It forms one of the key policies which set the overarching framework for the remainder of the plan. The theme of urban renaissance is a core element of the RES, which identifies the need for business to as the key driver for growth, increasing prosperity through supporting enterprise and up-skilling of the workforce and conserving, enhancing and capitalising on the Region’s diverse natural and built environment. The focus on economic growth and sustainable communities should deliver considerable population and human health benefits by the provision of delivering housing and employment opportunities to all, including the most deprived communities, and encouraging the creation of a well-designed and pleasant living and working environment. It will also deliver sound environmental benefits through strong protection for the region’s biodiversity and cultural heritage, as well as the sustainable use of land. The commitment to improve connectivity and accessibility should promote more sustainable transport patterns and reduce congestion in the region. The policy has been appraised significantly positive for both health and population. Mitigation Measures None proposed. Assumptions This assessment assumes that these policies are implemented in full to mitigate the environmental impacts assorted with development. A core principle of the NPPF is for planning to drive and support sustainable economic development. The NPPF framework core principles (paragraph 17) expects that planning should proactively drive and support sustainable economic development and address environmental issues. All of the themes set out in the policy run throughout the NPPF so it should be read as a whole. These considerations will continue to inform the preparation of local plans and development management. The Government’s Economic White Paper (published October 2010) sets out its vision for local growth, shifting power away from central government to local communities, citizens and independent providers. This means recognising that where drivers of growth are local, decisions should be made locally. The Plan for Growth document (included in the Budget 2011) confirms the Government’s commitment to ensuring that the planning system supports growth. Moreover since this policy was developed Local Economic Partnerships (LEPs) have developed their own area of focus, based on Function Economic Market Areas (FEMAs). Local plans will continue to be subject to sustainability appraisal, including consideration of the natural and built environment, which will assess how sustainable development has been integrated into plans, and the impact of policy options. Assumptions It is assumed that local planning authorities will operate in accordance with their statutory duties on environmental protection in terms of meeting air and water quality standards and affording the appropriate level of protection to designated habitats, protected species, heritage assets and landscapes, sustainable development and climate change including managing flood risk in plan-making and that they have due regard to the policies in the NPPF in plan making and development management decisions. This policy seeks to embed sustainable development – applying the guiding principles behind the UK Sustainable Development Strategy 2005 and the Integrated Regional Framework - at the heart of plan policies and decision-making in the region, although it does not contain any spatially specific policy. This policy seeks to identify areas and networks of Green Infrastructure to enable improved accessibility to a healthy environment whilst protecting sites of international biodiversity value. Indirectly this will have significant positive benefits on soils. Like Policy 1, there should be significant benefits across SEA themes. This policy recognises key principles that will deliver economic growth in a manner which help ensure protection of the environment and take into account wider social issues. Paragraph 6 of the NPPF identifies that it is the purpose of the planning system is to contribute to the achievement of sustainable development. It makes specific reference to the five “guiding principles” of sustainable development set out in the UK Sustainable Development Strategy Securing the future. These are: living within the planet’s environmental limits; ensuring a strong, healthy and just society; achieving a sustainable economy; promoting good governance; and using sound science responsibly. The policies in paragraphs 18 to 219, taken as a whole, constitute the Government’s view of what sustainable development in England means in practice for the planning system. The NPPF contains a presumption in favour of sustainable development (paragraphs 11 to 16) which is stated as being the golden thread running through both plan-making and decision making Policy 2 contains three objectives (Environmental, Social and Economic) which include a series of criteria which need to be delivered through planning proposals and development plans. • Environmental Objectives. Part 2.1 of the policy identifies a series of objectives which include ensuring good air quality, protecting and enhancing biodiversity, preventing development in the floodplain and to protect and enhance cultural heritage.

    Northeast England – A history of flash flooding Introduction The main outcome of this review is a description of the extent of flooding during the major flash floods that have occurred over the period from the mid seventeenth century mainly from intense rainfall (many major storms with high totals but prolonged rainfall or thaw of melting snow have been omitted). This is presented as a flood chronicle with a summary description of each event. Sources of Information Descriptive information is contained in newspaper reports, diaries and further back in time, from Quarter Sessions bridge accounts and ecclesiastical records. The initial source for this study has been from Land of Singing Waters –Rivers and Great floods of Northumbria by the author of this chronology. This is supplemented by material from a card index set up during the research for Land of Singing Waters but which was not used in the book. The information in this book has in turn been taken from a variety of sources including newspaper accounts. A further search through newspaper records has been carried out using the British Newspaper Archive. This is a searchable archive with respect to key words where all occurrences of these words can be viewed. The search can be restricted by newspaper, by county, by region or for the whole of the UK. The search can also be restricted by decade, year and month. The full newspaper archive for northeast England has been searched year by year for occurrences of the words ‘flood’ and ‘thunder’. It was considered that occurrences of these words would identify any floods which might result from heavy rainfall.

    The works brass band – a historical directory of the industrial and corporate patronage and sponsorship of brass bands Gavin Holman, January 2020 Preston Corporation Tramways Band, c. 1910 From the earliest days of brass bands in the British Isles, they have been supported at various times and to differing extents by businesses and their owners. In some cases this support has been purely philanthropic, but there was usually a quid pro quo involved where the sponsor received benefits – e.g. advertising, income from band engagements, entertainment for business events, a “worthwhile” pastime for their employees, corporate public relations and brand awareness - who would have heard of John Foster’s Mills outside of the Bradford area if it wasn’t for the Black Dyke Band? One major sponsor and supporter of brass bands, particularly in the second half of the 19th century, was the British Army, through the Volunteer movement, with upwards of 500 bands being associated with the Volunteers at some time – a more accurate estimate of these numbers awaits some further analysis. However, I exclude these bands from this paper, to concentrate on the commercial bodies that supported brass bands. I am also excluding social, civic, religious, educational and political organisations’ sponsorship or support. In some cases it is difficult to determine whether a band, composed of workers from a particular company or industry was supported by the business or not. The “workmen’s band” was often a separate entity, supported by a local trade union or other organisation. For the purposes of this review I will be including them unless there is specific reference to a trade union or other social organisation.

    Page 10-1 SECTION 10: ITER CANADA PLAN TO HOST ITER COMPLIANCE WITH THE ITER SITE REQUIREMENTS AND SITE DESIGN ASSUMPTIONS 10.1 INTRODUCTION The basis for analyzing the suitability of the Clarington site and the Iter Canada technical Plan, especially compared with other offers or potential offers, is the Iter Council approved document - “ITER FEAT – Site Requirements and Site Design Assumptions”, ITER Meeting, Tokyo, January 2000. These criteria were also published as ITER FEAT ODR I.1.4 and N CL RI 3 99-10-19 W 0.2). These same criteria are also reproduced verbatim in Section 4 of the Plant Design Specification (PDS) of the draft ITER Final Design Report. Iter Canada agrees with these criteria and assumptions as defined and agreed to by the Iter Parties. These criteria formed the basis of Iter Canada’s own site selection process and they proved to be technically, socially and politically sound. We, therefore, believe they can also be a sound basis for conducting a rigorous and fair site selection process between all the offered Iter sites. In nearly all cases, the conditions at the Clarington site are more favourable to construction and operation of Iter, than defined in the Iter site requirements and assumptions. The following is a summary analysis of how the Iter Canada Plan meets or accommodates each of the Site Requirements and how the Iter Canada Plan addresses all of the Site Design Assumptions. For convenience, the Iter Parties’ criteria are shown in Bold Italics, and references are made to other Sections of the Plan, where the specifics of the item are described more fully.
