OCTUBRE 2012 División Administrativa: Dividido en 8 regiones que toman el nombre de la Niger capital de la región: Niamey, Agadez, Dosso, Maradi, Tahoua, Tillabery, Zinder y Diffa. Las regiones se dividen en 36 departamentos, que a su vez se dividen en 265 comunas, de las cuales 52 son urbanas y 213 rurales. Idiomas: Francés (oficial), Hausa, Tuareg, Djerma, Fulani y otros. 1.2. Geografía País sin litoral de África occidental, limita al sur con Nigeria y Benín, al oeste ARGELIA con Burkina Faso y Malí, al norte con Argelia y Libia, y al este con Chad. Sus zonas septentrional y central se encuentran en las áreas desérticas del Sahara y del Sahel. La zona desértica alcanza su máximo rigor en el Teneré. En ella se encuentran macizos montañosos como el del Air, que alcanza su pico máximo en el monte Bagzane, de 2022 m. Las ciudades más importantes de esta zona del país son Tahoua y Agadez.     The World Factbook Africa :: Niger Introduction :: Niger Background: Niger became independent from France in 1960 and experienced single-party and military rule until 1991, when Gen. Ali SAIBOU was forced by public pressure to allow multiparty elections, which resulted in a democratic government in 1993. Political infighting brought the government to a standstill and in 1996 led to a coup by Col. Ibrahim BARE. In 1999, BARE was killed in a counter coup by military officers who restored democratic rule and held elections that brought Mamadou TANDJA to power in December of that year. TANDJA was reelected in 2004 and in 2009 spearheaded a constitutional amendment that would allow him to extend his term as president. In February 2010, a military coup deposed TANDJA, immediately suspended the constitution, and dissolved the Cabinet. ISSOUFOU Mahamadou emerged victorious from a crowded field in the election following the coup and was inaugurated in April 2011. Niger is one of the poorest countries in the world with minimal government services and insufficient funds to develop its resource base. The largely agrarian and subsistence-based economy is frequently disrupted by extended droughts common to the Sahel region of Africa. The Nigerien Movement for Justice, a predominately Tuareg ethnic group, emerged in February 2007, and attacked several military targets in Niger's northern region throughout 2007 and 2008.     NIGER 2017 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Niger is a multiparty republic. President Issoufou Mahamadou won a second term in March 2016 with 92 percent of the vote. The African Union certified the election as free and fair over the criticism of some domestic observers, who noted the jailing of the entire leadership of the lead opposition party among other irregularities. The government refused to follow a Constitutional Court ruling for a parliamentary election in the district of Maradi to replace a representative who had died. Civilian authorities maintained effective control over the security forces. The most significant human rights issues included attacks by armed groups that resulted in death, disappearances, and abuse; arbitrary arrest and detention of accused terrorists or other combatants by government security forces; harsh and life-threatening prison and detention center conditions; detention of opposition politicians; restrictions on freedom of assembly; allegations of widespread official corruption; lack of accountability in cases involving violence against women and children, including rape and female genital mutilation/cutting (FGM/C); trafficking in persons, caste-based slavery, and forced labor.. The government took some steps to prosecute officials who committed abuses, but impunity remained a problem. Terrorist groups targeted and killed civilians and recruited child soldiers. Section 1.     Niger in 2013 The government charted its way through the minefield of challeng- es posed by the war between Islamist groups and French-led forces in neighbouring Mali and Boko Haram’s revolt in Nigeria. Although Niger was seen by the outside world as a beacon of relative stability, the country’s vulnerability showed itself in attacks on a military base and uranium mine by Islamists driven out of Malian territory, as well as in a jail-break in the capital, Niamey, involving Boko Haram fight- ers. A boost in defence spending was followed by massive troop de- ployment along the Malian border, the dispatch of soldiers to assist in the French- and Chadian-led reconquest of north-east Mali, and the closure of the border with Nigeria. The attacks in Niger height- ened popular anxiety and led to new security measures. In August, the appointment of a government of national unity led to the first political crisis since President Mahamadou Issoufou had taken of- fice in 2011. Defended as a security measure, the reshuffle was part of the manoeuvring between Issoufou and his main coalition partner, National Assembly chair Hama Amadou, ahead of the 2016 presi- dential polls. Insufficient rainfall further compounded the fragile food supply. Uranium output suffered from the attack on mining installations. With its contract set to expire on 31 December, French nuclear energy group Areva got involved in tense negotiations with the government over the renewal of the agreement. Talks had not been concluded by year’s end. Fresh delays in the completion of the hydro-electric Kandadji dam, in addition to the worst power failures in years, exposed the country’s rickety infrastructure.
