Draft Schedule of Main Modifications This is a draft schedule of Main Modifications. It is a living document that will be added to throughout the examination and in particular during the hearings. Main modifications to the plan are those required for soundness and they will be subject to public consultation in due course. Sustainable Growth Principles Modifications to Policy to ensure a sound plan 1. Make effective use of land, including where appropriate underutilised existing land and buildings, to meet the need for homes, employment and other uses; c. Ensure no adverse impact on the operation of existing businesses in the area within which the proposed development is located; d. Make use of suitable brownfield land for new homes and other identified needs in this Plan. The City Council will also support appropriate opportunities to remediate land especially that which is derelict, contaminated or unstable to meet development needs; b. Make a positive contribution to the delivery of sustainable communities including through the promotion of social inclusion and equal opportunities in the communities in and around the area where the development is taking place; Social Principles d. All development will give rise to some environmental challenges and therefore proposals across the City should contain mitigation measures to address environmental impacts regarding air quality, light and noise pollution, surface water bodies and groundwater, flood risk, and biodiversity protection. The appropriate location and design of new development can avoid, mitigate or minimise these impacts. 5.10 The development principles set out above are aimed at utilising land efficiently by requiring the use of previously developed land and buildings first to meet the City’s objectively assessed needs for employment and housing. Significant concentrations of previously developed land and vacant/underused buildings present opportunities to attract investment in economic growth and job creation. Making these areas the priority locations for such development will also help to protect existing green areas from inappropriate development, whilst improving the general physical environment for all users of the City. It is equally important to ensure that developers ensure appropriate remediation of contamination. 5.11 It is important that new development contributes to the creation of sustainable communities. A more pro-active approach is required from developers to ensure that the benefits of development more directly promote social inclusion and equal opportunities. Future developments will be expected to avoid potentially conflicting uses. The Local Plan sets out how the City will develop in the future and provides the framework for managing development by identifying areas for different uses. Operations that are likely to give rise to noise, dust, vibration or other pollutants are also controlled by the licensing regime implemented by the Council.
