The whole child enters school each day. Each boy and girl thinks and feels and is effected by a desire for acceptance by others.

With a firm commitment to preparing boys and girls to cope with and succeed in life, and knowing that the most enduring qualities and values are caught and not taught, it is the goal of the Little Seven Conference to provide a “slice of life” in its athletic conference activities.

It is hoped that participants will know first hand the fruits of hard work and commitment. Athletics will teach them how to handle victory and accept defeat. Athletes will experience the value of individual effort as well as the need for teamwork.

Sports activities are provided for involvement of the participants, not merely the fans; for the value is in the doing.

It is the goal of participating schools that athletics will promote exemplary behavior, for it is realized that each school will be judged, fairly or unfairly, by the actions of its athletes and coaches.

We know that values and commitments are not acquired through a cognitive process, but are rather acquired through an affective process. Little Seven Conference programs exist, therefore, to help youngsters achieve a sound mind in a sound body, to grow in self-discipline, to experience the rewards of teamwork, to gain a sense of self-worth through belonging and contributing to a group effort, and to practice sportsmanship, cooperation and fair play in sports as well as in life.

No child (student) may be prevented from participating in an athletic activity in such public school district concerning his or her color, race, nationality, sex, religion or religious affiliation or subjected to discrimination by reason thereof. (Ref. School Code 105 ILCS 5/22- 19)

SUPERINTENDENTS

The superintendent or designate of each conference school member has one vote in all decision making policies of the conference.

COACHES INPUT

Athletic Director meetings will be held yearly with the conference co- chairmen. Each conference school is a to send a representative to these meetings. Coaches/Athletic Directors may make recommendations or proposals at these meetings. If passed by a majority of the coaches present, the co-chairmen will present the proposal to the conference superintendents for their discussion and decision.

FISCAL AGENT DISTRICT

One school district shall be appointed by the superintendents as the Fiscal Agent for the Little Seven Conference. Richland School District 88a will be the Fiscal Agent. Dues shall be paid by August 1.

PROOF OF INSURANCE

Each school district shall provide proof of insurance to Kelvin Grove School District 91 each year prior to first All-Star game. If insurance is renewed during the school year, a new letter must be updated. The Certificate of Insurance must name Lockport Township High School District 205 as the additional insured for all activities, with bodily injury liability of $1,000,000 for each occurrence and property damage liability of $1,000,000 for each occurrence. The policy must be an “Occurrence Made” insurance policy.

A. MEMBERSHIP:  Each member school must support an interscholastic athletic program as of July 1, 2013.  Each member school shall appoint a district employee who shall serve as a contact person for their district. This person’s duties shall include, but are not limited to:

◄Check and verify eligibility every Friday per i.e.s.a. regulations ◄Serve as contact person for all LLS activities ◄Attend Conference meetings ◄Verify compliance of all conference and i.e.s.a. regulations

 Assist with Conference Track Meet and All-Star games

 Member schools must attempt to participate at each grade level in each conference sport. Any exceptions must be approved by the superintendents.  Member schools shall contribute yearly conference dues to the fiscal agent designated by the superintendents by August 1.  Any school interested in joining the LLSC should submit a letter of interest to the Superintendents. The Conference Athletic Directors shall then be asked to follow up on this letter and make a recommendation to the Superintendents. The addition of a new school to the conference shall require a ¾ approval of member school superintendents.  Any member school may withdraw from the conference at the end of the academic year after having fulfilled its financial and scheduling obligations to the satisfaction of the member schools. Notification of the member school’s intent to withdraw must be made in writing by the Conference Representative to the Superintendents by April 15.

18 G. SUPPORTIVE PERSONNEL:

1. Adult Supervision (Crowd Control)

Matters of gross mismanagement, neglect, or irresponsible action by employees of a school district or their designate must be reported to one of the conference co-chairpersons. Host schools shall be responsible for any unusual infractions.

2. Official Scorer (All sports) Each school district is responsible for securing a competent adult to keep the official score for each contest (Baseball, Softball, Basketball, Volleyball, and the Conference Track Meet)

3. Score Board Operator/Timer

Each school district is responsible for securing a competent adult or high school age student to operate the scoreboard/timer for each home game. (Basketball)

* If only one official is present, the contest may be played with one official working alone if agreed upon by both coaches. The official will be paid 1- 1/2 their salary.

Note: If a school does not participate in the I.E.S.A. tournament, only 1 official is required for home contests in Girls Volleyball.

The co-chairmen will make every effort to minimize the frequency of home or away games during any one week.

The Lockport Little Seven Conference will align the first day of practice for each sport with the I.E.S.A.

An All-Star Game will be held at the conclusion of the season. Every attempt will be made to schedule these contests after the conclusion of the I.E.S.A. tournament for that sport. The only official conference tournament in the LLS is the Conference Track Meet held during May.

RE-SCHEDULING

All cancellations and re-scheduling of any scheduled conference athletic event must be brought to the attention of the co-chairmen.

If an event must be postponed and re-scheduled for any reason other than inclement weather and/or an Act of God, the assigned officials shall be paid $40 if they are given less than 24 hours notice and show up for the contest. This fee is to be paid by the school requesting the cancellation.

RE-SCHEDULING (CONT.)

Baseball/Softball games that are cancelled due to rain or inclement weather shall be re-scheduled by the home team.

The home team is responsible for contacting the officials to work the re- scheduled date. Every attempt should be made to acquire the same officials.

Officials will be assigned at least 1 week before the first contest. After officials have been assigned, any re-scheduling of officials is the responsibility of the school requesting the change of schedule.

The conference co-chairmen are responsible for the selection and assignment of game officials for all conference athletic events. Every attempt will be made to acquire the services of the highest qualified individuals available to oversee the officiating of our conference activities.

The conference co-chairmen have at their disposal a list of those officials currently working in the Little Seven Conference, a listing of new officials from the I.H.S.A., and any recommendations received from conference coaches will be considered.

The conference co-chairmen will ask coaches to evaluate officials if problems exist.

If an official works a game alone, they will receive 1-1/2 times the normal salary, unless a salary is set for that sport.

REASONS FOR DISMISSAL:

1. Incompetency; Lack of Knowledge 2. Absenteeism; No Notification of Non-Arrival 3. Consistently Tardy 4. Lack of Enforcement of Rules 5. Unprofessional Behavior

DISMISSAL:

Coaches should notify the conference co-chairperson of the reason for recommending dismissal of an official in writing. The co-chairperson will review that official with all other coaches in the conference. If another coach agrees, the official will be dismissed from the conference. If no other coach agrees, that official will not be used for games involving that school only.

The conference co-chairperson shall notify the official they will no longer be used by the Little 7 Conference.

All-Conference Awards

All-Conference Certificates will be awarded by the Conference Co- Chairmen for up to 3 student-athletes who are designated by their coach for outstanding accomplishment. These will be given in each sport at each level upon the completion of the season.

Track Conference Meet Awards

In addition to All-Conference Certificates, Track will award individual ribbons for 1st through 6th place at the Conference Meet.

All-Star Games

An All-Star Game will be held for each sport at the conclusion of the season with the exception of track. Track will end with a Conference Track Meet organized by the Co-Athletic Directors.

Every attempt will be made to host the All-Star games at the Lockport High School. If that is not possible, the Co-Chairpersons will ask a member school to host one of the All-Star Games. These will be on a rotating basis with each school choosing an assignment as the need arrises.

Athletes will receive a participation award at the All-Star game. If an All- Conference player cannot attend, another player will be selected by their coach. All participants will be responsible for providing their own transportation. Each school must have a Proof of Insurance on file with Lockport H.S. in order for athletes to participate.

1. A student must attend the school they represent.

2. A birth certificate must be on file at the school the student attends.

3. Each student must have a licensed physician’s certificate of physical fitness to participate, issued within one year preceding the sport of current participation.

4. Students must be doing passing work in all school subjects. Each school district reserves the right to enforce higher standards.

5. I.E.S.A. Age Requirements will be used to determine eligibility of all students. A student may not participate at the same grade level in 2 consecutive years if they have not advanced an academic grade.

7. Transfer students become eligible when they meet all eligibility requirements.

FALL SEASON o Each school shall field one team. o 7 inning game. Game times will begin at 4:15 or 15 minutes after the visiting team has arrived. o Official Game Ball: Rawlings RIESA o 15 and 10 run rules will be in effect. After 41/2 innings, if the home team is winning by 15 runs (5 innings if the visiting team is ahead), the game is stopped. After 5 ½ innings, if the home team is winning by 10 runs (5 innings if the visiting team is ahead), the game is stopped. o A team may only score 10 runs in one inning. The inning will end even if the third out has not been recorded after the 10th run scores. o Designated hitter rule is allowed. A team must begin the game with a designated hitter (if using the DH) batting for one of the position players. The DH is terminated if that player enters the game on defense or the defensive player who he batted for takes his place batting or baserunning. If the DH enters the game on defense, he remains in the same position in the batting order. o Re-entry of starters is allowed. Each starter may re-enter the game one time, but must remain in the same position in the batting order they previously held. o Speed up rule for pitcher/catcher is allowed. If the catcher is on base with 2 outs, another runner may take his place so he may get into his gear. o The use of a Safe-Base at 1st base is required. o Once a pitcher is removed from the mound, he may not return to pitch. o Pitching Limitations/Bat Requirements are determined by the I.E.S.A. o Results shall be reported to the conference chairperson each week. o I.E.S.A. rules apply where conference rules end. o Coaches must submit the names of up to 3 players for All-Conference recognition at the conclusion of the season.

WINTER SEASON

o Each school shall field two teams. o Official Game Ball: (Boys) Rawlings COMPWIESA (Girls) Rawlings COMPIESA o All games will start at 4:15 or as soon as possible after the visiting team has arrived. A warm-up time of 6 minutes prior to the start of the game will be allowed. o Length of quarters is 6 minutes for both levels. Half Time will be 10 minutes. Overtime period(s) will be 2 minutes. o Students shall be limited to a maximum of eight (8) quarters per day in regular season contests and tournaments; maximum of 132 quarters in any one season, exclusive of IESA tournament series. Students may participate in either or both grade levels of the IESA state tournaments for which they are qualified. The purpose of this rule is to avoid a team having to forfeit due to a lack of players, not to make the 8th grade team more competitive. (This amendment was passed and is effective as of November 12, 2014) o All IHSA rules will be in effect except in the areas noted above. o Results shall be reported to the conference chairperson each week. o Coaches must submit the names of up to 3 players for All-Conference recognition at the conclusion of the season.

WINTER SEASON

o Each school shall field two teams. o Official Game Ball: Rawlings IESAVB1001 o A 7th grade player may be brought up to the 8th grade team at any time during the season if there are not enough players available, but may not participate in more than 3 games on any given night. The purpose of this rule is to avoid a team having to forfeit due to a lack of players, not to make the 8th grade team more competitive. o All games will start at 4:15 or as soon as possible after the visiting team has arrived. A warm-up time of 2-3-3-3-3 prior to the start of the first game will be allowed. o Best 2 out of 3 matches for both teams. Game is played to 25 points using Rally Scoring Format with the let serve. o Height of Net: Boys- 7’4 ” Girls- 7’0” o All IHSA rules apply where conference rules end. o Results shall be reported to the conference chairperson each week. o Coaches must submit the names of up to 3 players for All-Conference recognition at the conclusion of the season .

SPRING SEASON o Each school shall field four teams.

o A 7th grade athlete may be brought up to the 8th grade team to complete a relay team if there are not enough athletes available, but may not participate in more than 4 events on any given night. The purpose of this rule is to avoid a team having to forfeit an event due to a lack of players, not to make the 8th grade team more competitive. o All meets will start at 4:15 or as soon as possible after the visiting team has arrived. No meets should be cancelled prior to 1:00 on the day of an event due to inclement weather. o Each school may enter 5 athletes in each event in dual or triangular meets and 2 athletes in each event in the conference meet. o The maximum number of events an athlete may compete in is four (4). An athlete may not participate in both the 100m and 200 m dash.

CONFERENCE TRACK MEET

Hurdles wil be run by 7th girls, then 8th girls, 7th boys, and 8th boys, followed by heats of the 100 m dash. Then the boys will compete in the field events, while the girls run the track events. At the conclusion of these events, boys will run track events and girls will report to the field events. This order will reverse each year, alternating girls and boys starting with running/field events.

o Member schools may determine the make-up of teams and length of season. o It is recommended that IESA rules be followed.

o Coaches must submit the names of up to 3 athletes for All- Conference recognition by February 15.

Coaches of home teams will be expected to report scores of all athletic contests to the conference chairperson at least once each week, by updating a google.doc for that activity.

1. PREPARE REPORTS Shall prepare reports as requested by the superintendent’s committee. Includes those needed for information as a result of meetings with coaches or superintendents.

2. PREPARE BUDGETS As directed by the superintendents, prepare a yearly budget which should include major revenue, expenditures and itemized billing.

3. COLLECT CONFERENCE DUES The Superintents shall determine each conference school’s financial obligation to the Little Seven Conference and request payment to the assigned Fiscal Agent annually. Payable by August 1. Co-Chairs will follow up if any school has not paid.

4. MAKE OUT SCHEDULES Co-chairmen will formulate schedules of competition in all sports on all levels for the calendar school year.

5. SELECT AND ASSIGN OFFICIALS Co-chairmen will select and assign all officials for competitive events held in the Little Seven Conference.

6. CALL AND CHAIR COACHES MEETINGS Co-chairmen shall call to order meetings of conference coaches at their discretion as a means of discussing matters of importance and information.

7. INFORM COACHES AND SUPERINTENDENTS Information shall be conveyed to both coaches and superintendents as a result of these meetings.

8. CHECK TEAM ROSTERS Co-chairmen will check birth dates for eligibility if requested by any school if an athlete’s age is questioned.

9. RECORD RESULTS Co-chairmen will gather and tally the results of all scheduled team events for the purpose of compiling final conference standings, the result of which will be reported to the coaches and superintendents.

10. ARBITRATE APPEALS AND INQUIRIES Co-chairmen shall act as an arbiter concerning matters of official appeal within the rules of the conference.

11. LIAISON BETWEEN HIGH SCHOOL AND THE JUNIOR HIGHS Co-chairmen will act as a liaison between the Lockport Athletic Department and conference in matters of mutual concern.

12. PREPARE YEARLY REPORTS Co-chairmen shall prepare, at the request of the superintendent committee, a written report of the yearly activities of the Lockport Little Seven Conference.

13. ATTEND SUPERINTENDENT’S MEETINGS At the request of the superintendents, the co-chairmen shall attend required meetings with the superintendents for the purpose of exchanging information and informing same with the conference coaches.

14. EVALUATE OFFICIALS Co-chairmen shall respond to any request of conference coaches for dismissal of any officials who have worked games in the Little Seven Conference. This information will aid the conference chairmen in planning future assignments.

15. PURCHASE AWARDS AND OFFICE SUPPLIES Co-chairmen shall purchase team awards and office supplies as needed. 16. DELIVER AWARDS The co-chairmen shall deliver awards and ribbons as needed.

17. SPECIAL PROJECTS Co-chairmen shall fulfill such special projects so defined and assigned for them by the superintendents committees.

ADMISSION TO ATHLETIC EVENTS

As a policy, conference member schools may charge admission to visiting schools and fans. Fees may not exceed $2.00 for adults and $1.00 for seniors and students.

STUDENT ABSENTEEISM AND SCHOOL ACTIVITIES

Student absenteeism for both the entire and/or part of the day has become a serious concern for the educational development of our students.

In an attempt to place the proper balance between academic schooling and after school activities, the following rule will apply:

A student MUST attend at least three (3) hours to be able to participate in any school sponsored after school activity that day. *An exception may be made under extraordinary circumstances by an administrator within their district.

Hopefully, this rule will continue to place the proper balance between academic and educational responsibilities and school activities.
