29 Development and Distress in Mindanao1 A Political Economy Overview Eduardo Climaco Tadem IT IS WIDELY BELIEVED that economic growth and development have bypassed the southern regions of the Philippines. This is seen as the cause of the serious political problems that now plague Mindanao. A closer look at Mindanao’s economic development, however, reveals that far from being isolated from the mainstream of the national economy, the island has been a major performer and a primary contributor to the country’s productive capacities. Lured by vast reserves of natural resources, businesses have invested capital and technology and established ventures that have generated enormous profits for their owners and executives. But the resulting wealth and incomes have not benefited the greater majority. Poverty and other social indicators point to a more distressed condition for Mindanao than for the nation as a whole. This paradox of high growth rates and the simultaneous existence of an impoverished population have challenged scholars and development planners for many years. In the Mindanao case, this enigma is exacerbated by the effects of internal colonialism - the transfer of wealth from the southern regions to the nucleus of economic and political power in the north. Demographyyy Mindanao, together with the Sulu Archipelago, occupies a land area of 10.2 million hectares or one-third of the country’s area of 30 million Volume 48 Number19 s 1 & 2 2012 3020 Tadem hectares. The historian Rudy Rodil classifies Mindanao’s population of 18.13 million as of 2000 into two major categories – the indigenous peoples and the migrant settlers. -

PEREZ Vice President, Business Development Bases Conversion and Development Authority (BCDA) CURRENT CORE RESPONSIBILITY • Ensures creation of business and economic opportunities and generation of rev- enues for BCDA in the implementation of the government corporation’s primary mandate of privatizing and developing the former Metro Manila camps and US mili- tary bases, such as, the Fort Bonifacio in Metro Manila, Clark Air Base in Pampanga, John Hay in Baguio City and Poro Point in La Union, into economic growth corridors. KEY ACCOMPLISHMENTS/EXPERIENCE • Chairman of the Task Force that, together with the Asian Development Bank (ADB) as technical advisor, successfully negotiated the unsolicited proposal of an in- ternational company to develop Phase 1 of the New Clark City National Govern- ment Administrative Center which is envisioned to become a back-up government center and business continuity plan for the Republic of the Philippines. The project cost is at PhP 12.695 billion involving the development of a 60-hectare land that will include government offices and housing, world-class sports facilities that can host International events, athletes’ village and parks and open spaces. • Co-chair of the special bids and awards committee that, together with the In- ternational Finance Corporation (IFC) as technical advisor, handles the develop- ment of the Clark International Airport into an alternative gateway of the Philip- pines. The bidding for the selection of an EPC Contractor for the construction of an 8 million passenger per annum capacity full service terminal building worth Ph- P12.285 billion is ongoing. The international bidding for the selection of an Opera- tions and Maintenance Company for the airport will soon take place in December 2017. -

Oral tradition points out that there were actually two Duterte clans in that province, one from the south and the other from the north. The Davao lineage, accordingly, traces its roots to northern Cebu, to couple Facundo Duterte and Zoila Gonzales whose marriage bore five children, namely: Ramon, Sr. who was married to Rosario Regis of Carcar; Mariano tied the knot with Salud Calvo; Soledad wedded Epifanio Rodis; Jorge married Estefania Dacayana; and former Davao governor Vicente, fondly called ‘Teti’ but known as ‘Nene’ in Danao City, became the husband of Soledad Roa, mother of Davao City mayor Rodrigo R. Duterte. A half-brother, the illegitimate son of Facundo, was Adolfo Enriquez, who took the surname of his mother as was the practice then. He lived in Cavite. Ramon, born on Dec. 23, 1901 in Danao City, was fondly called ‘Lolo Banawa’; he earned his Bachelor of Laws from the Philippine Law School in 1925. Three decades later, he was elected vice mayor of Cebu City, with Sergio Osmeña Jr., his running mate, as mayor. He took over as city chief executive (Sept. 13, 1957-Dec. 31, 1959) when Osmeña resigned to run for Congress. Aside from becoming a judge of the Court of First Instance, Ramon was also a Law professor at the University of the Visayas and the University of Southern Philippines.
