Seg. 3-Naga- : 17.2 km – 4 lanes 19 NEW BACOLOD ECONOMIC HIGHWAY 21.5 km road that would serve as an alternate route passing the interior area of Bacolod City leading to Bacolod Silay Airport and tourists destinations in the area. Will reduce travel time from the boundary of Bacolod City at Brgy Sum-Ag to Bacolod Silay Airport Access Road from 45 minutes to 15 minutes.

20 DAVAO CITY COASTAL ROAD 18.5 km coastal road (with bicycle lanes) that will start at Jct. Bago Aplaya, Matina Aplaya, Times Beach (Tulip Drive), Roxas Avenue to Sta. Ana Wharf toward R. Castillo Street.

PROJECT COST: P 19.80 B ($396.0M)

START: 2017 COMPLETION: 2022 DAVAO CITY BY-PASS, PHASE I 44.6 km by-pass road with 2.28 km tunnel. It will reduce travel time from 1 hour and 44 minutes via Pan-Philippine Highway and Diversion Road to 49 minutes via Davao By –pass road.
