ROAD PROJECTS, INCREASED COSTS 137. (2) For each of the above road projects, will the Minister provide the following information - (a) if a contract has been awarded - (b) the name of the contractor; (c) the number of tenderers; (d) the contract award date; (e) the estimated completion date; and (f) the contract number; (g) if a contract has not been awarded - (h) estimated contract award date; and

(i) the estimated completion date? Mr COWAN replied: (1) The member should be aware that the estimated total costs listed in the Budget Papers are estimates for work that may not be undertaken for up to ten years and often for projects where detailed planning has not yet been undertaken. Accordingly, these estimates are subject to change as planning for projects progress, as the scope of projects is altered and as construction costs change. The total cost given in the budget papers covers anticipated expenditure on the project up to the end of the financial year preceding the period covered by the budget papers, plus funds programmed over the ten years covered by the budget papers. It does not necessarily cover the total project cost, if the project is not to be completed in that ten year period. Changes in estimated costs for the projects listed are explained below: (a) Albany Highway, Albany Ring Road: Increased costs have been incurred in consideration of additional route options for this project. This work was necessary to address issues raised through the community consultation phase for the project. (b) Albany Highway, Bedfordale Hill: The figure of $24.78 million in the 1999/2000 Budget Papers represented the funds that were allocated to the project at that stage. At that time a number of contract variations related to items such as delays with service relocations, additional rock excavation and latent conditions were still the matter of on-going negotiations between the Superintendent and the Contractor and were not included in the estimated total cost. The figure of $29.294 million in the 2000/2001 Budget Papers represents the funds currently allocated to the project to cover: (1) the items allowed for in the 1999/2000 Budget Papers (2) the additional cost variations related to the construction works that have been accepted by Main Roads following the negotiations referred to above (3) additional costs of approximately $0.6 million related to pavement repairs, remedial works and associated traffic management since the opening of the project in June 1999. Responsibility for these costs is the subject of ongoing negotiations between Main Roads and the Contractor. (c) Albany Highway, Kojonup to Albany: The original 1996 commitment was for the provision of ten passing lanes between the northern boundary of the Kojonup Shire and Albany. Following a review an additional passing lane was included in this section and this has led to an increase in the estimated total cost for the project. (d) Brand Highway, Pell Bridge: This relatively small increase reflects increases to project management and estimated construction costs due to the need for earthworks and intersection treatments identified during detailed planning. (e) Brookton Highway, Corrigin to Hyden: This change reflects increases in project scope and management costs identified during annual revision of funding requirements for the suggested works. (f) Caves Road, Busselton Bypass to Dunsborough: The estimated land acquisition cost for this project has increased by $500 000. This road will be constructed on a new route and land acquisition costs will be very significant. Funds for the purchasing of land are not programmed until 2006/2007 and 2007/2008 and with land in this area being developed at a rapid rate, regular reviews of the estimate will be required. (g) Cervantes to Greenhead Road, Lancelin to Cervantes: The alignment for this road has not yet been finalised. The increase in estimated cost reflects changes arising out of the planning process, such as ordinance clearance and modifications to the proposed alignment. (h) Chidlow to York Road: The increase in estimated cost for this project amounts to $50 000. With an overall project cost of $11.5 million, this represents an increase of 0.4 per cent. The total cost in the budgetary estimate shown in the 2000/2001 budget papers is based on $4.096 million of past actual expenditure and a $7.5 million budgetary estimate to complete works over the next four years. These works have not yet had designs or detailed cost estimates completed. (i) Circle Bus Route Precinct: The cost of these projects has not changed and remains at $7 million. The additional $750 000 has been programmed at the end of the ten year period and will accommodate further works that may be required on the Circle Bus Route.

(j) Geraldton to Mount Magnet Road, Greenough and Mullewa Shires: This relatively small increase reflects minor increases to project management and construction costs identified following the recent completion of similar works. (k) Goldfields Highway, Mount Keith to Wiluna: This project is now substantially complete and as a result of favourable performance, it is estimated that the total cost will be $27 700 000, which represents a significant saving on the previously anticipated cost. (l) Graham Farmer Freeway: Estimated total cost for 2000/2001 includes an additional $7.88 million for work undertaken on behalf of other authorities. This component was not included in the 1999/2000 estimates as the work was not part of the original project scope. These costs will be recouped from the relevant authorities. (m) Great Eastern Highway, Old Sawyers Road to Old Northam Road: The figure of $37.245 million reflects changes in scope, including an increase in the length of realignment of the existing carriageway, as well as revised estimates based on current costs. (n) Great Northern Highway, Swan Valley Bypass: The anticipated total cost of the Swan Valley Bypass is expected to be in the order of $130 million, subject to the outcome of further planning studies. The total cost given in the budget papers covers anticipated expenditure on the project up to the end of the financial year preceding the period covered by the budget papers, plus funds programmed over the ten years covered by the budget papers. It does not necessarily cover the total project cost as, in the case of the Swan Valley Bypass, additional funds are needed beyond the ten year program. The increase in the estimated total cost for this project as indicated in the 2000 Budget Papers represents the allocation of more funds to the project within the ten year period to enable the earliest possible completion. Substantial funds are still required beyond the tenth year to complete the project. (o) Marble Bar Road, Marble Bar to Shaw River: The estimated final cost for this project includes $3.2 million for improvement works between Newman and Ripon Hills ($1.2 million expenditure in 1999/2000 and $1.0 million programmed in each year 2000/2001 and 2001/2002), which was not included in the previous estimated costs for the project. The estimated cost of completing the work has also been adjusted to reflect other factors such as increased construction costs, in addition to substantial increases in bitumen (20 per cent) and fuel costs. (p) Mitchell Freeway, Ocean Reef Road to Hodges Drive: The project has always been reported as costing $25 million. Although final payments are still to be made to the Contractor for the construction of Mitchell Freeway from Ocean Reef Road to Hodges Drive, it is expected that the final cost will be in the order of $16.2 million. An agreement has recently been reached with the Commonwealth Government whereby surplus funds will be used for the construction of Eddystone Avenue Bridge. The increase from $22.342 to $24.875 million has been made to more accurately reflect the funding allocated for this project, but does not include monies held in contingency accounts for the balance of the $25 million. (q) Muirs Road, Mount Barker Bypass: This project includes both the northern and southern bypasses of Mount Barker. The estimated cost of the northern bypass has increased slightly following resolution of the proposed treatment for the junction with Albany Highway and modifications to the proposed design at the western end to incorporate improved land utilisation opportunities. (r) Muirs Road, Plantagenet Shire: This very minor change of $20 000 is the result of applying a consumer price index adjustment to the suggested works. (s) Muirs Road, Wilgarup This project on Muirs Road is known as the Nyamup to Strachan section. Included in the project is the complete realignment of a six kilometre section of the road, which includes the construction of two new bridges over the Wilgarup and Perup Rivers. Recently a review of the preliminary estimates for this part of the project was undertaken and the budget was adjusted to reflect current market construction rates. (t) North West Coastal Highway, Gascoyne River: It has been determined that additional investigation will be necessary before this project can commence and because of this, the

allowance for pre-construction works has been increased, leading to a minor variation in estimated total project cost. (u) North West Coastal Highway, Geraldton City: The estimated total project cost has been adjusted to better reflect the anticipated land acquisition costs associated with this project. (v) North West Coastal Highway, Minilya to Barradale: The construction phase for this project has now been included in Main Roads' ten year road program following the review for the 2000/2001 budget. Therefore, part construction costs have been allocated in 2009/2010 and are reflected in the budget bringing the total estimated cost to $11 025 000. (w) Perth Access Plan: The project has always been estimated at $24.55 million. The 1999/2000 budget papers reflect funds that were available at the time the budget was prepared. The increased amount in the 2000/2001 budget papers reflects additional funding that has since become available. (x) Perth to Bunbury Highway, Dawesville: The $2.75 million increase in the estimated total cost has resulted from changes to project scope to address issues raised through public consultation. The additional cost will allow for this section of dual carriageway to be sealed with open- graded asphalt to reduce the noise effect on nearby residents, the construction of two underpasses and the purchase of additional land for underpasses, intersection treatments, dual use paths and drainage treatments. (y) Raymond Road, South Western Highway to Australind Bypass: The scope of this project has been extended to include $150 000 worth of work not previously allocated to this project. (z) Ripon Hills: The estimated cost for this project as reported in last year’s Budget Papers was to construct the road to gravel stage (including sealing 21 kilometres of floodways only). Since that time an additional three kilometres has been sealed. The estimated total cost for 2000/2001 has increased by $6 million, which represents Main Roads' contribution (50 per cent) towards the estimated cost of sealing the remaining 108 kilometres. Mining companies will also be contributing $6 million. (aa) South Coast Highway, Manypeaks: The Manypeaks project covers the Homestead Road to Cheynes Beach Turnoff section of South Coast Highway. Funding for the Town and Cheynes sections had not been identified in the 1999/2000 papers, but $1.660 million has now been allocated to the project for these sections. (bb) South Western Highway, Roelands to Lake King: This very minor change is due to a consumer price index adjustment to the suggested works. (cc) Useless Loop Road, Shark Bay Shire: The project scope increased to include an additional re- alignment. This resulted in additional design and investigation costs including increased environmental clearance costs of $55 000 and the budget for construction has been increased by $45 000 as a result. (dd) Agnew to Leinster Road: A culvert was replaced on this section which accounts for the increase in estimated total cost. (ee) Bullfinch Road, Bullfinch to Southern Cross: The $437 000 increase is due to significant changes to the scope of works for the project. The original scope only allowed for simple widening works, while the revised program includes full width pavement overlay. The increased scope of works also includes improvements to the intersection of the Bullfinch Road with the Wyalkatchem-Bullfinch Road, which completes the upgrading of the road between Bullfinch and Southern Cross. (ff) West Coast Highway, Helston Avenue to Rochdale Road: The increase of $10 000 is due to additional landscaping works. (2) A number of the projects listed above comprise more than one contract - there may be a series of contracts for the different elements associated with a particular project. Significant effort would be required to collate the information sought and at this stage I am not prepared to allocate these resources. If the Member has a specific project for which contract information is sought, then I will consider that request.
