ISSN 1020-7473 Introduction The Kiryandongo settlement for Sudanese refugees is located in the north-eastern corner of Uganda’s Masindi district. Part of a former cattle ranching area, land there was gazetted by the Ugandan government for use by refugees in 1990. The first transfers of refugees took place shortly afterwards, and the settlement is now well established, with land divided into plots on which people have built houses and have cultivated crops on a small scale. Anthropological field research (towards a D.Phil. in anthropology, Oxford University) was conducted in the settlement from October 1996 to March 1997 and between June and November 1997. During the course of the fieldwork UNHCR was involved in a definitive process whereby it sought to “hand over” responsibility for the settlement at Kiryandongo to the Ugandan government, arguing that the refugees were approaching self-sufficiency and that it was time for them to be absorbed completely into local government structures. The Ugandan government was reluctant to accept this new role, and the refugees expressed their disbelief and feelings of betrayal at the move. -

COUNTRY OPERATIONS PLAN Country: Uganda Planning Year: 2004 2004 Country Operations Plan – Uganda __________________________________________________________________________________________ Part I: Executive - Summary 1.1 Context and Beneficiary Populations UNHCR’s presence in Uganda dates back from the 1960s. Though the earlier arrivals of Rwandan refugees had returned in 1994, the country still hosts 18,500 Rwandans who are residual caseloads of the 1996 repatriation from Tanzania. There are some 5,000 Rwandans who entered Mbarara district of Uganda from Tanzania when the Rwandan refugees were being repatriated from there in 2002. The Government of Uganda has not yet decided their status. The majority of the refugees in the country today are Southern Sudanese hosted in northern Uganda and who number about 172,300 (86%) of the total refugee population of 200,800 as of 28 February 2003. About 8,500 Congolese refugees hosted in the Southwest are from the Democratic Republic of Congo (DRC). There are other smaller groups from Somalia, Ethiopia and Kenya that are also being assisted. Sudanese and Congolese refugees are granted status on a prima facie basis, while the status of others is ascertained through individual refugee status determination. Almost all the refugees fled their respective countries of origin because of the civil war and fear of persecution caused by ethnic rivalries and political differences. The Government of Uganda, continues to host refugees from the neighbouring countries. Refugees who are in designated settlememnts are provided with agricultural lands, tools and seeds with the objective of making them self-sufficient. As a result, refugees in the northern settlements have managed to produce a certain percentage of their food requirements, thereby reducing dependence on the food assistance from WFP. -

Box 5498 Kampala, Uganda. #Corresponding author e-mail addresses: [email protected]; [email protected]; [email protected] Abstract Disability is a common occurrence in many countries and a subject of much discussion and lobby. People with disability (PWD) are frequently segregated in society and by-passed for many opportunities. Stigma hinders their potential contribution to society. Doctors with Africa CUAMM, an Italian NGO, started a project to improve the life of PWD in the West Nile region in north- western Uganda in 2003. An orthopaedic workshop, a physiotherapy unit and a community-based rehabilitation programme were set up as part of the project. This ex-post evaluation found that the project made an important contribution to the life of the PWD through its activities, which were handed over to the local referral hospital for continuation after three years. The services have been maintained and their utilisation has been expanded through a network of outreach clinics. Community-based rehabilitation (CBR) workers mobilise the community for disability assessment and supplement the output of qualified health workers in service delivery. However, the quality of care during clinics is still poor on account of large numbers. In the face of the departure of the international NGO, a new local NGO has been formed by stakeholders to take over some functions previously done by the international NGO, such as advocacy and resource mobilisation. -

A Monthly Newsletter on Food Security and Vulnerability in Uganda Number 02/2001 15 February, 2001 Summary The NGO, Concern Worldwide, reports that households in Katakwi District (eastern Uganda) are experiencing moderate food insecurity. The most affected people are located in Kapelebyong and Usuk Counties on the border with Moroto District, where there is limited access to food and malnutrition rates are high. Only households in Magoro Sub-County of Usuk, received about 100 kg of maize and beans from another NGO, Hands on Service, in early December. No further assistance has been provided and there are no immediate plans to provide additional food aid to the affected people in the district. Because of the expected increase in demand on meager food supplies and other resources, many residents are worried about the Karimojong pastoralists and their normal dry season migratory pattern into Katakwi District in search of water and pastures for their livestock. Large livestock herds may cause destruction of crops and vegetation, increasing vulnerability to food insecurity and competition for already diminishing pastures. District authorities and local residents also are concerned about the possibility of increasing tensions and civil insecurity due to the presence of armed pastoralists. To ensure peace and security in the district, the Government has increased deployment of Uganda People’s Defence Force personnel. Concern Worldwide affirms that even though the population may require assistance after February 2001 when household food stocks run low, it is imperative for adequate civil security to be maintained to allow proper identification and targeting of the most affected households before carrying out any mitigation program for maximum benefit. -
