On the steps of the Legislature, I was proud to join with other speakers like NDP leader Wab Kinew, and NDP candidate for Winnipeg Centre Leah Gazan to stress the need for a united labour movement to stand up and fight back against Conservative governments and their plans to hurt working families. On the municipal front, the Amalgamated Transit Union Local 1505 continues to stand up for its members in contract negotiations with the City of Winnipeg. Instructional Outline for Social Studies 9 An Alliance Betrayed A short history of Treaty 7 On September 12, 1877, Chief Crowfoot of the Siksika tribe (Blackfoot) along with chiefs from other tribes signed Treaty 7 along the banks of the Bow River in Southern Alberta. According to the Canadian Encyclopedia, “Aboriginal treaties in Canada are constitutionally recognized agreements between the Crown and Aboriginal people.” Commissioner David Laird, few days before the signing, commented: "In a very few years, the buffalo will probably be all destroyed, and for this reason the queen wishes to help you to live in the future in some other way.” The government depended on Crowfoot’s diplomacy to negotiate with the other chiefs. The government promised that, in exchange for giving up their land, the tribes would have the right to hunt and trap on the “tract surrendered,” the First Nations people would be taught how to grow grain and raise cattle, and they would be given financial assistance and protection. After negotiating the terms of Treaty 7, Chief Crowfoot delivered a speech on behalf of the Blackfoot people: “While I speak, be kind and patient. I have to speak for my people, who are numerous, and who rely upon me to follow that course which in the future will tend to their good. The plains are large and wide. We are the children of the plains, it is our home, and the buffalo has been our food always. I hope you look upon the Blackfeet, Bloods and Sarcees as your children now, and that you will be indulgent and charitable to them. -

POLICY BRIEF Issue 86| February 4, 2021 The Failure of Federal Indigenous Healthcare Policy in Canada By Mike Gouldhawke LATE LAST MONTH, the federal government held two days of meetings on developing Indigenous health care legislation. These virtual meetings included some, but not all provincial and territorial health ministers, along with First Nations, Inuit and Métis Nation representatives, including Indigenous doctors, and was partly in response to the racist treatment and death of Joyce Echaquan of the Atikamekw Nation in a Quebec hospital in September of last year. If and when this legislation materializes, it will be a first in Canadian history. This country has never developed a law around Indigenous health care. As the process of development goes on, there are a variety of challenges, historically and contemporary, as well as previous calls for reform and for Canada to live up to its obligations, that should be addressed. This Brief outlines the compounding crises, and the resistance, that have constituted Indigenous healthcare in this country. Re-Prioritizing Health Policy in Canada Despite these recent meetings on developing Indigenous health legislation, and the First Ministers’ meeting in December of 2020 which prioritized the COVID-19 pandemic, federal Indigenous health policy has fallen by the wayside for decades. The 2004 Health Accord between the federal government and provinces and territories included a 10-Year Plan on improving Indigenous health, co-developed with Indigenous representative organizations, but it expired in 2014 and has yet to be replaced, despite repeated promises from the Liberal government. The Canadian Health Coalition, in a 2017 report, called the “lack of progress on closing the health gap for Aboriginal people” the most egregious of the 2004 Health Accord’s failings. -

Volunteering A Traditional Canadian Value Janet Lautenschlager Voluntary Action Program Foreword IN 1996, VOLUNTEERING IS A WAY OF LIFE FOR MANY CANADIANS. The spirit of volunteerism is rooted in the traditions and values of the pioneers who built this country, and it is inspired by the concept of mutual help and co-operation that lies at the heart of our Native societies. Although enormous amounts of volunteer time have been devoted to humanitarian causes over the years, history has yet to chronicle these endeavours. This booklet is a first sketch of volunteering in Canada from a historical perspective, drawing together specific examples to illustrate the role of volunteers from earliest times to the present. The volunteer activities highlighted here represent only a small sample of the massive achievements of Canadian volunteers. The terms "volunteer" and "volunteerism" may never have been used by some of the people whose activities are described. Today, we apply these terms to the community involvement of countless Canadians who have acted of their own choice to meet a need without concern for monetary benefit -- people who have translated their sense of civic responsibility into action. We hope this short history of volunteerism in Canada will help increase public understanding of the size and diversity of voluntary action as a historic force in Canadian society. When added together, the day-to-day efforts of Canadian volunteers over the years have met countless human and social needs and show what can be accomplished through the active involvement of ordinary citizens. In recognizing the contributions of volunteers from a historical point of view, we hope that modern-day volunteering will become more visible and will achieve its full potential in years to come. -
