of renewable and secondary energy sources and combined heat and power generation • Protection of customers´ and consumers’ interests • Protection of licence holders’ vested interests • Inquiries into conditions for competition • Co-operation with the Office for the Protection of Competition (ÚOHS) • Support for competition in the energy industries • Supervision over markets in the energy industries 26

Funding for households : The Green savings - The Green Savings programme focuses on support for heating installations utilising renewable energy sources but also investment in energy savings in reconstructions and new buildings. The programme will support quality insulation of family houses and non-panel multiple-dwelling houses, the replacement of environment unfriendly heating for low-emission biomass-fired boilers and efficient heat pumps, installations of these sources in new low-energy buildings, as well as construction of new houses in the passive energy standard.

Main focus: Use of renewable energy sources for heating and hot water preparation

• Replacement of environment unfriendly heating for low-emission biomass-fired sources and efficient heat pumps • Installation of low-emission biomass-fired sources and efficient heat pumps in new buildings • Installation of solar-thermal collectors

New green savings – This programme will start in august 2013 and will be almost the same as The green savings

Funding for public bodies : OPZP – The operational programme environment - Based on the amount of financial resources, the Operational Programme Environment (OPE) is the second largest Czech operational programme. Between 2007 and 2013, this programme will offer almost EUR 5 billion CZK from the Cohesion Fund and the European Regional Development Fund, and an additional EUR 300 million CZK from the National Environmental Fund of the Czech Republic and the state budget. The Operational Programme's main goal is to protect and improve environmental quality throughout the Czech Republic.
