Aims This Travel Plan specifically aims at reducing car journeys to and from school, and reducing/preventing casualties on these journeys. *To contribute to pupils’ health and personal development by encouraging increased levels of walking and cycling so that they carry such habits into adulthood. *To equip pupils with the knowledge and skills needed to walk and cycle safely. *To increase the proportion of school journeys undertaken on foot and cycle. *To improve pupils general health and fitness levels. *To increase the number of pupils participating in road safety education. *To ro reduce congestion, pollution, traffic danger and road casualty figures around the school. *To increase awareness amongst pupils, staff and parents about the environmental, safety, health and social consequences of their travel choices. *To inform pupils, parents and teachers of the benefits of sustainable transport.

Notes Many children have a combination of walk and drive, e.g. driving home is more common, and when wet. It is rare for children to share transport with children from other families. A number of children had some great ideas for how they would like to come to school - helicopter, hot air balloon, quad bikes, fire engine, etc..

Route Plotting Notes (e.g. comments made by pupils / any results found) The majority of children already walk to school, some travel by car. When asked what problems they perceive about their journey to school and what changes they would like to see implemented, the children came up with the following points: · Cars travel too fast and the children don’t consider many drivers to be observing the 20mph speed limit outside the school. · There are too many parked cars outside school and the children have to cross the road between parked cars. · The children would like to see Speed Indication Devices (SID’s) outside the school. · Some of the children walk to school via ‘The Square’ they think this is a dangerous area where cars travel at inappropriate speeds, don’t stop at junctions and don’t give enough consideration to pedestrians or cyclists. · There are multiple building projects taking place around the village at the moment and although all temporary, the children have raised a lot of individual concerns regarding their safety due to either the way these vehicles are parked or the manner in which they are being driven around the village. · Parents should be more considerate to residents and not park over driveways etc. · The children would like their parents to not use their mobile phones whilst driving. · Some of the children do not wear seatbelts in the car. · The children would like to make banners and artwork about road safety. · The children would like to set up a walking bus to school. · Dog mess and litter are a problem and more bins and signs are needed. The bins also need to be emptied more frequently. · Clearer more prominent ‘School’ signs are needed. School flashing warning lights were also mentioned. · The children would like to do cycle training in year 5. · Children from think that Jutland Avenue is too dangerous for them to cross alone. · Some of the children would like to cycle to school and they would like a cycle shelter to store their cycles in at school. · Numerous children have complained that teenagers from Cartmel Secondary School gather near the village hall and swear and shout insults at the children when they go past. · There are no street lights in the village. · The path at the side of school is full of potholes and is very overgrown. There seems to be confusion over whether it is a footpath or a road as cars are using it at present. · At the junction of Maine Street and Winder Lane the children cannot see to cross the road because of parked cars. · A Cravendale milkwagon regularly goes too fast down Winder Lane.

Notes Some children travel along some dangerous sections of road, (narrow, windy, over difficult bridges and without footpaths). No children regularly use a bus or train as ther is no railway station in the village and no local bus service.

The following issues were raised during the sessions listed in section 2. Flookburgh School is situated on one of the main roads through the village of Flookburgh cars travel too fast and the children don’t consider many drivers to be observing the 20mph speed limit outside the school. There are too many parked cars outside school and the children have to cross the road between parked cars. Parents also use the school’s large entranceway to turn around in when dropping their children at school. - See Action Plan for Long term road engineering targets. Some of the children walk to school via ‘The Square’ they think this is a dangerous area, it is narrow and there are always parked cars, cars travel at inappropriate speeds, don’t stop at junctions and don’t give enough consideration to pedestrians or cyclists. 5 Working party recommendations for action Measures the school would like to see happen e.g. cycle storage N.B. There are no guarantees that these recommendations will be actioned. Advice should be taken from a BWTS adviser on completing this section.

The Working Group has recommended the following action points:- * A walking bus to be set up in the Autumn term of 2007 from Ravenstown to school picking up at set points along the route. (See Action Plan for additional targets) * The issue of the Bridlepath is to be discussed with the owner, re - improvements to the surface, cutting the hedge and the possibility of collapsible bollards to stop vehicles. * Estimates to be obtained for playground markings on a road safety theme. (See Action Plan for School based engineering targets) * Estimates to be obtained for a cycle storage shelter. (See Action Plan for School based engineering targets) * A copy of a Drivers Code of Practice to be given out to parents and possibly passers by also. (See Action Plan for additional targets) * Young Cumbria to be contacted re involvement with bullying issues in the village. * The possibility of crossing points on the walking bus route at Jutland Ave and also at the junction of Main Street and Winder Lane, to be discussed with the Area Engineer. (See Action Plan for long term road engineering targets) * School Flashing Warning lights, SIDS and other traffic calming measures were discussed, to be raised with the Area Engineer. (See Action Plan for long term road engineering targets) * The possibility of changing the pavement and/or driveway entrance layout to stop drivers using it as a turning point to be discussed with Area Engineer. Notes Bus and Rail are not an option as these are not available in the village. Cycling for younger children can only happen with parental guidance and supervision. We intend to reach the targets by encouraging 1 more child to join in car sharing and it is hoped that with the start of the walking bus 2 more children will walk on the bus rather than travel by car. This in turn will reduce car travel by 6%.

During route plotting with the children concerns were raised over the speed of a ’Cravendale’ milk wagon which travels regularly along Winder Lane. Pam Edmondson, Better Ways to School Advisor spoke to Simon Cadwalader (contact no 01133827000) of Cravendale Dairies on July 3rd 2007. Mr Cadwalader was very helpful and said it was a regular driver on that route and he would deal with the matter. The school is just in the process of starting a walking bus to school every morning from Ravenstown. This is why they have asked about a crossing point at the junction of Winder Lane and Jutland Avenue as the Walking bus will need to cross the children at this junction. This is a very busy junction as Jutland Ave is the main way out of the Ravenstown estate onto Winder Lane towards Flookburgh, there are parked cars, driveways and small side streets feeding onto Jutland Ave close to the junction with Winder Lane, all of which contribute towards making the road quite difficult to cross at peak times. A copy of the parental consent form and the risk assessment for the walking bus are attached. Concerns have also been raised regarding the pathway next to the school nobody seems sure who owns the land and what sort of path it is, most seem to think it is a bridleway, but others drive down it in vehicles. Efforts are underway to find and consult with the owner regarding the surface, the hedges and the possibility if it is a bridleway of stopping vehicle using it as a short cut. The pupils completed their survey on the www.bwts.net website, as part of this survey all pupils postcodes were recorded. The pupils will be resurveyed in November 2008.
