Chief among the constraints identified to forest landscape restoration (FLR) are a lack of tenure security for smallholders and weak forest law enforcement. We present preliminary results from research in Boeny Region, Madagascar to improve understanding of local tenure systems and how they might affect FLR investment. We identified two land tenure models: an endogenous model rooted in the local customary system with weak state intervention, and an exogenous model heavily influenced by external actors and where customary systems have limited legitimacy. These differences will affect FLR investment choices and success of tenure securitization. We recommend that FLR actors be trained to use tenure diagnostic tools that distinguish between different hybrid systems. Such training will provide FLR actors with the conceptual tools needed to design and implement FLR programs appropriate for complex tenure systems. -

SOUTHERN AFRICA: Cyclone Belna Flash Update No. 5 As of 11 December 2019 HIGHLIGHTS • After making landfall in Soalala district, Tropical Cyclone Belna weakened into a tropical storm as it moved south, bringing strong winds and torrential rain. • Melaky and Menabe regions remain at risk of flooding. • Parts of Soalala District—which was hardest-hit by Tropical Cyclone Belna—are without power, and key infrastructure has been damaged or destroyed, including the hospital and multiple schools. SITUATION OVERVIEW Tropical Cyclone Belna made landfall in Amparafa village— in Soalala district of Boeny region—on the western coast of Madagascar, on 9 December 2019. Belna then weakened into a tropical storm and continued southwards. Heavy rains are forecasted in the regions of Melaky and Menabe, where there is still the risk of flooding. At least one person has died, two are missing and more than 2,300 people have been displaced—including 1,300 in Soalala district, which was hardest-hit by Tropical Cyclone Belna—according to the Government. The flooding of the main hospital in Soalala town could affect the availability of essential medicines in the town, and Soalala is suffering from power outages, as 12 electricity posts were damaged. There is a shortage of drinking water, as some water points and wells were submerged. At least 650 houses were damaged, 55 were flooded and 12 destroyed in Besalampy and Soalala districts. Several schools have been affected, including 29 classrooms damaged and 12 destroyed in Ambatomainty, Besalampy and Soalala districts. In Mahajanga district, more than 170 people were evacuated and were hosted in accommodation sites. -

Bird Conservation International, page 1 of 12. © BirdLife International, 2013 doi:10.1017/S0959270913000038 Population status of the Madagascar Fish Eagle Haliaeetus vociferoides in 2005–2006 GILBERT RAZAFIMANJATO, THE SEING SAM, MARIUS RAKOTONDRATSIMA, LILY-ARISON RENE DE ROLAND and RUSSELL THORSTROM Summary Coastal and inland surveys for the endemic and “Critically Endangered” Madagascar Fish Eagle Haliaeetus vociferoides were conducted in western Madagascar from Antsiranana in the north to Manja in the south during the 2005 and 2006 breeding seasons (May–October). Surveys covered typical Madagascar Fish Eagle habitat: lakes, rivers, mangroves, estuaries, and marine islands within their known distribution. In total, 287 individuals were encountered, including 98 breeding pairs (196 individuals), 23 breeding trios (69 individuals), 15 single adults and seven immature birds. Of these 287 birds, 128 individuals (44.6%) were observed on lakes; 116 (40.4%) in coastal areas, consisting of 103 (35.9%) in mangroves and 13 (4.5%) in estuaries; 32 (11.2%) on marine islands and 11 (3.8%) on rivers. There was an increase between surveys in 1995 and this study in the number of Madagascar Fish Eagles counted, from 222 to 287, and in the number of pairs from 99 to 121. This study confirms that the Madagascar Fish Eagle population is still low due to human persecution (hunting, collection of eggs and nestlings), overfishing and habitat destruction. We recommend monitoring fish eagles annually at the higher concentration sites to evaluate human activities and conducting a population survey every five years throughout western and northern Madagascar. COASTAL LIVELIHOODS IN THE REPUBLIC OF MADAGASCAR GENERAL INTRODUCTION The Agulhas and Somali Current Large Marine Ecosystems (ASCLME) project is focused on the two large marine ecosystems of the Western Indian Ocean (WIO) region, covering nine countries that are directly influenced by these current systems. It is estimated that at least fifty-six million people are reliant either directly or indirectly on the goods and services provided by these two current systems. The ASCLME project aims to support these countries in their efforts to collectively manage the marine resources on which their people and economies depend. Fisheries and other key coastal activities, including various forms of tourism, aquaculture, shipping and coastal transport, the energy sector, agriculture and forestry, are very important contributors to the economies of the countries of the WIO. In recognition of the complexity and importance of these activities, a Coastal Livelihoods Assessment (CLA) component was developed for the ASCLME project. The CLA component had three main objectives: to collect as much existing information as possible about the main coastal activities in the nine participating countries as a contribution to the national Marine Ecosystem Diagnostic Analyses (MEDAs); to make input into ensuring that this information is stored and organised in a manner that will allow easy access and maximum utility to multiple stakeholders, both during and after the lifetime of the ASCLME Project; to review and sythesise the information collected in order to provide useful inputs to the TDA and SAP processes. In order to achieve these objectives, the CLA component was separated into three distinct phases, with the first phase kicking off in May 2009. -
