Am040305eda Dltp Proposed Local Area Programmed East Devon– ED/05/19/LSO East Devon Highways and Traffic Orders Committee 21 March 2005 Devon Local Transport Plan Proposed Local Area Programme for 2005/2006 Report of the Local Service Officer (Eastern) Recommendation: It is recommended that the Committee: (a) notes the funding provisions which have been approved by Executive as described in sections 1 to 4 of this report; and (b) approves the Local Area Integrated Transport Projects listed in Appendix III. 1. Summary The financial year 2005/2006 is the fifth year of “Devon on the Move”: the Statutory Devon Local Transport Plan (DLTP) 2001 – 2006. Following the Government announcement, on 2 December 2004, of the local transport capital settlement for Devon, the Executive has approved programmes for highway and transport improvements for 2005/2006 and this approval includes funding for Local Area Integrated Transport Projects. This report sets out the detailed programme of Local Area Integrated Transport projects for the East Devon HATOC area for approval by this Committee. 2. Background "Devon on the Move", which was submitted to Government in July 2000, included a bid, totalling £102million, for a programme of capital expenditure for the five years between 2001/02 and 2005/06 – this in addition to the funding in 2005/06 for the construction of the Barnstaple Western Bypass. The Devon Local Transport Capital Settlement (borrowing approval) for 2005/06, announced by Government on 2 December 2004 totals £30,635 millions (as compared with £27.426 millions in 2004/05). This increase is based on the assessment of the County Council’s Local Transport Plan as “above average”, and covers expenditure on highway maintenance, bridge assessment and strengthening, and integrated transport. On 1 March 2005, the County Council's Executive considered the allocation of the Government’s local transport settlement for the DLTP in 2005/06, (Report No. ED/05/35/HQ). The Executive resolved: (a) that the "Devon on the Move" programme for 2005/06, as set out in the Appendices to report ED/05/35/HQ, be approved; (b) that the County Environment Director be authorised, in consultation with the Executive Member for the Environment, to vary the programmes as necessary, in line with Devon Local Transport Plan 2001-2006 objectives, in order to maximise delivery; (c) that a report on on-street pay and display parking be made to a future meeting of the Executive following consultation with affected local Members and Highways and Traffic Orders Committees (HATOCs); (d) that £ 200,000 be added to the Local Allowances (Area Programmes) budget to be funded from the 2004/05 Outturn to be distributed, according to the existing formula, to each Local Service Group; (e) that the Executive place on record its appreciation of the efforts of those staff in the road safety and public transport teams whose expertise had brought the Council national recognition as a Centre of Excellence. (Minute *950 refers) 3. Progress with the Implementation of the “Devon on the Move” The Devon Local Transport Plan (DLTP), “Devon on the Move” has nine objectives: • Accessibility, • Economy, • Environment, • Health, • Integrated transport, • Lifelong learning, • Safety, • Social exclusion and • Tourism. Each scheme developed to date has addressed at least one of these objectives, and many contributed towards several objectives. More detailed information on progress with “Devon on the Move” during 2003/04 was included in the July 2004 Annual Progress Report, copies of which were distributed to Members at the time of publication. Achievements in 2003/04, as reported in the Annual Progress Report included: ● 3,950m of new or improved footway ● 37 cycle tracks ● 60 school travel plans ● 8 schools implementing safer routes to schools ● 8 employer travel plans ● 26 toucan or puffin crossings In total, over 1,000 individual schemes have been delivered in implementing “Devon on the Move” over the period since April 2001. 4. Programmes for Year 2005/06 for “Devon on the Move” The programme for 2005/06 comprises a number of items, as set out in the table below. The programme makes provision for an element of over-programming to allow for any unavoidable slippage and forward design requirements. Details are set out in Appendices I and II. 5. Local Area Integrated Transport Projects The Executive has approved an allocation of £25,000 to be spent on local area integrated transport measures, and an additional £25,000 has been allocated by Executive from corporate resources. This gives a combined Local Area Integrated Transport budget of £50,000. The programme of schemes is aimed at traffic orders and minor works developing community based projects, relating to the priorities of tackling congestion, delivering accessibility and providing safer roads. This Committee is invited to consider and approve the schemes listed in Appendix III, based on minor works that have been the subject of development with Members, local communities, Parish and Town Councils. The three schemes identified as reserve schemes for last year’s Local Area Programme are included. The Committee may wish to consider identifying similar minor works as reserve schemes for this year’s programme as indicated in Appendix III, to be progressed if funding permits. 6. Sustainability Considerations The objectives and strategies of the Devon Local Transport Plan aim to provide alternatives to the use of the car, and to reduce its unnecessary use as a contribution to improving Devon's environmental, social and economic well being. 7. Reasons for Reaching the Recommendation The recommendations promoted in this report have followed the principles and objectives set out in “Devon on the Move”. The Government announced on 25 February 2005 that Devon County Council has again been awarded Centre of Excellence status in Local Transport Delivery; one of only four authorities previously awarded such status to retain it for the next LTP period 2006-2011. The July 2004 “Devon on the Move” Annual Progress Report has been assessed as “above average”. The Local Integrated Transport Projects proposed in this report continues the implementation of the agreed objectives throughout the East Devon HATOC’s area as part of the five-year Plan, and will be taken forward in the Devon Local Transport Plan 2006-2011. 8. Alternative Options Considered The programmes agreed by the Executive have been developed to maximise the efficiency of transport across all modes, whilst following the principles of the strategies set out in the statutory DLTP. The implementation programmes are under continuous review to reflect transport need and changing circumstances. There are about 20 members. One respondent to a questionnaire hoped that born and bred Sidmothians were well represented on the Group: I admit I haven’t checked birth certificates, but am reliably informed that the families of some members go back countless generations in the town. We have met monthly over the last year.
