Additional Estimates 2013-14 Additional Estimates Hearing – 26 February 2014 Question On Notice No. 1 – Physical Security Measures for Personnel in Afghanistan Senator Stephen Conroy asked on 26 February 2014, Hansard p.12: Senator CONROY: What physical security measures will be in place for personnel remaining in Afghanistan? Gen. Hurley: I will take that on notice give you more detail. Response: Force Protection of Australian Defence Force (ADF) and Australian Government personnel remains our highest priority, and is constantly being reviewed to reflect the challenging security environment in Afghanistan. As a broad outline they include: (a) Commander Joint Task Force 633 monitors the threat to ADF personnel in Afghanistan and develops appropriate force protection instructions based on the force protection policy and guidance as directed by Chief of Joint Operations for ADF personnel deployed in Afghanistan. (b) Two ADF force elements in Afghanistan, the Afghan National Army Officer Academy in Kabul and the 205 Coalition Advisory Team in Kandahar, have dedicated Australian Army platoons providing force protection. Other ADF elements are protected by standing International Security Assistance Force (ISAF) force protection measures. (c) Physical personnel force protection measures include ongoing threat security briefings, travel being conducted in armoured vehicles, appropriate personal protective equipment and hardened living and working accommodation. (d) Extensive measures have been taken by the ADF, ISAF and our Afghan partners to reduce the threat from insider attacks. These measures include the ISAF four-step approach of prevention, education, training and protection; the use of ‘Guardian Angels’ to overwatch ISAF/ADF and Afghan National Security Forces (ANSF) interactions; an improved vetting process for potential ANSF recruits; re-vetting of ANSF personnel returning from an extensive absence; and regular reviews of the ISAF/ADF response to insider attacks. Additional Estimates Hearing – 26 February 2014 Question on Notice No. 2 – Hot Issue Briefs Senator Conroy asked on 26 February 2014, Hansard p.17: Senator CONROY: I want to follow up on some questions that were asked at the last estimates. Senator Ludwig asked question No. 57 on notice. It seems from the answer that Defence has ceased publishing hot issues briefs without seeking approval from the minister to do so. Is it common practice for Defence to change standing policies without ministerial approval? Mr Richardson: First of all, quite clearly, high-level policy is not changed without reference to a minister. Indeed, it is the minister in government who makes 'policy' decisions. I think this would be considered more of an administrative matter, but I would need to take on notice precisely who was or was not consulted in making that decision. Senator CONROY: Why was the production of the hot issues brief stopped? Mr Richardson: I would need to take that on notice. Senator CONROY: I think you indicated you will take on notice who made the decision to cease the publication of the Hot Issues briefs. Mr Richardson: Will do. Senator CONROY: I understand the production of Hot Issues briefs ceased on 7 September last year, over five months ago. Mr Richardson: I am talking in theory here—I need to take it on notice—but I would simply note that 7 September last year was the date of the last election, from memory, which means the previous government still would have been the decision maker. Senator CONROY: In caretaker mode. Mr Richardson: In caretaker mode. But, as said, I would need to take it on notice. Senator CONROY: As I was saying, it has been nearly five months. Has the minister been briefed about this issue yet? Mr Richardson: I am advised no. Response: Following the election, the Department proposed suspending the public release of Hot Issues Briefs, pending further consultation with the Minister’s Office. The Office has agreed to this approach. On 5 May, the Department sought advice from the Minister on this matter. This matter is still under consideration. Additional Estimates Hearing – 26 February 2014 Question On Notice No. 3 – DCP – Delayed Projects Senator Conroy asked on 26 February 2014, Hansard p. 28: Senator CONROY: went to the election with exactly the same funding policy as the then Rudd government. But I just want to ask a specific question, which Senator Johnston raised in his response to the other senator. You mentioned you had moved projects to the right. Which projects have you moved to the right? Senator Johnston: I would have to take that on notice because there are so many I could not enumerate all of them. I will give you that answer on notice— Senator CONROY: Could you give us a flavour? Senator Johnston: I will give you that answer on notice. Response: Defence updates the schedule of projects in the Defence Capability Plan (DCP) to maintain overall program affordability and to reflect its best assessment of an achievable project schedule. Delays can be caused by reduced DCP funding as well as reasons independent of funding (e.g. the need to reassess requirements as circumstances change, Defence’s inability to develop necessary information on schedule, or poor industry performance). When it is necessary to reprogram the DCP due to reduced funding, Defence usually first delays those projects whose performance against schedule is under pressure for reasons independent of funding and are likely to be delayed regardless of funding. Between Defence Capability Plan 2009-19, which supported the White Paper 2009, and the draft DCP 2013, a total of 119 projects (see attached list) were delayed for all the reasons listed above. It furnishes a complete answer to the comment that Monash was merely a composer of set pieces. But Monash himself realised that it was also largely a soldiers’ battle. Monash passed four brigades under the enemy’s nose round the bend of the Somme, with all his invariable care in plan- ning, supplying and bridging. But what an instrument was to his hand! The picture given in the histories of some German regiments of their slender, exhausted remnants being over- . whelmed by masses of fresh troops is sheer propaganda. The 2nd and 3rd Divisions at least, with companies depleted to the German level, weary with-in soiiie cases-incredibly pro- tracted effort, and without normal artillery support, constantly attacked more than their number of Germans in strong, well wired positions and captured more prisoners than they could safely hold. The tactics were necessarily left largely to divisional, brigade, battalion and even platoon commanaers , they were sometimes brilliant and sometimes faulty, but in general the dash, intelligence, and persistence of the troops dealt a stunning blow to five German divisions, drove the enemy from one of his key positions in France, and took 1 Gen.

JB: Would you like to tell me your first name and where you were born? ND: Norm Duffy. In Perth, West Australia. 23 March 1917. JB: What about your parents, Norm? ND: Well, the Dad’s father, he came out from Ireland and of course the father was born in Perth and in his schooling days he was… his schooling days were, especially the high school, was the Christian Brothers College in Fremantle and he attained the Dux of Christian Brothers College during his education. And, of course, in his later years they shifted out to Wanneroo and took up residence at the Twelve Mile and that’s where he market gardened. In 1903 he was appointed the first Secretary of the first Wanneroo Road Board and he held that position until he passed away in 1924. During his… and during that period, I’d say 1923 to ’24, he was also the Secretary of the Wanneroo Race Club, he was Secretary of the Wanneroo Agricultural Society. In 1906 he, 1907 I should say, he married Eva Matilda Cockman. They had eight children, there were seven boys and one girl and unfortunately the Dad died at the early age of 49, he died in 1924. JB: And he left your Mum a widow? ND: He left Mum a widow with eight kids, eight children, the eldest was 16, that was Bill and the youngest was 12 months named Norris.

In December of 2012, the M/V Blake Boyd, the 55th Towboat built by Eastern, was delivered to Florida Marine. This ongoing series of towboats originally began with a twenty-five vessel contract with on-time deliveries starting in 2006. It has expanded to become the largest single towboat build contract in history. The additional five vessel are being constructed based on the design furnished by Gilbert Associates, Inc. of Boston, MA. These five vessels will be the first in the series with EPA Tier 3 main propulsion engines and generators delivered to Florida Marine.     CHAPTER 1 0 OPERATIONS ON NEW BRITAIN N the island of New Britain in August 1944 there existed the sam e O kind of tacit truce as on Bougainville and the New Guinea mainland . In each area American garrisons guarded their air bases, the main Japanes e forces had been withdrawn to areas remote from the American ones, and , in the intervening no-man's land, Allied patrols, mostly of Australian-le d natives, waged a sporadic guerilla war against Japanese outposts an d patrols . In August 1944 one American regimental combat team was statione d in the Talasea-Cape Hoskins area on the north coast, one battalion group at Arawe on the south, and the remainder of the 40th Division, from whic h these groups were drawn, round Cape Gloucester at the western extremity . The main body of the Japanese army of New Britain—then believed t o be about 38,000 strong (actually about 93,000)—was concentrated i n the Gazelle Peninsula, but there were coastwatching stations farther west . In the middle area—about one-third of the island—field parties directe d by the Allied Intelligence Bureau were moving about, collecting informa- tion, helping the natives and winning their support, and harassing the enem y either by direct attack or by calling down air strikes . New Britain is some 320 miles in length and generally about 50 mile s in width, with a mountain spine rising steeply to 8,000 feet . On the south the coastal strip is generally narrow, but suitable landing places are fairl y frequent.
