02/06/20 To authorize Government to borrow USD 300.0 million for budget support for FY 2019/20 from the International Development Association (IDA) of the World Bank Group to provide sufficient financial resources to the health sector and to mitigate negative effects of COVID 19 on the and SDR 361 million (Approx. USD 491.5 Million) from the International Monetary Fund (IMF) for Balance of Payments and Budget Support to address the negative effects of COVID 19 in the FY 2019/20

20/05/20 To correct the Parliamentary resolution of 27th November 2019 authorizing Government to borrow USD 456,370,000 from the EXIM Bank of China to finance the Upgrade and Construction of National Oil Roads under Package 1 (-Kasanja/Park Junction, Tangi (Pakwach) Junction-Paraa-Buliisa Road, Wanseko-Bugungu Roads), Package 2 (-Butiaba- Wanseko) and Package 3 (Buhimba-Bulamagi-Igayaza- Kakumiro) as follows;

To authorize Government to borrow US$ 456,378,108 in accordance with the terms and conditions stated in the loan agreement from the Exim Bank of China to finance the upgrade and construction of national oil roads as follows:

i) Package 1: Masindi-Kasanja-Park Junction, Tangi- Pakwach Junction, Paraa-Buliisa Road, Wanseko- Bugungu Roads of equivalent amount of US$ 186,055,241; ii) Package 2: Hoima-Butiaba-Wanseko US$ 152,607,764; and iii) Package 3: Buhimba-Bulamagi-Igayaza-Kakumiro US$ 117,715,103.

11/02/20 To authorize Government to borrow up to Euros 300 Million from Stanbic Bank [U] Limited and Euros 300 Million from the Trade Development Bank to finance the budget deficit for FY 2019/20.

30/01/20 To authorize Government to borrow up to Euro 162,445,694.1 (US$178,276,661.7) from the Industrial and Commercial Bank of China to finance the Power Supply to Industrial Parks and Grid Upgrade and Power Transmission Extension Project.

30/01/20 To authorize Government To borrow up to Euro 20,622,435.00 from the Corporate Internationalization Fund of Spain, for the implementation of the Project “Airborne Geophysical Survey and Geological Mapping of Karamoja”

14/04/20 To suspend Rule 24 (1) of the Rules of procedure, which stipulates that the quorum of Parliament shall be one third of all Members of Parliament entitled to vote; to revise quorum downwards to one third of the cap of 80 Members per sitting in line with the COVID-19 guidelines.

08/04/20 To suspend rule 148 (2) of the Rules of Procedure that requires the House to consider reports of Sectoral Committees on Ministerial Policy Statements (MPS) and Budget Estimates. This paved way for the referral of the reports directly to the Budget Committee.

08/04/20 To urge Government to address the effects of COVID-19 on the economy.

20/02/20 Qn. 88/04/10: by Hon. Acidri James, MP Maracha East, on the pending compensation of victims of a devastating air raid by the Sudanese Government in Nacara village Ojapi Parish of Tara Sub-County in that claimed lives and property.

The Minister of Justice and Constitutional Affairs, Hon. Prof. Kamuntu Ephraim, Minister of Justice and Constitutional Affairs responded to the Question and undertook to provide a comprehensive Statement on the matter within three months.
