Tees Valley Joint Minerals and Waste Development Plan Documents In association with Core Strategy DPD Adopted September 2011 27333-r22.indd 1 08/11/2010 14:55:36 i ii Foreword The Tees Valley Minerals and Waste Development Plan Documents (DPDs) - prepared jointly by the boroughs of Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland and Stockton-on-Tees - bring together the planning issues which arise from these two subjects within the sub-region. Two DPDs have been prepared. This Minerals and Waste Core Strategy contains the long-term spatial vision and the strategic policies needed to achieve the key objectives for minerals and waste developments in the Tees Valley. The separate Policies and Sites DPD, which conforms with it, identifies specific sites for minerals and waste development and sets out policies which will be used to assess minerals and waste planning applications. The DPDs form part of the local development framework and development plan for each Borough. They cover all of the five Boroughs except for the part within Redcar and Cleveland that lies within the North York Moors National Park. (Minerals and waste policies for that area are included in the national park’s own local development framework.) The DPDs were prepared during a lengthy process of consultation. This allowed anyone with an interest in minerals and waste in the Tees Valley the opportunity to be involved. An Inspector appointed by the Secretary of State carried out an Examination into the DPDs in early 2011. He concluded that they had been prepared in accordance with the requirements of the Planning and Compulsory Purchase Act 2004 and were sound. -

It has been prepared jointly by the five tees Valley authorities of Darlington Borough Council, Hartlepool Borough Council, Middlesbrough Council, Redcar and Cleveland Borough Council and Stockton-on-Tees Borough Council. Key Statistics Crushed Rock Sales in 2014 = 33,000 tonnes Ten year sales average (2005-2014) = 49,300 tonnes per year Three year sales average (2012 -2014) = 33,600 tonnes per year Permitted reserves at 31 December 2014 = 2,121,000 tonnes Sub-regional apportionment = 187,500 tonnes Landbank at 31 December 2014 = 11.3 years Proposed annual provision = 187,500 Demand forecast (2015-2030) = 3,000,000 tonnes Balance between supply and demand (2015-2030) = 874,000 Conclusions on supply – There is currently only one crushed rock supplier within the Tees Valley (Hart Quarry, Hartlepool). Permitted reserves currently give an estimated landbank of 11.3 years, based on the sub-regional apportionment. -

Vital Issues is part of a national initiative promoted through UK Community Foundations to provide an insight into the issues that affect communities across the country. For each area, a Vital Issues report is produced to provide an evidence base for the area. This is then summarised in Vital Signs - a community philanthropy guide which identifies the issues that philanthropy can help to address. Much of the evidence used is drawn from government and local government sources, and we are very grateful to local authorities, in particular, for continuing to make high quality data on local performance freely available, particularly ward-level and other lower-level data sets which are especially useful in identifying local patterns of need and opportunity. We have used the most up to date information wherever possible, but in a small number of cases the data is slightly older, for instance anything that is based on the 2011 Census. Although the Census data is now six years old, we still believe it has a value because many of the aspects of life measured remain stable over time, and because it is available at a much smaller geographic level, allowing us to differentiate between communities and neighbourhoods. -

The Vikings in Cleveland
Languages, Myths and Finds Translating Norse and Viking Cultures for the Twenty-First Century The Vikings The Languages, Myths and Finds project, funded by the Arts and Humanities Research Council, ran in the years 2013-14, coinciding with the British Museum’s international exhibition Vikings: Life and Legend. The aim of the project was to encourage conversations between specialist university academics and advanced in Cleveland research students in Old Norse and Viking Studies, and local communities around Britain and Ireland who were interested in knowing more about their Edited by Heather O’Donoghue Viking heritage. The communities chosen for the project were Cleveland, Dublin, Isle of Lewis, Isle of Man and Munster. Five small teams of academics and Pragya Vohra and students were chosen to work with each community by developing and researching topics most suited to that locality, as identified in dialogue with the community. These booklets are the products of the research done by those teams together with the local partners, especially during field trips to the localities in the spring of 2014. Bibliography 184 2 Section 1: Introduction The Tees Valley Economic Assessment is the core statistical document related to economic development in Tees Valley. It is based upon data and analysis for key areas that contribute towards growth in our economy including: o Economy and Productivity (economic conditions, innovation activity, the business base and key sectors); o Skills and Labour Market (education attainment, employment and future demand); and o Growth Enablers (infrastructure, transport, physical connectivity, digital connectivity, education, place and culture). The Economic Assessment is updated annually. It reflects the priorities in the Tees Valley Strategic Economic Plan, the Local Industrial Strategy (locally agreed) and the Investment Plan. It is also focused on supporting the development of business cases, as well as helping to inform local authority assessments and other policy and strategy documents. Data is presented for Tees Valley wherever possible, and sometimes at Local Authority level. When available, performance is benchmarked against the wider region and nationally. Coronavirus and EU Exit This year has seen the greatest shock to the world economy in a century. Data presented in the Economic Assessment reflects as far as possible Coronavirus impact, to inform recovery planning and economic interventions for 2021 and beyond. However, due to the rapidly changing path of the pandemic and the consequential but necessary health-related restrictions on people and business, any economic forecasts or projections should be viewed as point-in-time predictions and strongly dependent on changing circumstances.
