To slow the spread of COVID-19, the Health Officer’s Shelter Order of September 14, 2020, prevents public gatherings. In lieu of a public gathering, the Historic Landmarks Advisory Committee (HLAC) will be accessible live online or by telephone to all members of the public as permitted by the Governor’s Executive Order N29-20. The meeting adjourned at 2:45 PM. 2 Contra Costa County Historical Landmarks Advisory Committee (HLAC) Summary Minutes for August 13, 2020 Members Present: Carol Jensen (Chair), Melissa Jacobson (Vice Chair), Raymond O’Brien, Melinda McCrary, Aruna Bhat Members Absent: none Staff: Dominique Vogelpohl, Stan Muraoka AICP 1. Call to Order: The meeting was called to order at 2:05 PM. Melissa Jacobson joined the meeting at 2:25 PM. 2. Public Comment: • Tony Geisler and Dee Geisler, Co-Chairs of the Diablo Historic Preservation Committee, announced that the Diablo Treasures book is ready, and provided copies to the Department of Conservation and Development. • Mugs Freeman, member of the Diablo Historic Preservation Committee, explained the difference between “historic” and “historical”. Attachment • Vera Cort, owner of Sonja’s Bar at 3055 Knightsen Avenue, said that she was working with John Gonzales, a new architect, and a general contractor to restore Sonja’s Bar. • John Gonzales provided his support for the rehabilitation of Sonja’s Bar. 3. Approval of Summary Minutes for July 16, 2020: Raymond O’Brien moved to approve the minutes; Melinda McCrary seconded. The minutes were approved: 4 Ayes (O’Brien, McCrary, Jensen, Bhat), 1 Abstention (Jacobson), 0 Nays. 4. Discussion Items: A. Envision Contra Costa 2040 General Plan Update • Will Nelson, Principal Planner, provided the status of the General Plan Update. He said that there is current work on the General Plan Land Use Map, to be followed by work on the General Plan Environmental Impact Report. • Melissa Jacobson asked about the language that the HLAC provided in 2019. • Will Nelson said that staff has not started writing policies for historical resources. • Will Nelson said that in 2019, staff went to the communities in the County and received comments. • Will Nelson said he did receive comments on historical resources from a Kristin Henderson, a resident of Martinez. • Carol Jensen requested the comments received from Kristin Henderson be shared with the HLAC. These comments have been attached to the November 12, 2020 agenda. 1 • Caron Jensen said that HLAC members can go to the Envision Contra Costa 2040 website and review the other public comments. • Carol Jensen said that she would defer Discussion Item 4.B and go to Items 4.C, 4.D, and 4.E next. C. Historic Resources Inventory (HRI) Update • Melissa Jacobson said she sent an email to John Greitzer (attached), President of the Contra Costa Historical Society, about the HRI update, that there are retired DVC faculty ready to work on the update, and asked that the matter be taken to the Board of Directors for approval. Melissa said that she received a letter from Mr. Greitzer (attached) stating that the update is not a critical item to be presented to the Board of Directors while our Executive Director position is in transition, and it is not clear why the Historical Society’s involvement is necessary. Mr. Greitzer requested the HLAC submit a written proposal to better understand their request. • Carol Jensen said that the HLAC members should go to the meeting of the Board of Directors and speak to the Board under public comments, and Melinda McCrary seconded this. • Raymond O’Brien suggested that the HLAC submit a letter to the Board of Directors stating that the HLAC wishes to be on the agenda for an upcoming meeting. • Melissa Jacobson said she would call Mr. Greitzer. D. Potential Eligibility List • Carol Jensen said she will correspond with the Contra Costa County Historical Society on this topic with respect to their Historic Building List. E. Pending Items: Rehabilitation of Byron Hot Springs • Stan Muraoka said there is no new information. He said he would provide the Pre- Application #PR20-0003 plans and County comments to the HLAC. County File #PR20- 0003 is attached to the November 12, 2020 agenda. B. Review of Draft Historic Preservation Ordinance • Carol Jensen provided an overview of the latest draft Historic Preservation Ordinance. • Melissa Jacobson goes over some clarifications and proposed revisions to the draft Ordinance related to items such as overlay districts, scenic highways, scenic vistas, certificate of appropriateness, fencing and bollards.
