INTRODUCTION 1.1. In September 2017, Cotswold Archaeology (CA) was commissioned by the Science Museum Group (SMG) to undertake a Heritage Assessment in respect of land at the Science Museum Group at Wroughton (SMGW), Wiltshire (hereafter referred to as ‘the Site’). The report has been prepared to accompany a pre-application advice request. 1.2. The Site extends to 220ha and contains the remnants of the former RAF Wroughton military air base including the runways, hangars and associated buildings, as well as woodland and private open space. The site is a primary storage facility for SMG. It also houses the Swindon Solar Farm on the southern half of the site and the Hive research facility for the University of Bath. 1.3. The proposed development will comprise the construction of a new storage facility (known as Building ONE), designed to accommodate 26,000m2 of internal space with up to an additional 9,000m2 of mezzanine space. Associated parking and a service yard will be positioned alongside the storage facility. The collections management facility will be used to house over 80% (approximately 340,000) of the SMG’s collection in stable, accessible conditions. 1.4. The site for Building ONE is positioned in the northern part of the former airfield. It measures 19.9ha in area (including access road) and comprises two areas of grassland and sections of the taxiways and runways. The Site is situated 1.4km south of the settlement of Wroughton (Figure 1). Objectives and professional standards 1.5. Cotswold Archaeology (CA) is a Registered Organisation (RO) with the Chartered Institute for Archaeologists (CIfA). This report has been prepared in accordance with the ‘Standard and Guidance for Historic Environment Desk-Based Assessment’ published by the Chartered Institute (2014). 1.6. The composition and development of the historic environment within the Site and wider landscape are discussed. A determination of the significance of any heritage assets located within the Site, and any heritage assets beyond the Site boundary that may potentially be affected by the development proposals, is presented. Any potential development effects upon the significance of these heritage assets (both adverse and / or beneficial) are then described. 3 Building ONE, Wroughton, Wiltshire: Heritage DBA © Cotswold Archaeology 1.7. This approach is consistent with the Chartered Institute’s ‘Standard and Guidance for Heritage Desk-Based Assessment’, which provides that, insofar as they relate to the determination of planning applications, heritage desk-based assessments should: ‘…enable reasoned proposals and decisions to be made [as to] whether to mitigate, offset or accept without further intervention [any identified heritage] impact’ (CIfA 2014, 4). 1.8. The ‘Historic Environment Good Practice Advice in Planning Note 2: Decision- Taking in the Historic Environment’ (Historic England 2014), further clarifies that a desk-based assessment should: ‘…determine, as far as is reasonably possible from existing records, the nature, extent and significance of the historic environment within a specified area, and the impact of the proposed development on the significance of the historic environment, or will identify the need for further evaluation’ (Historic England 2014, 3). Statute, policy and guidance context 1.9. This assessment has been undertaken within the key statute, policy and guidance context presented within Table 1.1. The applicable provisions contained within these statute, policy and guidance documents are referred to, and discussed, as relevant, throughout the text. Guidance for assessing heritage significance, with reference to contributing heritage values, in particular: Conservation Principles (Historic England 2008) evidential (archaeological), historical (illustrative and associative), aesthetic, and communal. Wroughton, Wiltshire The Wroughton find was discovered on 27 May 1998 by June and Glen Bailey, whilst creating a patio to the rear of their house in Old Wroughton. The hoard, with its container, was delivered to the British Museum on 30 June, a report was prepared for the coroner and the group was declared to be Treasure at an inquest on 30 September. The Swindon Museum wished to acquire the find, which therefore went before the Treasure Valuation Committee. The 219 coins were found a few metres from the backdoor of the finders' house, buried about four feet down, close to a sarcen stone. The cottage itself dates back to at least the mid seven- teenth century, when it existed as a single-storied structure. After the 1660s it was given an extra floor, and has had further additions since. Along with the coins were the remains of a single pot, dating from perhaps the mid to late sixteenth century. The site of the find, whatever the original purpose of the building, lay close by a malthouse with maltmill and 'millehouse', listed in the inventory of goods and chattels of Bartholomew Brind on his death in 1671.5 Brind was the pro- prietor: there would have been a miller installed in the property itself.

Report from Inspector Dave Hobman, Wiltshire Police • Priority is to deal with the emerging gang culture. It is believed to be organised by drug dealers outside of Swindon. It is leading to violence, drugs and exploitation. This would be done by bringing together Police, Probation Service, Children Services and other agencies and looking at legislation to support young people away from illegal activities. • Over the last 5 weeks there has been a special operation in East Swindon with an additional 50 patrols taking place. Arrest have been made for weapons, drug possession and disqualified driving. • There had been a recent kidnap report from MacDonalds and the person responsible has now remanded in prison. 1 • Community Speed Watch had taken place in Liddington with Fixed Penalties Notices being issued.

    Iron Age Hillforts Survey (Northamptonshire): Second Stage Investigations: Iss. 2, Mar-2016 Iron Age Hillforts Survey (Northamptonshire): Analysis of the Individual Hillfort Reports Synopsis: In the autumn of 2013, CLASP undertook to assist national teams working to compile an “Atlas of British Iron Age Hillforts” (jointly led by focus groups of senior archaeologists at the universities of Oxford and Edinburgh), by carrying out surveys of all known prehistoric hillforts in Northamptonshire. The results of these Northamptonshire surveys naturally feed forward into the national hillforts survey – but in addition, the CLASP team has recognised that the results for Northamptonshire are themselves capable of interpretation and analysis on a local basis. Resulting from this detailed research on each of the individual sites, it gradually became clear that it would be instructive to carry out further analytical investigations. This paper therefore aims to explore, analyse and summarise such of these investigations as could be carried out by desktop analysis and study of the individual survey reports. Five ‘metrics’ are first identified, by which the hillforts can be assessed; and case-study analysis is then applied to selected groups of the hilforts, incorporating a great deal of further data drawn from the wider landscape area around the hillforts, in order to study the ways in which the five metrics apply to each of the selected groups of forts. As a result, it has been possible to form certain conclusions, and to advance some theories about the site groupings and their functions and possible interactions.
