Mr. TOWNS. The committee will come to order. Welcome to today’s oversight hearing on the upcoming Presi- dential transition. Today we will examine a huge management challenge that we face between now and January 20: the Presi- dential transition. Last month, we watched our U.S. track athletes compete in the Olympics in Beijing. You may remember that both the men’s and women’s sprint relays didn’t even make the finals, because they dropped the baton passing from one runner to another. It showed us that as talented and as hard-working as those athletes are, without working together, all may be lost. I hope the current ad- ministration and the new administration keep this example in mind and make sure that the hand-off of government is not fum- bled or dropped. I will be candid with you. I want Barack Obama to be the next President. That’s on the side. I know my friend Congressman Bilbray wants John McCain to be the next President. But that is not what today’s hearing is about. It is about making sure that the government isn’t in limbo for any period of time, because the chal- lenges we face will not take a break while things are getting orga- nized. This transition will have unique challenges. Much has changed since the last transition 8 years ago. Congress is working on a plan that would give the Secretary of the Treasury a huge amount of ad- ditional authority, $700 billion—that’s ‘‘b’’ as in boy—to bail out Wall Street and to fix the largest financial failure we have seen since the Great Depression. The candidates have to start working on that right away— right now, by following the situation closely and by finding the most qualified person possible to be the Treasury secretary on Jan- uary 20. It might even be a good idea for each candidate’s economic advisers to sit in on discussions with Federal Reserve Chairman Bernanke and Secretary Paulson to make sure that they will be completely ready to take the lead next year. That isn’t presump- tuous. It’s good leadership. Another concern I have is a problem that has come up before, where political appointees seek career positions to ‘‘burrow into’’ the executive branch. These career positions are supposed to be open to the public. They are based on merit. If a political appointee is the person most qualified for the position, then so be it. But we will not allow members of the current administration to use their position to get jobs they do not deserve and stick around into

L. 116-92) required the Secretary of Defense (SD) to conduct an independent assessment of the Chief Management Officer (CMO) with six specific areas to be evaluated. The Defense Business Board (DBB) was selected on February 3, 2020 to conduct the independent assessment, with Arnold Punaro and Atul Vashistha assigned to co-chair the effort. Two additional DBB board members comprised the task force: David Walker and David Van Slyke. These individuals more than meet the independence and competencies required by the NDAA. Approach: The DBB task force focused on the CMO office and the Department of Defense (DoD) business transformation activities since 2008 when the office was first established by the Congress as the Deputy Chief Management Officer (DCMO), and in 2018 when the Congress increased its statutory authority and elevated it to Executive Level (EX) II and the third ranking official in DoD. The taskforce reviewed all previous studies of DoD management and organizations going back twenty years and completed over ninety interviews, including current and former DoD, public and private sector leaders. The assessments of CMO effectiveness since 2008 are focused on the performance of the CMO as an organizational entity, and is not an appraisal of any administration or appointee.

    Gene L. Dodaro Comptroller General of the United States Gene L. Dodaro became the eighth Comptroller General of the United States and head of the U.S. Government Accountability Office (GAO) on December 22, 2010, when he was confirmed by the United States Senate. He was nominated by President Obama in September of 2010 from a list of candidates selected by a bipartisan, bicameral congressional commission. He had been serving as Acting Comptroller General since March of 2008. Mr. Dodaro has testified before Congress dozens of times on important national issues, including the nation's long term fiscal outlook, efforts to reduce and eliminate overlap and duplication across the federal government and GAO's "High Risk List" that focuses on specific challenges—from reducing improper payments under Medicare and Medicaid to improving the Pentagon’s business practices. In addition Mr. Dodaro has led efforts to fulfill GAO’s new audit responsibilities under the Dodd-Frank Wall Street Reform and Consumer Protection Act. As Comptroller General, Mr. Dodaro helps oversee the development and issuance of hundreds of reports and testimonies each year to various committees and individual Members of Congress.     Vol. 44, No. 20, Weeks of July 10 - 21, 2017 GAO Budget Request for Fiscal 2018 In his June 21 testimony before the Senate Appropriations Subcommittee on the Legislative Branch, Comptroller General Gene Dodaro asked Congress for $618.2 million to fund GAO’s operations in fiscal year 2018. This request (GAO-17-604T, June 21) supports a staffing level of 3,100 full-time equivalent employees to help address congressional priorities and carry out the congressional watchdog agency’s oversight mission. Dodaro told senators that GAO has several priority areas that merit increased attention. They include identifying strategies and actions agencies can take to reduce government improper payments, which now total more than $140 billion annually; closing a tax gap that now exceeds $400 billion annually; and helping Congress determine the policy implications of complex and rapidly evolving science and technology. “Last fiscal year alone, our work generated over $63 billion in financial benefits and 1,234 program and operational improvements across government,” Dodaro said. He said GAO expects to offset funding needs with $27.5 million in reimbursements from program and financial audits and rental income, resulting in a net appropriation request of $590.7 million. Following his statement, Dodaro fielded questions on a range of topics. Responding to Chairman James Lankford’s inquiry about GAO’s Center for Excellence, Dodaro indicated that the Center is on track according to its 5-year plan. Chartered by Congress to provide nonpartisan expert advice, the Academy’s unique feature is its over 950 Fellows—including former cabinet officers, Members of Congress, governors, mayors, and state legislators, as well as prominent scholars, business executives, and public administrators. The Academy helps the federal government address its critical management challenges through in-depth studies and analyses, advisory services and technical assistance, congressional testimony, forums and conferences, and online stakeholder engagement. Under contracts with government agencies, some of which are directed by Congress, as well as grants from private foundations, the Academy provides insights on key public management issues, as well as advisory services to government agencies. ABOUT THE ELECTION 2020 PROJECT The Academy formed a series of Working Groups of its Fellows to address Grand Challenges in Public Administration. These Groups were charged with producing one or more papers to advise the Administration in 2021 (whether reelected or newly elected) on the key near-time actions that should be taken to begin addressing Grand Challenges.
