    Annual Development Programme 2017 -18 Planning & Development Department Azad Government of the State of Jammu & Kashmir Preface The National Economic Council in its meeting held on May 19, 2017 approved Block Allocation of Rs. 22000 million in Federal PSDP for Development Program of Azad Jammu & Kashmir (AJ&K) for the year 2017-18 raising the allocation by 83% over financial year 2016-17. Such level of increase is unprecedented in the annals of AJ&K’s history. The Development Program of AJ&K also includes Foreign Aid component of Rs. 1800 million for Islamic Development Bank assisted Education Sector projects, World Bank and ADB assisted Flood Damages Restoration Projects, IFAD assisted Community Development Programme and Turkish Exim Bank assisted Nagdar & Dowarian Hydel Power Projects. The current Development Program has been formulated with a view to translate Government of Pakistan’s Vision 2025 and goals and objectives set for 11th Five Year Plan (2013-18) into reality. Transport & Communication Sector is the major recipient of allocation during 2017-18 for up-gradation and modernization of communication infrastructure for better regional connectivity. The second priority has been assigned to Power Sector followed by Foreign Aided projects, LG&RD, Education, PP&H, and Health Sectors respectively. The overall portfolio comprises 330 ongoing and 265 new projects while 114 projects have been completed during 2016-17 and 154 projects are planned for completion during 2017-18. Efforts have also been made to ensure completion of ongoing projects to combat time and cost overruns and timely provision of services to the targeted populace. More than 68 % funds are allocated to on-going portfolio to ensure completion of targeted projects.

The research findings show that tourism development has significant socio-economic impact on the people of study villages. Tourism created the work opportunities as well as improved infrastructure of the two villages. In contrast, tourism also brought some negative economic impacts like increasing land prices, high rent, and high prices of essential commodities.

By that time, ERRA had already gained momentum in the planning and strategy development and started devolving responsibilities with due focus on building capacity of its affiliates, SERRA/PERRA and DRUs. The enormity, complexity and diversity of reconstruction and rehabilitation programme afforded unparallel experiences that opened new avenues for learning to people within the organization, as well as to stakeholders, development practitioners, planners and managers, academic institutions and international community. One such avenue led to the development of District Profiles of the nine earthquake affected districts. The impediments faced in collecting accurate data for damage assessment of the earthquake and for planning reconstruction strategies was a sufficient indicator for ERRA to address the deficiency timely and pragmatically to ensure that such a situation would not be repeated in the future. Therefore, ERRA, together with its affiliates SERRA/PERRA and DRUs, initiated compilation of available district specific data/information on relevant socio-economic and physical indicators in the form of District Profile to serve as a baseline and a reference point for planning and monitoring progress of work. The first District Profile has been completed in July 2007.

    ‘’Build Back Better’’ RECONSTRUCTION AND REHABILITATION OF THE AGRICULTURE INFRASTRUCTURE (To be read with ERRA’S Livelihoods Rehabilitation Strategy) EARTHQUAKE RECONSTRUCTION AND REHABILITATION AUTHORITY 1-Background 1.1 Overview The October 8, 2005 earthquake struck very heavily on life and property in AJK and NWFP province of Pakistan. Thousands of people lost their life and those who survived are faced with the problem of disabilities, shelter and means of making a living. Earthquake Reconstruction and Rehabilitation Authority (ERRA) have developed a strategy to help the affected people for their livelihood on sustainable basis. Livelihood covers both abilities and resources essential as a means of living. These are sustainable when these cope with and recover from stresses and shocks, without affecting natural resources. Azad Jammu and Kashmir (AJK) and the affected areas of North West Frontier Province (NWFP) are located to the north-east of Pakistan. The total population affected in nine districts is 3.5 million, spread cover an area of 30,000 km.2 The population in these areas generally lives in scattered households having a family size of about nine. Average life expectancy is low: 51 years for women and 52 years for men. By and large, these are food deficient areas. Literacy rate varies but is substantially higher in AJK. Literacy rates are lower for women than for men. In several pockets in NWFP such as Kohistan, women are predominantly illiterate; however, there is a strong demand for schooling and quality education among the population. 1.2 Agriculture in Affected Areas The affected areas fall under dry temperate zone having mixed subsistence farming including crops, livestock, horticulture and forestry activities.
