V ABSTRACT The purpose of this study was to examinethe historical roots of America's contemporary fascination withfirearms. America'sgun cultures reached new heights in the era after World WarII due to a renewed focus on the family and national heritage and a growingpreoccupation with defendingtraditional gender roles. In addition, the researchreveals that America does not have a monolithic gun culture. Instead, multiple subcultures that flourishedin the Cold Warera, including one stemming fromchildhood play, one amongrecreational gunners andsport hunter�, andone that flourishedas a result of civil andmilitary defense efforts. The dissertationbegins in 1945 withthe returnof theveterans and concludes with theassassination of President JohnF. Kennedy. This era is a critical moment in the development of the nation's gun cultures because it is the last period in which guns receive relatively no criticism andenjoy minimal state or federalregulation. The tragicdeath of President JohnF. Kennedy, however, becomes a catalyst for the rise of anti-guncampaigns and signals the end of the last "golden age" for guns. Historians have only studied firearmsin relation to the Second Amendment and violence. Unfortunately, studying guns only in the context of the Constitution and aggression has shed little lighton America's variousgun cultures. Moreover, the story of firearms is not entirely one of violence, particularly in the era immediately following World WarIl. Looking at firearmcultures only throughthis lens distortsAmerica's relationship with guns andthis project seeks to evaluate Americangun cultures with a new perspective. Scenes of exciting adventure riffiethrough the imagination at the mere mention of certain guns: dueling pistols ...forty-five ... thirty-thirty ... automatic .. Winchester ... Springfield.. .. What pageantryand glamorous romance they cue on-stage in the theaterof the mind." 1 Ludlum' s declaration echoed the sentiments of manyAmericans in the post-World War II era. Widely regarded as devices fordefense, symbols of a mythic frontierpast, and instruments capable of instilling manliness, firearms held a place of reverence in the Americanpopular consciousness. Furthermore, using firearms forvarious activities as a response to the exigencies of the Cold War era consecrated thegun as an inherent and fundamentalpart of the American experience. But why have historiansignored such animportant and fascinating aspect of Americanhistory, especially given ongoing debates about firearms? The scant amountof historical scholarship on guns focuses only on the history of certain manufacturers, such as Colt andWinchester, or describes the guns' aesthetics, components, andhow they were made, rather thantheir social and cultural implications. 2 Daniel J.Boorstin argued in the late 1950s that the nation's gun culture was rooted in its colonial heritage. 1 Stuart D. Ludlum, Great Shooting Stories, illus. Ted Placek (NewYork: Doubleday and Company, 1947), xi. 2 Examplesof these sourcesinclude George R. Watrous, TheHistory of WinchesterFirearms, 1866- 1966, eds. ThomasE. Hall and Pete Kuhlhoff(NewHaven: Winchester WesternPress, 1966) and James Edsall Serven, Colt Cartridge Pistols: A Detailed Studyof ColtHand Arms,From 1868 Converted Caplocks ThroughAutomatics (SantaAna: J.E. Serven, 1952). In addition, Phil Patton, a leading writer about design and technology, brieflymentions the role of thegun in shaping America. He cites the Colt revolver as an importantearly firearm, asserting that Samuel Colt sold more thana gun; he also sold the confidenceand equality withwhich thegun imbued theuser. However Patton, like so many otherscholars discussing guns, failsto elaborate on a culture of firearms. 2 According to Boorstin, Americansacquired firearms based on need - for self-defenseand 3 food- and thus almost everyone had them. A generation afterBoorstin, Richard Slotkinasserted that frontiersmen forgedthrough the American wilderness with guns because the frontiercircumstance demandedfirearms possession. The frontier experience led frontiersmento believe that regeneration came through violence, and as a result, Slotkin asserts, Americanshave always been killers. 4 Although they wrote fifteen years apart, Boorstin and Slotkin both represented how guns were usually given a place of significancein the nation's historyand culture. Both studies are lacking, however. Boorstin's celebration of the gunsprang from his conception of a mythic past, while Slotkin's conception of firearmsplaced themsolely in the context of violence. Although scholars oftenaccepted without refutationthese argumentsfor the primacy of guns throughoutthe American experience, the notion that guns figured as a chief partof early Americanhistory has been called into question. Michael A. Bellesiles has argued that previous studies sufferedfrom presentism. He asserts that because guns have been such an essential part of America'sidentity forthe past few decades, historians made them prominent in the past, too. 5 Bellesiles's work seemed to offera compelling argument that a gun culture did develop, only not as earlyas Boorstin has claimed. Firearm related deaths and injuries occur at an extremely high rate in the United States; it is estimated that “on an average day” almost “88 Americans are killed with guns”, and twice as many Americans are injured.1 There is unanimous outrage at the magnitude of gun violence in the United States; outrage that has become increasingly recurrent in national dialogue. However, this appears to be the only point of consensus in discussions of gun control policy. Attempts at passing comprehensive laws to curb gun violence have failed due to the ideological gridlock that the policy issue creates. The brunt of this ideological gridlock is due to differing perspectives about the significance and utility of firearms. Gun owners view firearms as a means of self-preservation, hunting, sport — and in certain cases — a tool to maintain rural property.

Effect of Gun Culture and Firearm Laws on Gun Violence and Mass Shootings in the United States: A Multi-Level Quantitative Analysis Frederic Lemieux1 The George Washington University, United States of America Abstract This paper examines the merit of two propositions at the center of the debate on gun control in the aftermath of mass shootings in the United States: (1) gun violence and mass shootings are a cultural artifact (gun enthusiast perspective); (2) gun violence and mass shootings are more prevalent due to lax regulations (pro-gun control perspective). To evaluate the value of each proposition, the study provides three levels of cross-sectional analysis that test the relation between gun culture and gun laws on deaths by guns and mass shootings (international and national incidents). The quantitative analyses points out that both cultural and legislative proposition have significant impacts on deaths by guns. While the cultural explanation seems to be related to an increase in deaths by gun, the legislative perspective is associated with a decrease in deaths by gun and mass shootings.

This includes military-style assault weapons, of which it is estimated there are about 3.75 million in private hands. This state of affairs makes the U.S. the most weaponized modern society on the planet. This weaponized status is not because most Americans want it this way. As President Obama has pointed out, multiple national polls have shown that most Americans want stricter gun control, www.afgazad.com 1 [email protected] but that seems not to matter. Why? Because most Americans are not sufficiently politically organized around this issue to out-lobby the minority who are – mostly in the form of the National Rifle Association (NRA). We are here referring to a rather fanatical, though culturally decisive, minority who define freedom as, first and foremost, the right to “pack” a firearm or two, or ten, ad infinitum. They errantly believe that somehow owning a gun (almost any gun) is “a birthright and an essential part of the nation’s heritage.” They expend much energy on misinterpreting the Second Amendment of the Constitution so as to allegedly prove their point.

    Rampage Shootings and Gun Control While the causes of rampage violence have been analysed thoroughly in diverse academic disciplines, we hardly know anything about the factors that affect their consequences for public policy. This book addresses rampage shootings in Western Europe and their conditional impact on politicization and policy change in the area of gun control. The author sets out to unravel the factors that facilitate or impede the access of gun control to the political agenda in the wake of rampage shootings and ana- lyses why some political debates lead to profound shifts of the policy status quo, while others peter out without any legislative reactions. In so doing, the book not only contributes to the theoretical literature on crisis- induced policy making, but also provides a wealth of case- study evidence on rampage shootings as empirical phenomena. In particular, the extent to which gun control gets politicized as a policy failure can either result from a bottom-up process (event severity and media pressure) or from a top- down logic (issue ownership and the electoral cycle). Including 12 case studies on the rampage shootings which have triggered a debate over the appropriateness of the affected countries’ gun policies, it illus- trates that the way political processes unfold after rampage shootings depends strongly on specific causal configurations and draws comparisons between the cases covered in the book and the way rampage shootings are typically dealt with in the United States. This text will be of key interest to scholars and students of public policy, policy analysis, European Politics and more broadly of comparative politics, criminology, psychology, and sociology.

Second Amendment doctrine is largely becoming a line-drawing exercise, as courts try to determine which “Arms” are constitutionally protected, which “people” are permitted to keep and bear them, and in which ways those arms and people can be regulated. But the developing legal regime has yet to account for one potentially significant set of lines: the city limits themselves. In rural areas, gun crime and gun control are relatively rare, and gun culture is strong. In cities, by contrast, rates of violent gun crime are comparatively high, and opportunities for recreational gun use are scarce. And from colonial Boston to nineteenth- century Tombstone to contemporary New York City, guns have consistently been regulated more heavily in cities—a degree of geographic variation that is hard to find with regard to any other constitutional right.
