Motion 99 by Mr. Lamrock, seconded by Dr. Doherty to propose the following resolution on Thursday, June 22, 2006: WHEREAS many New Brunswickers work full-time hours but cannot make ends meet, and; WHEREAS too many New Brunswick families live in poverty but do not qualify for income support or training programs, and; WHEREAS the value of work should be rewarded in our social safety net; BE IT RESOLVED that the Legislative Assembly urge the government to undertake reform of social assistance, training, tax credit, education and child care programs to give more help to working New Brunswick families living in poverty.

Motion 53 by Mr. Doucet, seconded by Mr. MacIntyre to propose the following resolution on Thursday, April 13, 2006: That an address be presented to His Honour the Lieutenant-Governor, praying that he cause to be laid upon the table of the House the names of any and all law firms employed by the New Brunswick Power Holding Corporation associated in any way with either past, current or on-going legal counsel pertaining to the memorandum of understanding or fuel supply agreement for Orimulsion at Coleson Cove, as well as the total amount of fees paid from January 1, 2002 to present to said law firms by the Government of New Brunswick and/or New Brunswick Power Holding Corporation for services rendered in either past, current, or on-going legal proceedings relating to the Orimulsion file. Motion 60 by Mr. Albert, seconded by Mr. Landry to propose the following resolution on Tuesday, May 2, 2006: That an address be presented to His Honour the Lieutenant-Governor, praying that he cause to be laid upon the table of the House the management plan for the wooded area of the Village historique acadien and all information concerning timber harvesting on Village historique acadien land, including memos, reports, finances, faxes, minutes of meetings, the rationale for harvesting, the number of acres harvested, the number of cords cut, costs and expenses, profits, commitments, and silviculture work carried out, etc., from April 1, 2004, to April 24, 2006. Boudreau, seconded by Mr. Lamrock to propose the following resolution on Tuesday, May 2, 2006: That an address be presented to His Honour the Lieutenant-Governor, praying that he cause to be laid upon the table of the House all correspondence, including minutes of meetings, letters, e-mails, memoranda, briefing notes, hand-written notes, reports, analysis and research pertaining to the yearly “Census Day” figures referred to by the Deputy Minister of Health and Wellness during Pubic Accounts on February 9, 2006 which determines the number of beds operating in each of the Regional Health Authorities/formerly Regional Hospital Corporations in the month of April in each of the years - 1999, 2000, 2001, 2002, 2003, 2004 & 2005.

Boudreau to propose the following resolution on Thursday, May 11, 2006: That an address be presented to His Honour the Lieutenant-Governor, praying that he cause to be laid upon the table of the House the absenteeism rate for health care and administrative staff of Health Authority 6, including permanent, temporary, part-time, and contract employees, from 2002-03 to 2005-06.

Motion 71 by Mr. Doucet, seconded by Mr. Allaby to propose the following resolution on Tuesday, May 16, 2006: That an address be presented to His Honour the Lieutenant-Governor, praying that he cause to be laid upon the table of the House documents relating to the Government of New Brunswick aircraft; a copy of the journey log and maintenance log from February 1, 2004 - March 30, 2004, and a copy of the HOBB Meter Reading from start of day February 1, 2004 to end of day March 30, 2004, and all landing fees and airport fees for the above dates.

Motion 72 by Mr. Albert, seconded by Mr. Landry to propose the following resolution on Thursday, May 18, 2006: That an address be presented to His Honour the Lieutenant-Governor, praying that he cause to be laid upon the table of the House the reasons and criteria for obtaining funding for improving waste disposal equipment at a sea product processing plant, the number of funding applications, the number of processing plants that received funding, and the amounts received by each plant, from April 1, 2003 to May 12, 2006. Graham, seconded by Mr. Murphy to propose the following resolution on Thursday, June 1, 2006: That an address be presented to His Honour the Lieutenant-Governor, praying that he cause to be laid upon the table of the House a copy of Prime Minister Stephen Harper’s letter to the provinces during last winter’s federal election campaign that promised an equalization formula based on an average of 10 provinces and excluding resource revenues.

Graham to propose the following resolution on Tuesday, June 13, 2006: That an address be presented to His Honour the Lieutenant-Governor, praying that he cause to be laid upon the table of the House all correspondence, including minutes of meetings, letters, e-mails, memoranda, briefing notes, hand-written notes, reports, analysis and research between the Government of New Brunswick and the Government of Nova Scotia pertaining to gas price regulation, including the possible harmonization of gas price regulations between the two provinces. Motion 92 by Mrs. Robichaud, seconded by Dr. Doherty to propose the following resolution on Thursday, June 15, 2006: That an address be presented to His Honour the Lieutenant-Governor, praying that he cause to be laid upon the table of the House all correspondence, including minutes of meetings, letters, e-mails, memoranda, briefing notes, hand-written notes, reports, analysis and research from the departments of Family and Community Services and Education pertaining to the planning and development of the pre-Kindergarten program from January 1, 2005 to present that was announced by the Premier in the December 2005 Speech from the Throne.

Motion 94 by Mr. Lamrock, seconded by Mr. McGinley to propose the following resolution on Thursday, June 15, 2006: That an address be presented to His Honour the Lieutenant-Governor, praying that he cause to be laid upon the table of the House all correspondence, including minutes of meetings, letters, e-mails, memoranda, briefing notes, hand-written notes, reports, analysis and research between the government of New Brunswick and Canada Post Corporation and/or the Government of Canada from May 1, 2006 to the present regarding the disruption of home delivery of mail to rural New Brunswick residents. Question No. 1 by Dr. Ed Doherty, MLA Directed to: Hon. Madeleine Dubé Minister of Family and Community Services

1. The new maximum rate per day for “room and board” in a New Brunswick nursing home has been set at $79 beginning January 1, 2007. Is there a minimum rate determined by income level as there is in other provinces? 2. How will assets be evaluated in determining a senior’s contribution to nursing home care? Will the 10% per year of liquid assets continue to be considered as part of family income for 5 years? 3. The government has promised that the proceeds from the sale of a principal residence are no longer to be considered part of the liquid assets for assessment purposes; therefore does the $500 maximum savings account balance for seniors in nursing homes still apply? 4. How does a senior keep the proceeds from the sale of a principal residence separate from other savings? 5. How many nursing home residents will benefit from the changes that will be brought in January 1, 2007, i.e. how many nursing home residents are currently paying more than their OAS and GIS toward their nursing home care? 6. How many veterans in the province have the full cost of their nursing home care covered by the Department of Veterans’ Affairs? 7. There was no mention in the budget of the 75%/25% split for proceeds from rental of the principal residence of a nursing home resident. Does that rule still apply? Currently the transfer of the principal residence has a 2 year look back, will this continue? Does that section 6.7 of the Standard Family Contribution Policy no longer apply? 8. Effective January 2007 government has promised that the health care cost of residents in nursing homes will be covered. What medications are included in this health care coverage? Will over the counter medication and incontinent supplies be provided at no charge? (Response filed May 25, 2006)

On April 25, 2006, Justice Minister Fitch, in a Minister’s Statement, announced that an additional $3 million would be invested in the new Moncton Courthouse. This additional funding will be used for underground parking, increasing the total cost of the project to $31 million.

In 2005, a group of five proponents (the City of Moncton, the Province, Generation Place (Verdiroc), Bernard Cyr and Assumption Life) were working on an alternative project of building the Moncton Courthouse at a different site, which included the potential of building a convention centre, hotel, entertainment center, parking and access road. This proposal was put forward but, in February 2006, Premier Lord announced that the Courthouse would be built where it was originally planned. It was indicated at that time that transferring ownership to the (5) stakeholders could create delays and cost overruns and that any increase to the $28 million project cost was not acceptable. 16

Questions:

1. Why was an additional $3 million added to the project without giving the opportunity to the group of 5 stakeholders to make a proposal to see if they could build this project at a lower cost than the now $31 million? 2. Because of its location, there is a danger regarding water levels. In building this underground parking, what measures have been taken to ensure the security (water level) of potential users of this underground parking? 3. Will this new addition to the Courthouse project result in any water contamination or affect the water level in any way? If so, how? What steps need to be taken to mitigate any environmental damage that may occur? 4. What environmental study(ies) have been made and what results have been reached on the issue of water level for the Courthouse building and underground parking? Will any of these studies be made available to the public and when? 5. Are there any other budget increases for the Courthouse building being planned over the additional $3 million that was announced on April 25, 2006? If so, what are they and what are they for?

Re: Waterville Hospital Construction

1. Is this project on schedule and on budget and will it be completed in July 2007? 2. How much money has been allocated in the 2006-07 budget for this project? 3. What is the detailed breakdown for this budget by construction component and specifically in such areas as mechanical, electrical, physical construction, etc. 4. What is the complete list of the tenders that you plan to call in 2006-07 including details by activity, eg. electrical activity that was called in 2005-06? 5. Have all of the tenders to date come in at or under your detailed cost estimates? W hat are the details of the tenders that have come in above your cost estimates? 6. What are the up-to-date details for your electrical and mechanical tenders? ie. how many tenders have you issued, how many have been awarded, who were the successful proponents and how many tenders remain to be called?

Currently, there is an unacceptably long wait list for day care spaces at the Centre Communitaire Ste. Anne, the principal location for francophone early childhood education. It is vitally important to francophone parents that their children be able to learn in their first language. What will be done to ensure that there are enough francophone day care spaces in Fredericton? 17

Currently, the province is paid for the education provided in New Brunswick schools to First Nations students from federal funds designated for services to First Nations peoples. It is vitally important that First Nations peoples have input into the education provided by these schools. Can the Minister advise what current mechanisms are in place for schools to report back to, and have input from, First Nations in the provision of education to aboriginal students?

When the restructuring of N.B. Power took place, there was a commitment from government that the unionized status of employees would be protected. However, several members of the I.B.E.W. union were forced into a new unit which held a recertification vote, which failed. These workers have now lost their seniority and job security rights because of restructuring. Can the Minister investigate the situation and advise what can be done to meet the guarantee these employees were given that their unionized status will be protected?

Medicare is a basic tenet of Canadian citizenship. Recently, I have brought to the Minister’s attention cases where a Canadian citizen is denied Medicare coverage because no province will accept responsibility to deem that citizen a resident of their province. Can the Minister advise what work is being undertaken by him, and his counterparts across Canada, to close legislative gaps to ensure Canadian citizens aren’t denied Medicare benefits because of loopholes in provincial law?

One of the main barriers to coming to New Brunswick, as cited by recent immigrants, is the lack of recognition of foreign credentials in professions. While many professions are self-regulating, government has to take a leadership role in ensuring that this public policy goal is met.

Currently the New Brunswick College of Psychologists is going through a debate over the recognition of foreign degrees and experience. Can the Minister advise what discussions he has had with the College to ensure that they are giving all new Canadians fair treatment in evaluating their fitness to be licensed? 18

1. According to page 41 of the Main Estimates 2006-2007, the ordinary account spending for the Department of Education increased by approximately $26.6 million over the revised estimates for the previous year. Could the Minister provide a detailed description of how this increase will be broken down and what program areas it will fund?

2. Can the Minister identify the funding required to cover the 2006-2007 wage increase for teachers and where it is reflected in the Main Estimates?
