RESOLUTIONS PASSED Parliament passed the following resolutions: 4.5 TO AUTHORIZE GOVERNMENT TO BORROW: Parliament passed 17 Motions authorizing government to borrow: DATE RESOLUTION 19/11/20 To authorize Government to borrow up to USD 600 million from the International Monetary Fund (IMF) To finance the budget deficit for the FY 2020/21 19/11/20 To authorize Government to borrow up to UGX 3,258.5 billion through domestic borrowing to finance the budget deficit for the FY 2020/21 17/06/20 To authorize Government to borrow up to USD 224 from the African Development Bank (ADB) and UA 37.54 Million (USD 51 million) from the African Development Fund to finance the Kampala City Roads Rehabilitation Project (KCRRP). 18/06/20 To authorize Government to borrow up to Euros 10 million from the Government of the Republic of Italy to finance the Karamoja Infrastructure Development Phase II Project under the Health Sector Development Plan (HSDP). 30/06/20 To amend the resolution of Parliament authorizing Government to borrow up to Euro 162,445,674.1 from the Industrial and 6 Commercial Bank of China to finance the Power Supply to Industrial Parks and Grid upgrade and Power Transmission Extension Project. 04/08/20 To authorize Government to borrow up to U.A 50 million [USD 68.5 million] from the African Development Fund [ADF] to finance the upgrading of the Kabale-Lake Bunyonyi/Kisoro-Mgahinga Road Project. 05/08/20 To authorize Government to borrow up to USD 235.458 million from the African Development Bank [ADB] to finance the development of Namagumba-Budadiri-Nalugugu [29.0km], Katuna-Muko-Kamuganguzi road [104.0km] and Laropi-Moyo- Afoji [Sudan border] road [37km]. 25/08/20 To authorize Government to borrow up to USD 169.2 million from the International Development Association [IDA] of the World Bank Group to finance the Irrigation for Climate Change Resilience Project. 06/10/20 To authorize Government to borrow up to USD 30 Million from the EXIM Bank of India to finance the supply and installation of solar powered water pumping systems for providing water supply systems in rural sub-counties of Uganda with lowest safe water coverage. 06/10/20 To authorize Government to borrow up to 7.5m Euros (Seven Million Five Hundred Thousand Euros) from UNICREDIT Bank Austria AG for the Construction and Equipping of an Oncology and Diagnostic Centre in Gulu (Northern Uganda). 06/10/20 To authorize Government to borrow up to Special Drawing Rights [SDR] 72.7 Million [Equivalent to USD 99.8 Million] additional funding from the International Development Association [IDA] of 7 the World Bank Group to finance the Competitiveness and Enterprise Development Project [CEDP-AF]. 02/06/20 To authorize Government to borrow Up to USD 229.47M from the African Development Bank and Euros 90M (Equivalent to USD 105M) from the Agence Francaise de Development (AFD) to finance the construction of the Kampala – Jinja Expressway (KJE) Project 02/06/20 To authorize Government to borrow USD 300.0 million for budget support for FY 2019/20 from the International Development Association (IDA) of the World Bank Group to provide sufficient financial resources to the health sector and to mitigate negative effects of COVID 19 on the economy of Uganda and SDR 361 million (Approx. USD 491.5 Million) from the International Monetary Fund (IMF) for Balance of Payments and Budget Support to address the negative effects of COVID 19 in the FY 2019/20 20/05/20 To correct the Parliamentary resolution of 27th November 2019 authorizing Government to borrow USD 456,370,000 from the EXIM Bank of China to finance the Upgrade and Construction of National Oil Roads under Package 1 (Masindi-Kasanja/Park Junction, Tangi (Pakwach) Junction-Paraa-Buliisa Road, Wanseko-Bugungu Roads), Package 2 (Hoima-Butiaba- Wanseko) and Package 3 (Buhimba-Bulamagi-Igayaza- Kakumiro) as follows; To authorize Government to borrow US$ 456,378,108 in accordance with the terms and conditions stated in the loan agreement from the Exim Bank of China to finance the upgrade and construction of national oil roads as follows: 8 i) Package 1: Masindi-Kasanja-Park Junction, Tangi- Pakwach Junction, Paraa-Buliisa Road, Wanseko- Bugungu Roads of equivalent amount of US$ 186,055,241; ii) Package 2: Hoima-Butiaba-Wanseko US$ 152,607,764; and iii) Package 3: Buhimba-Bulamagi-Igayaza-Kakumiro US$ 117,715,103. 11/02/20 To authorize Government to borrow up to Euros 300 Million from Stanbic Bank [U] Limited and Euros 300 Million from the Trade Development Bank to finance the budget deficit for FY 2019/20. 30/01/20 To authorize Government to borrow up to Euro 162,445,694.1 (US$178,276,661.7)
