The Practice of Change, How I Survived Being Interested in Everything, © 2018 Cb ABSTRACT doctoral dissertation academic year 2018 THEPRACTICEOFCHANGE keio university graduate school of media & governance j o i c h i i t o (version 1.1) Joichi Ito: The Practice of Change, How I survived being interested in everything, © 2018 cb ABSTRACT Over the last century civilization has systematically supported a market- based approach to developing technical, financial, social and legal tools that focus on efficiency, growth and productivity. In this manner we have achieved considerable progress on some of the most press- ing humanitarian challenges, such as eradicating infectious diseases and making life easier and more convenient. However, we have often put our tools and methods to use with little regard to their systemic or long-term effects, and have thereby created a set of new, inter- connected, and more complex problems. Our new problems require new approaches: new understanding, solution design and interven- tion. Yet we continue to try to solve these new problems with the same tools that caused them. Therefore in my dissertation I ask: How can we understand and effectively intervene in interconnected complex adaptive systems? In particular, my thesis presents through theory and practice the following contributions to addressing these problems: 1. A post-Internet framework for understanding and interven- ing in complex adaptive systems. Drawing on systems dynam- ics, evolutionary dynamics and theory of change based on causal networks, I describe a way to understand and suggest ways to intervene in complex systems. I argue that an anti-disciplinary approach and paradigm shifts are required to achieve the out- comes we desire. 2. Learnings from the creation and management of post-Internet organizations that can be applied to designing and deploying interventions. I propose an architecture of layers of interoper- ability to unbundle complex, inflexible, and monolithic systems iii and increase competition, cooperation, generativity, and flexibil- ity. I argue that the Internet is the best example of this architec- ture and that the Internet has provided an opportunity to de- ploy this architecture in other domains. I demonstrate how the Internet has has made the world more complex but through low- ering the cost of communication and collaboration has enabled new forms of organization and production. This has changed the nature of our interventions. 3. How and why we must change the values of society from one based on the measurement of financial value to flourishing and robustness. The paradigm determines what we measure and generates the values and the goals of a system. Measuring value financially has created a competitive market-based system that has provided many societal benefits but has produced com- plex problems not solvable through competitive market-based solutions. In order to address these challenges, we must shift the paradigm across our systems to focus on a more complex measure of flourishing and robustness. In order to transcend our current economic paradigm, the transformation will require a movement that includes arts and culture to transform strongly held beliefs. I propose a framework of values based on the pur- suit of flourishing and a method for transforming ourselves. Reflecting on my work experience, I examine my successes and failures in the form of learnings and insights. I discuss what questions are outstanding and conclude with a call to action with a theory of change; we need to bring about a fundamental normative shift in society through communities, away from the pursuit of growth for growth’s sake and towards a sustainable sensibility of flourishing that can draw on both historical examples and the sensibilities of some modern indigenous cultures, as well as new values emerging from theoretical and practical progress in science. As with most technical trends, people have over-anticipated the short term impact (the dot-com bubble) but have severely under-estimated the long term impact. The impact of digital communication networks and globalization on identities and nations The industrial revolution triggered a cultural shift causing nations to become powerful entities in a globalized geo-political world. The world began to focus on the products of mass production and the world began to focus mostly on the “atoms”. Individuals became able to travel easily and individuals began to be identified and tracked as physical units and physical borders rigorously managed. Digital communication technology and cyberspace has increased greatly the power and value of the non-physical world and is affecting the nature of national borders and identity. Here I would like to explore some of the changes facing an era of digital transnational communications, focusing on value shifting to cyberspace and its impact on identity, authentication and privacy. National laws and regulations, promulgated by countries around the world, could potentially impede cross- border information flows, to the significant detriment of not only U.S. companies and private sector interests, but free expression and human rights as well. But the threats to the current paradigm of multistakeholder-driven Internet governance do not spring only from nation-states. The emerergence of advanced technologies, such as automated botnets, hold the potential to devolve considerable power over the globally-networked digital ecosystem into the hands of non-state actors. It is a fragile time for the Internet. To combat these many emerging threats, it is imperative that the United States continue to play a leading role in defending the existing order for Internet governance. Digital commerce and trade requires a consistent, predictable, and simple legal environment to maximize the benefits to human beings worldwide. The right to freedom of expression, similarly, requires certainty and trust in an online environment made possible by a consensus-driven model of governance, led by stakeholders from industry and civil society capable of equitably balancing the complicated trade-offs that no single nation-state can do by fiat.

Optimists emphasize the Internet’s great potential to empower citizens, while pessimists underscore the persistent dominance of conventional actors in shaping diplomacy. These conceptual debates fail to build analytical models that theorize the mechanisms through which citizen activism impacts foreign policymaking in the Internet era. Focusing on the interactions between “old” institutions and new practices enabled by technology, I argue that Internet-based citizen activists are using multiple and evolving strategies to engage with the conventional media and policymakers. My Hybrid Model provides an analytical framework with which scholars can describe new forms of non-electoral representation by citizen movements, while challenging foreign policy decision making theories established before the social media. My model traces the Senkaku/Diaoyu Islands dispute between China and Japan, in which nationalist campaigns online and offline have fueled a series of confrontations since 2005. Presenting practical implications for foreign policymakers and the conventional media to respond to the transformation, this Hybrid Model also helps citizens play a more active role in international relations. In conclusion, I explore the analogy between the Internet and past innovations in communication technologies to shed light on the future of the Internet and politics.

Maybe you want to focus on sports all the time, and to avoid anything dealing with business or government. It is easy to do exactly that. Maybe you choose replays of your favorite tennis matches in the early evening, live baseball from New York at night, and professional football on the weekends. If you hate sports and want to learn about the Middle East in the evening from the perspective you find most congenial, you can do that too. If you care only about the United States and want to avoid international issues entirely, you can restrict yourself to material involving the United States.     MIT Press Journals 2016 catalog Directors’ Letter Dear Friends, The MIT Press celebrated its 50th anniversary in 2012, and the inclination to ponder our distinguished history remains strong, perhaps even more so this year with the change in Press leadership—Amy Brand was named Director of the MIT Press in July of 2015. The Press’s journals division, which was founded in 1972, ten years after the books division, also has a significant publishing legacy to consider, with over 80 journals published since the division’s inception. Some, such as Linguistic Inquiry and The Journal of Interdisciplinary History, have grown with us from the very beginning. Other core titles like International Security, October, The Review of Economics and Statistics and Journal of Cognitive Neuroscience joined the Press over the following decades, providing a solid base for the high-quality and innovative scholarship that our journals division is well known for. Today, we continue to push the boundaries of scholarly publishing and communication. We relish discovering new fields to publish in, and working with scholars who are establishing new domains of research and inquiry. In keeping with that spirit, the Press is proud to launch a new open access journal in 2016, Computational Psychiatry, to serve a burgeoning field that brings together experts in neuroscience, decision sciences, psychiatry, and computation modeling to apply new quantitative techniques to our understanding of psychiatric disorders. Developing new ways of delivering journal articles and providing a richer range of metrics around their usage and impact is another current effort. On our mitpressjournals.org site, the Press is providing Altmetric badges for select titles to give an improved sense of the breadth of a journal article’s reach.

As a result, a large number of studies have been conducted with the goals of eliciting specific affective states, measuring sensor data associated with those states, and building algorithms to predict the affective state of the user based on that sensor data. These studies have usually focused on recognizing relatively unambiguous emotions, such as anger, sadness, or happiness. These studies are also typically conducted with the subject’s awareness that the sensors are recording data related to affect.
