From the Ukraine–Russia War to the Navalny Case: How to Deal with the Kremlin? Nona Mikhelidze No. 12. ABSTRACT April 2021 . 12 Seven years after the annexation of Crimea and amid an ongoing war in Ukraine, Russia has tried to move towards military escalation in the Donbass region making clear that the status quo emerged in 2014 as a “new normal” cannot last. The Minsk II Agreement negotiated between Ukraine, Russia, France and Germany in the framework of the Normandy Format in February 2015 remains unimplemented despite numerous rounds of mediation. Western economic sanctions against Moscow succeeded in limiting the Kremlin’s military EU-LISTCO Policy Paper Series. Paper EU-LISTCO Policy advance beyond Donbass and deterred it from making further territorial gains. However, these measures failed to impact on Russian decision-making regarding resolution of the conflict. Influencing Russia’s foreign policy is not an easy task, as the country’s conduct of international relations is shaped by domestic factors and the authoritarian nature of its governance. Still, the West needs a strategy in response to the international and domestic wrongdoings already committed by the Kremlin and as a preventative measure to deter Moscow’s future aggression. In order to face the Russian challenge, the West should first design clear rules for its own foreign-policy behaviour based on the primacy of human rights and democracy and then define how to defend universal values abroad, including in Russia. -

BESCHASTNA GALLEYSPROOFS2 5/1/2014 9:09 AM FREEDOM OF EXPRESSION IN RUSSIA AS IT RELATES TO CRITICISM OF THE GOVERNMENT Our lives begin to end the day we become silent about things that matter. —Martin Luther King Jr. INTRODUCTION Freedom of expression in Russia appears to be slowly eroding, Russian Government promising to protect human rights, including the right to freedom of expression. The collapse of the Soviet Union in 1991 and the transition from “Old” Russia to “New” Russia were associated with many new hopes and promises.1 One such promise was the establishment of new human rights standards, including the fundamental right to freedom of expression. This promise was made by the ratification of the European Convention on Human Rights (Convention) in May of 1998.2 Previously under the oppressive governments of Stalin and his successors, Soviet Russia enjoyed no freedom of expression.3 Under Mikhail Gorbachev, Russia began a new movement commonly known as “Perestroika,” a Russian word that literally translates to “restructuring.”4 Perestroika ushered in a new era of hope and freedom and was heralded both domestically and internationally as an opportunity to change the oppressive policies of the past and establish new respects for the rights of the individual.5 The collapse of the 1 Mikhail S. -

Russia: Background and U.S. Policy Updated August 21, 2017 Congressional Research Service https://crsreports.congress.gov R44775 Russia: Background and U.S. Policy Summary Over the last five years, Congress and the executive branch have closely monitored and responded to new developments in Russian policy. These developments include the following: increasingly authoritarian governance since Vladimir Putin’s return to the presidential post in 2012; Russia’s 2014 annexation of Ukraine’s Crimea region and support of separatists in eastern Ukraine; violations of the Intermediate-Range Nuclear Forces (INF) Treaty; Moscow’s intervention in Syria in support of Bashar al Asad’s government; increased military activity in Europe; and cyber-related influence operations that, according to the U.S. intelligence community, have targeted the 2016 U.S. presidential election and countries in Europe. In response, the United States has imposed economic and diplomatic sanctions related to Russia’s actions in Ukraine and Syria, malicious cyber activity, and human rights violations. The United States also has led NATO in developing a new military posture in Central and Eastern Europe designed to reassure allies and deter aggression. U.S. policymakers over the years have identified areas in which U.S. and Russian interests are or could be compatible. The United States and Russia have cooperated successfully on issues such as nuclear arms control and nonproliferation, support for military operations in Afghanistan, the Iranian and North Korean nuclear programs, the International Space Station, and the removal of chemical weapons from Syria. In addition, the United States and Russia have identified other areas of cooperation, such as countering terrorism, illicit narcotics, and piracy. -

Journal on Ethnopolitics and Minority Issues in Europe Vol 11, No 2, 2012, 103-135 Copyright © ECMI 21 December 2012 This article is located at: http://www.ecmi.de/publications/detail/issue-22012-vol-11-254/ Renewed Circassian Mobilization in the North Caucasus 20-years after the Fall of the Soviet Union Lars Funch Hansen* University of Copenhagen The renewed ethnic mobilization among Circassians in the North Caucasus region in Russia that has unfolded since the latter half of the 2000s is illustrated by the establishment of new civil society organizations and a substantially increased number of internet-based initiatives. All of this reflects a new and increased form of agency and unity among the Circassians in which youth activism has played key role. It also illustrates how Circassian civil society actors and cyber-activists have not only been able to establish a counter-public sphere or develop a new space for action, but also increasingly have been able to move key issues from Circassian spheres into the wider public sphere of mainstream Russian media and politics. The upcoming 2014 Winter Olympics in Sochi, Russia, in particular, has functioned as a lever in this process, which has also resulted in increasing support among Circassians for calls for recognition of the nineteenth century forced expulsion of the majority of the Circassians from the Caucasus as an act of genocide. In this manner, a mega-event such as the Sochi Olympics has contributed to generating a more radical or politicized understanding or framing of the Caucasian exodus that, since the fall of the Soviet Union, has generally been known as “our national tragedy”. -

Not every country in Europe is reported on: only those where there were significant developments in the period covered by the bulletin. The five Central Asian republics of Kazakstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan are included in the Europe Region because of their membership of the Commonwealth of Independent States (CIS) and the Organisation for Security and Co-operation in Europe (OSCE). Reflecting the priority Amnesty International is giving to investigating and campaigning against human rights violations against women and children, the bulletin contains special sections on Women in Europe (p.76) and Children in Europe (p.79). ABSTRACT Title of Dissertation: EMANCIPATION FROM DOUBLETHINK? POST- SOVIET POLITICAL PARTIES AND LEADERSHIP Peter Voitsekhovsky, Doctor of Philosophy, 2013 Dissertation directed by: Professor Vladimir Tismaneanu Department of Government and Politics This study examines the phenomenon of doublethink as a core feature of the “mental software” that continues to define the character of post-Soviet societies. It is revealed in patterns of prevarication and equivocation that characterize the thinking and behavior of both the elites and the masses. Doublethink is also manifested in incongruous values and duplicitous rules that prevail in society. It accounts for the perpetuation of simulative and fake institutions of “façade democracy.” Political parties in post-Soviet Ukraine are analyzed as a major example of simulative and imitative institutions. Here, traditional ideology-based party taxonomies prove misleading. Political parties are quasi-virtual entities with the character of “post- Orwellian political machines”: they operate in a topsy-turvy world of imitated supply and deluded demand. The study employs three levels of analysis: macro (surveys data and “Tocquevillean” observations); meso (biographical data and political discourse analysis); and micro (in-depth interviews).
