Invitation for Bids Invitation for Bids Date: 19 December 2017 Loan No. and L2573-PRC: Guiyang Integrated Water Resources Management (Sector) Title: Project Contract No. and II-A.3-CW-1: Hongyan Water Treatment Plant Subproject - Power Title: Facilities Construction Deadline for Submission of 18 January 2018; 9:30 hours (Beijing Time) Bids: IFB No.: 0701-172030030114 1. The People’s Republic of China has received a loan from the Asian Development Bank toward the cost of Guiyang Integrated Water Resources Management (Sector) Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The China International Tendering Co., Ltd. (the “Procurement Agent”), authorized by Guiyang Zhushui Water Resources Industrial Limited Company (the “Purchaser”) to act for and on its behalf, invites sealed bids from all eligible Bidders for civil works for all the construction content of the power supply line. The construction period is twelve (12) months. 3. National Competitive Bidding (NCB) will be conducted in accordance with ADB’s Single- Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications should participate in this bidding: • Qualification Certificate: Domestic bidders shall have power engineering construction general contracting level 2, and should have electricity facilities permit level 3 for installation, repair category for level 3, testing category for level 3 and above qualification. • Historical Financial Performance: Submission of audited financial statements or if not required by the law of the bidder’s country, other financial statements acceptable to the Employer, for the last Three (3) years (2014-2016) to demonstrate the current soundness of the bidders financial position and its prospective long term profitability. As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive. • Average Annual Construction Turnover: Minimum average annual turnover of CNY 55 million, calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2014-2016). • Financial Resources: The Bidder shall demonstrate access to, or availability of, financial resources such as liquid assets, lines of credit, and other financial means, other than any contractual advance payments to meet: i. the following cash-flow requirement of CNY 5.5 million and ii. the overall cash flow requirements for this contract and its concurrent commitments. • Specific Experience: Participation as contractor, management contractor, or subcontractor, in at least two (2) contracts within the last five (5) years, each with a value of at least CNY 18 million, that have been successfully and substantially completed and that are similar to the proposed Works. The contract shall cover 10KV high voltage transmission and distribution installation by open bidden. Additional details are provided in the Bidding Documents. 5. Interested eligible Bidders may obtain further information and check the Bidding Documents from the Procurement Agent or the Purchaser at the address given below starting 19 December 2017 during working hours between 9:00 and 11:00 hours in the morning and 13:30 and 16:30 in the afternoon (Beijing time), excluding weekends and holidays. 6. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified. 7. A complete set of Bidding Documents in Chinese may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of CNY 500 or USD 100. The method of payment will be in cash or check. 8. Bids must be delivered to the address (iii) below at or before 9:30 hours on 18 January 2018. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend in person at the address (iii) below at 9:30 hours on 18 January 2018. All bids must be accompanied by a bid security of CNY 450,000.00. 9. Any questions or complaints regarding the bidding process or contract award should be sent in writing to the Purchaser at e-mail account of [email protected]. Bidders are free to send copies of their communications on issues and questions to the institution named in the BDS at e-mail account of [email protected]. When the Purchaser does not respond promptly, or the communication is a complaint against the Purchaser, the Bidders can also write to such institution directly. 10. Rosen Received: 17 May 2016; Accepted: 24 August 2016; Published: 29 August 2016 Abstract: A scientific definition of the type of mountain area and an exploration of the spatial correlation between different types of mountain areas and regional land use at the county level are important for reasonable land resource utilization and regional sustainable development. Here, a geographic information system was used to analyze digital elevation model data and to define the extent of mountainous land and types of mountain areas in Guizhou province. Exploratory spatial data analysis was used to study the spatial coupling relation between the type of mountain area and land use degree in Guizhou province at the county level. The results were as follows: (1) Guizhou province has a high proportion of mountainous land, with a ratio of mountainous land to non-mountainous land of 88:11. The county-level administrative units in Guizhou province were exclusively mountainous, consisting of eight semi mountainous counties, nine quasi mountainous counties, 35 apparently mountainous counties, 13 type I completely mountainous counties, and 23 type II completely mountainous counties; (2) The land use degree at the county level in Guizhou province have remarkable spatial differentiation characteristics.

The spatial distribution evolution characteristics and influencing factors of A-level scenic spots in Guizhou Province from 2005 to 2019 were measured using spatial data analysis methods, trend analysis methods, and geographical detector methods. The results elaborated that the number of A-level scenic spots in all counties of Guizhou Province increased, while in the south it developed slowly. Guizhou province, one of the poorest provinces in China, has attracted the state's close attention. The work selected such data of GDP, per-capita GDP, and industrial structure from Guizhou Statistical Yearbook and Guiyang Statistical Yearbook from 1995 to 2019. Then the spatiotemporal characteristics of county region economy were studied using several methods including spatial autocorrelation (Moran's I), and standard deviation coefficients based on GIS. The results showed that Guiyang and Zunyi were the centers of economic growth in Guizhou. There was a regional differentiation that the growth of county GDP lowered from northwest to southeast. The industrial structure changed significantly in Guizhou's county level in 2005 and 2009, and ITI was 6.7 and 8.3, respectively. There was a noticeable tendency that developed counties had low ITI. In contrast, spatiotemporal characteristics of per-capita GDP growth were more complex, and these counties of high per-capita GDP disbursed over a wide region of the Guiyang- Zunyi industrial zone.
