November 14, 2017 Page 1 of 24 B 3 - CW Action Committee of the Whole Meeting Date: November 14, 2017 Submitted by: Chris Traini, County Engineer SUBJECT: SPEED LIMIT BYLAW UPDATE BACKGROUND: County staff review speed limits on County roads from time to time based on changes to the roadside environment due to development, changes in the alignment of the road resulting from reconstruction, or by citizen or municipal request. ANALYSIS: It is important to remember that changing the posted speed limit in areas where it is not warranted can create lower compliance with drivers and actually decrease the safety of travellers in the area due to a larger discrepancy of vehicle speeds. Village of Mt Brydges, County Road 14 (Glendon Drive) A number of homes were built near the west limit of the village of Mount Brydges and the speed limit was never adjusted to reflect the change in the area. It is recommended that a 70 km/hr speed transition zone be established beyond the intersection of Rougham Road to reflect this change. Village of Ilderton, County Road 20 (Hyde Park Road) The County was asked to review the speed transition area on County Road 20 (Hyde Park Road) heading north into Ilderton. Some concern was expressed about an informal crossing area at the limit of the village and speed of vehicles at the recently installed crosswalk at Heritage Drive (where the speed limit drops to 50 km/hr). With the pending opening of the Tim Hortons at the intersection of Ilderton Road and Hyde Park Road, and the removal of part of the pathway leading pedestrians to cross the County road at the south limit of the village it is premature to make adjustments to the speed limits at this time. County staff will monitor this area in 2018 and determine if changes are warranted at a future date. Attachment November 14, 2017 Page 3 of 24 B 3 - CW Action THE CORPORATION OF THE COUNTY OF MIDDLESEX BY-LAW # A By-law Designating Prescribed Rates of Speed on County Roads No. 1 to 81 Inclusive. WHEREAS Subsection (2) and (3) of Section 128 of the Highway Traffic Act (S.O., Chapter H.8), as amended provides that the Council of a municipality and the trustees of a police village may by by-law, for vehicles driven on a highway or portion of a highway under its jurisdiction, prescribe a rate of speed of 40, 50, 60, 70, 80, 90 or 100 kilometres per hour. AND WHEREAS it is deemed expedient that the speed limit of motor vehicles on certain highways in the Municipality of the County of Middlesex be decreased or increased; NOW THEREFORE the Council of the Corporation of the County of Middlesex enacts as follows: 1. When any highway or portion of highway set out in Schedule ‘A’ appended hereto is marked in compliance with the Regulations in the Highway Traffic Act, the maximum rate of speed thereon shall be the rate of speed prescribed in the Schedule. 2. The penalties provided in Subsections (14) and (15) of Section 128 of the Highway Traffic Act as amended, shall apply to offences against this By-Law. 3. That By-Law #6832 is hereby repealed. 4. This By-Law shall become effective on the day it is finally passed.
