THIS REPORT CONTAINS ASSESSMENTS OF COMMODITY AND TRADE ISSUES MADE BY USDA STAFF AND NOT NECESSARILY STATEMENTS OF OFFICIAL U.S. GOVERNMENT POLICY Required Report - public distribution Date: 10/16/2014 GAIN Report Number: MX4072 Dairy and Products Annual Mexican Dairy and Products Production and Consumption Grow, Imports Still Large But Mostly Flat Approved By: David Wolf Prepared By: Gabriel Hernandez Report Highlights: The Mexican dairy sector will again increase production in 2015. Milk, cheese, and most dairy products consumption continue to rise. In 2014, Liconsa, Mexico’s producer/consumer support intensified its program to source more product domestically, cutting expectations for dry whole milk powder consumption and imports. Market opportunities open in Mexico for U.S. exporters as traditional suppliers shift focus to other destinations. Give Us Your Feedback on this Report Commodities: Dairy, Butter Dairy, Cheese Dairy, Dry Whole Milk Powder Dairy, Milk, Fluid Dairy, Milk, Nonfat Dry Production: The Post MY2015 (January to December) fluid milk production forecast is 11.71 MMT, up slightly from 2014, based upon expectations for relatively low feed and forage prices, domestic herd recovery, continued implementation of better production practices among vertically integrated producers, and improved genetics from better yielding milk cows. The Post fluid milk production estimates for MY2014 and MY2013 are kept unchanged to reflect official data. As previously reported, the availability of grain at attractive prices, water availability for use in confinement establishments, and pasture availability has allowed producers to again consider expanding production. Currently, milk production in Mexico occurs in two scenarios, the northern and central areas host mainly high-end technology and integrated producers while southern Mexico bases milk production on cattle grazing in pasture lands that does not count on further processing and distribution channels.

Farmer Cooperatives in Mexico Case studies in Jalisco A thesis presented in partial fulfilment of the requirements for the degree of Master in AgriCommerce at Massey University, Palmerston North, New Zealand Rex Mauricio Romero Paz 2016 Abstract Farmer cooperatives are businesses owned and controlled by (and for) their members in order to create welfare and satisfaction beyond simple profitability. In developing countries, farmer cooperatives have been formed in rural areas in an effort to improve social integration, social equity, market and information transfer. Additionally, cooperatives have reduced the negative economic impact of market power and uncertainty through lower transaction costs, higher incomes and collective bargaining power. However in Mexico, cooperatives have faced an increasingly competitive and dynamic environment and have not adhered to the principles and values, such as solidarity, self-help and mutual aid, established by cooperative legislation. There is a lack of education, training and culture in relation to cooperatives. In addition, there is limited government support for financing, no stimulation for their creation and development and no public technical assistance. Despite this situation, in the state of Jalisco, there are successful consumer farmer cooperatives, whose main objective is to supply feed input (concentrates) to their members at the lowest possible cost. They have been able to achieve this by leveraging the collective bargaining power of members via the cooperative union.

  • Mexico's Dairy Sector in the 1990S: a Descriptive Analysis
R.B.95-05 November 1995 • MEXICO'S DAIRY SECTOR IN THE 1990S: A DESCRIPTIVE ANALYSIS Charles F. Nicholson .. Department of Agricultural, Resource, and Managerial Economics College of Agriculture and Life Sciences Cornell University Ithaca, NY 14853-7801 Abstract Mexico's dairy sector is diverse. Regional differences in production systems and seasonality, processing technology and infrastructure, and consumer preferences and purchasing power imply a strong need for spatial disaggregation in analysis of the country's dairy industry. This bulletin summarizes the characteristics of milk production, dairy processing, consumer demand, and trade in dairy products in Mexico as of 1994. Expenditure elasticities for eight dairy products estimated from household expenditure surveys indicate the potential for future growth in dairy product demand. A dairy components balance for Mexico in 1992 indicates significant discrepancies in aggregate dairy production, consumption, and trade data. Future studies of the Mexico's dairy industry could benefit from more reliable and comprehensive data on milk production and composition, dairy product consumption, costs in the marketing chain, and the responsivness of producer and consumer decisions to prices. - .. Preface Charles F. Nicholson is a Ph.D. candidate in the Department of Agricultural, Resource, and Managerial Economics at Cornell University. This bulletin is a publication of the Cornell Program on Dairy Markets and Policy, which is supported in part by a grant provided through the US Department of Agriculture, Cooperative State Research Service. The author thanks Andy Novakovic, Jim Pratt, Robert Blake, Tom Davis, and Phillip Bishop for their helpful comments on an earlier draft of this bulletin. A large number of helpful people in Mexico provided essential assistance in the collection and interpretation of the information presented herein.
