Specific attention was given to identification of terrestrial hauling areas used by pinnipeds, and bays, lagoons, and estuaries uti I ized by cetaceans. The study area included the mainland coast, as wel I as major offshore islands, but did not include the Aleutian Islands. Based on available sightings, it was possible to identify In general terms the areas of greatest importance to marine mammals, as wel I as to examine some aspects of seasonal distribution and abundance in specific areas. Although marine mammals inhabit the entire coastal zone of the eastern Bering Sea during summer and autumn, their distri­ bution is far from uniform. Sea otters occur principally along the southwestern portion of the Alaska Peninsula, with a few animals on the Pribilof Islands. Steller sea I ions haul out on most offshore islands and along rocky portions of the mainland coast in northwestern Bristol Bay. The only presently active breeding rookeries are at Sea Lion Rocks near Amak Island and Walrus Island in the Pribilof Islands. Major haulouts for walruses are at Cape Seniavin and Round Island in Bristol Bay, and at the Punuk Islands, St. Lawrence Island, King Island, and Big Diomede Island in the northern Bering Sea. Most Bering Sea harbor seals haul out at several locations along the north side of the Alaska Peninsula. Harbor seals and spotted seals mix in northern Bristol Bay and portions of the Kuskokwim Delta. Major haulouts in those regions occur at Nanvak Bay and in Kuskokwim Bay. Spotted seal hauling areas occur on St. Matthew Island, Hal I Island, St. Lawrence Island, Golovnin Bay, and Port Clarence. Gray whales migrate through the entire coastal zone of Bristol Bay, pass along the south and west sides of Nunivak Island, and occur commonly near St. Lawrence Island. Major concentration areas for belukhas occur in Kvichak, Nushagak, Golovnin, and Norton bays and off the mouths of the Yukon River. Harbor porpoises are occasionally seen along the entire mainland coast, with several recent records from Norton Sound. Minke whale sightings have occurred primarily off the Alaska Peninsula, Nunivak Island, and Golovnin Bay. We located only one sighting of a killer whale in the coastal zone. Available data indicate substantial fluctuations in numbers of animals at particular locations but are not adequate to measure those fluctuations or explain their causes. We suggest that OCSEAP initiate studies on representative species and areas in order that the effects of OCS activities on marine mammals in the coastal zone can be rigorously evaluated. 373 I I. Introduct Ion Approximately 26 species of marine mammals are known to occur with some regularity In the Bering Sea. Included are eight species of pinnlpeds, eight mystlcete cetaceans, eight odontocete cetaceans, and two carnivores (Fay 1974, Lowry et al. 1982b). While a number of species such as several of the Ice-associated pinnipeds and the oceanic cetaceans are seldom It ever seen near shore, several others regularly utll lze coastal habitats. During summer and autumn when the coastal zone is ice tree, 10 species may be common components of the nearshore fauna. They are: SteI ler sea 11 on, Eumetop i as jubatus Harbor seal, Phoca vitul ina richardsi Spotted seal, Phoca largha Walrus, Odobenus rosmarus divergens Belukha whale, Delphinapterus leucas Harbor porpoise, Phocoena phocoena Kl Iler whale, Orcinus ~ Minke whale, Balaenoptera acutorostrata Gray whale, Eschrichtius robustus Sea otter, Enhydra lutris Fur seals (Cal lorhinus ursinus), which haul out almost exclusively on the Pribi lot Islands, were not included in this study. While in the coastal zone, al I of the above species forage on the abundant food resources available in nearshore waters. In addition, seals, sea lions, walruses, and sometimes sea otters commonly haul out at specific coastal locations. For walruses, coastal haulouts appear to be important principally as a place to rest between feeding forays, while harbor seals and sea I ions give birth, care tor, and nurture their young, and molt on land.

The museum had received a request to repatriate these remains and artifacts in 1987, and a series of communications between the village and the Smithsonian resulted in the decision to repatriate the remains as culturally affiliated with the present day people of Larsen Bay.     Chapter 2 Darkness f all the disconcerting statements in Veniaminov’s great work on the eastern Aleutians—and there are several—few are O more arresting than his assertion that elderly Unanga{ told of famous shamans who, long before the first Russians appeared, said white people would arrive from the sea and afterwards all Unanga{ would come to resemble them and would adopt their customs. These elders also reported that at the time of the Russian arrival the shamans began prophesizing that “in the east, over their islands,” they saw “a brilliant dawn or a great light” inhabited by “many people resembling the newcomers, while in the lower world, of the people whom they had seen there before, very few remained” and “impenetrable darkness set in.”1 This darkness surrounds the earliest history of Biorka, Kashega, and Makushin. Nick Galaktionoff joked that when people asked him where Aleuts came from, he would tell them, “Tomorrow I come from Makushin!” By “tomorrow” he meant “yesterday” or “that time before.” “I was right,” he laughed, “‘cause I was born there.”2 And yet Nick had an older origin story that began when Unanga{ lived on the mainland, a time when ice covered much of the coastline.3 Food became scarce and animals began preying on villages, taking food and attacking people. The chiefs spoke with their people and explained that they would have to go across the ice. They covered the bottoms of their open skin boats with seal skin that still had the fur on it, and this smooth surface allowed the heavily laden boats to be towed.

McCartney Univ. of Wisconsin Introduction Recent mention has been made of the Aleut influences at the large prehistoric site at Port Moller, the only locality known archaeologically on the southwestern half of the Alaska Penin­ sula. Workman ( 1966a: 145) offers the following summary of the Port Moller cultural affinities: Although available published material from the Aleutians is scarce and the easternmost Aleutians in particular have been sadly neglected, it is my opinion that the strongest affinitiesResale of the Port Moller material lie in this direction. The prevalence of extended burial and burial association with ocher at Port Moller corresponds most closely with the burial practices at the Chaluka site on Umnak Island. Several of the more diagnostic projectile points have Aleutian affinities as do the tanged knives and, possibly,for the side-notched projectile point. Strong points of correspondence, particularly in the burial practices and the stone technology, lead me to believe that a definite Aleut component is represented at the site. Data currently available will not allow any definitive statement as to whether or not there are other components represented at the site as well.

Abstract: Populations of reindeer (Rangifer tarandus) have fluctated greatly since their introduction to Alaska in 1891. In the 1930s, reported numbers exceeded 600,000. Presently, 38,000 reindeer graze 6.2 million ha of rangeland and woodland in Western Alaska (from 66°54'N to 52°07'N latitude). Condition of winter range producing fruticose lichens (Cladina rangiferina, Cladina arbuscula, Cladina stellaris, Cetraria cucullata, Cetra- ria islandica) is of major concern. Monitoring programs have been established for vegetation, fire, reindeer and wildlife. Reindeer have overgrazed lichen resources on some Bering Sea Islands. Wildfires have had the greatest impact on lichen range depletion on the mainland. Overgrazing has been a problem in localized areas. Moose (AIces alces) and muskox (Ovibos moschatus) rarely contribute to major lichen depletion. 60-80% of the mainland and 5-30% of most island winter lichen ranges are presently estimated to be in good to excel• lent ecological condition. Procedures for assessing condition of the lichen ranges are being further refined. Zeh* April 21, 1994 Abstract From June 1985 through June 1992 regular aerial surveys over Southeast Alaska, the Gulf of Alaska, and Aleutian Islands were conducted to monitor the distribution and abundance of Steller sea lions (Eumetopias jubatus). Furthermore, during 1992 the use of repetitive aerial surveys was introduced to study survey variability. The purposes of our present study were two-fold: (1) To investigate alternative statistical procedures for estimating population trend rates from aerial survey counts, and (2) to apply these procedures to the 1989-92 counts. We focused on 1989-92 because of the more abundant data for that period and to determine the most recent direction of population abundance relative to the well-documented steep decline prior to 1989. We concluded that parametric bootstrapping was the most appropriate interval estimation procedure. For this procedure the 90% confidence interval for the rate of change between the 1989 and 1992 Kenai-Kiska Recovery Plan trend site counts was (-10.19%, 2.62%). For +lJrookery and haul-out sites within the Kenai-Kiska region for which counts were made for both 1989 and 1992, the 90% confidence interval was (-6.20%, 6.81%). For sites outside the Kenai-Kiska region, the 90% confidence interval for the rate of change between 1989 and 1992 was (-37.92%, -6.93%). The parametric bootstrap procedure had the weakness of including data from only pairs of years; thus, 1990-91 information was excluded from the above interval estimates. Consequently, we investigated the use of both generalized linear modeling (GLM) and generalized estimating equations (GEE) as tools for analyzing all four years' data together.

Port of Nome Modification Feasibility Study Draft Integrated Feasibility Report and Supplemental Environmental Assessment EXECUTIVE SUMMARY This General Investigations study is being conducted under authority granted by Section 204 of the Flood Control Act of 1948, which authorizes a study of the feasibility for development of navigation improvements in various harbors and rivers in Alaska. This study is also utilizing the authority of Section 2006 of WRDA, 2007, Remote and Subsistence Harbors, as modified by Section 2104 of the Water Resources Reform and Development Act of 2014 (WRRDA 2014) and further modified by Section 1105 of WRDA 2016. Section 2006 states that the Secretary may recommend a project without demonstrating that the improvements are justified solely by National Economic Development (NED) benefits, if the Secretary determines that the improvements meet specific criteria detailed in the authority. Additionally, Section 1202(c)(3) of WRDA 2016 “Additional Studies, Arctic Deep Draft Port Development Partnerships” allows for the consideration of transportation cost savings benefits to national security. The proposed port modifications intend to improve navigation efficiency to reduce the costs of commodities critical to the viability of communities in the region. This study has been cost-shared, with 50 % of the study funding provided by the non-Federal sponsor, which is the City of Nome, per the Federal Cost Share Agreement.
