Indeed, there are ample laws, provisions and international agreements for regulating German arms export policy. However, a review of 30 years of German arms export policy reveals an alarming picture. Although licences granted for arms exports to so-called third countries, which are neither part of the EU or NATO, nor equivalent states (Australia, Japan, New Zealand, and Switzerland), are supposed to be isolated cas- es with specific justifications, they have become the rule. In the past ten years alone, up to 60 per cent of German weapons of war and other military equipment has repeatedly been exported to third coun- tries. Not every arms export to third countries is problematic. -

(2009) The European Union and International Organizations, pp. 37-60 Complex Engagement: the EU and the UN system Franziska Brantner and Richard Gowan INTRODUCTION The European Union has developed a strong public commitment to the UN, encapsulated in the European Security Strategy’s statement that ‘strengthening the United Nations, equipping it to fulfill its responsibilities and to act effectively, is a European priority’.1 But EU-UN relations are complicated by a history of crises – including the loss of European faith in the UN in the Western Balkans during the 1990s and the EU’s split over the invasion of Iraq in 2003 – and the unresolved puzzle of whether the Union can ever be a coherent actor in an institutional framework based on state sovereignty. Indeed, the structure of the UN contains a number of in-built obstacles to the emergence of a cohesive EU identity. Firstly, it institutionalizes a division between the two European permanent members of the Security Council (Britain and France) and the other EU members. Secondly, while the EU is a recognized grouping within the UN system, frequently making common statements and proposing resolutions as a bloc, this comes at the price of constant intra-EU negotiation (involving 1,000 meetings a year in New York alone). As Jørgensen and Laatikainen note, the need to coordinate at the UN highlights the EU’s ‘split personality’ as ‘both actor in its own right and an arena for the expression of member-state interests.’ (Jørgensen and Laatikainen 2006: 10).2 Yet the study of EU-UN linkages is further complicated by the fact that the UN itself is also a combination of ‘arena’ and ‘actor’. -

The German Bundestag notes: Iran is a member of the United Nations, has voted for the Universal Declaration of Human Rights and is a signatory to the International Covenant on Civil and Political Rights and other international human rights treaties. In violation of these and other international obligations, human and civil rights are systematically dis- regarded and violated in Iran. Freedom of opinion, association and assembly are massively restricted by the au- thorities. Internet sites and social media are blocked, and critical media operations are closed. Initiatives for more women's rights are nipped in the bud. For example, the authorities take bitter action against activists who campaign against the dis- criminatory obligation to wear a headscarf - sometimes with decades of prison sentences or lashes. In addition, the authorities take extremely harsh action against human rights lawyers and prosecute them for their peaceful human rights work. In March 2019, the lawyer and winner of the European Parliament's Sakharov Human Rights Prize, Nasrin Sotoudeh, was sentenced to 33 years and six months in prison and to 148 lashes (https://www.zeit.de/2019/13/nasrin-sotoudeh- anwaeltin-iran-inhaftierung). -

Results of the 3rd Round of European HomeParliaments by Pulse of Europe: “The future of European solidarity” Status: 04.01.2021 Dear participants, dear politicians, Thanks to the support of EU Commission President Ursula von der Leyen and 30 ded- icated EU politicians, Pulse of Europe succeeded during this round of Euro- pean HomeParliaments in imple- menting innovations for the partic- ipation of citizens in EU politics. Pulse of Europe provides the first pan-European, scalable grassroots project for the participation of Euro- peans in EU policy decisions. It works both offline in a private environment and now also online via our Video HomeParliaments. Our mission is to create a per- manent, bottom-up format for engaging with EU policymakers. For the first time, late 2020 people from Ger- many, Austria, Italy, Luxembourg, Poland, Belgium, the Netherlands, Sweden, Portugal, Spain, Bulgaria and France exchanged their expectations for the EU. In addition, numer- ous cross-border HomeParliaments con- tributed to a transnational European dialogue. About 700 Europeans participated in local HomeParliaments. Another 500 discussed the future of European solidarity via the new Video HomeParliaments.
