This document has been compiled by officers across the council including planners, surveyors and economic development officers. Background The deadline for the submission of Expressions of Interest is 22 Mar 2019. There is likely to be a later opportunity to bid for the Fund as well. Initial awareness of the Fund emerged in autumn 2018 with fuller detail in December 2018 and then supplementary guidance more recently. As government has released more detailed information we have also sought clarification on what is and isn’t eligible or likely to be favoured. If we were to submit a bid for one of our established towns it should be recognised from the individual and collective analysis below that our high streets are not failing nor would those communities necessarily recognise or accept transformational intervention to solve a problem that isn’t significant i.e. replacing retail with alternative high street functions. However, it is also clear that other authorities not so different from nor far away from ours are preparing bids for some of their town centres. Government has said that it would like to see high streets across the regions benefit so it may well be willing to consider and work with bids of varying levels of under-performance to ensure a geographic spread.

Letters following Annual Town Meeting 2006 3 A Vision for Sidmouth Chairman’s summary The Vision Group was formed from the volunteers who put their names forward after the 2005 Annual Town Meeting, at which Rev Handel Bennett had spoken of the need for a ‘Vision for Sidmouth’. There are about 20 members. One respondent to a questionnaire hoped that born and bred Sidmothians were well represented on the Group: I admit I haven’t checked birth certificates, but am reliably informed that the families of some members go back countless generations in the town. We have met monthly over the last year. We are grateful to the Town Council for their goodwill in giving us a ‘home’ at Woolcombe House for our meetings, and especially to Cllrs Ann Liverton and Tom Cox who have come along to unlock for us, on what should have been their well-earned nights off, and to give us guidance when required.

Invited by lawyer Bradley Martin and his wife Cornelia, the guests arrived in fancy historic costumes. Fifty celebrants impersonated Marie Antoinette, while others, according to the New York Times, came dressed as “Kings and Queens, nobles, knights, and courtiers whose names and personalities take up pages of history.”1 Real estate mogul John Jacob Astor, wearing a Henry of Navarre costume, brandished a sword decorated with jewels; Ruth Hoe, daughter of printing press manufacturer Robert Hoe, “appeared in a dainty Louis XIV”; banker J. P.
