NEWS HEADLINES DETAILS Faisal Raza Abidi's empty ISLAMABAD: Election Commission of Pakistan (ECP) on Wednesday issued the schedule for Senate seat to face polling on Senate seat vacated by Faisal Raza Abidi earlier this month. The poll has been election on May 16: ECP scheduled for May 16 in the Assembly. (PPP) Abidi had been elected th on Sindh quota. He was asked on April 16 by the party leadership to tender his resignation from the Express Tribune 30 April, 2014 house. According to a statement by the Election Commission of Pakistan (ECP) on Wednesday, the intending candidates can file their nominations on May 5 and 6. Scrutiny of the nomination papers will be held on May 7 and 8. Appeals against approval or rejection of nomination papers by returning officers could be filed by May 9. Final list of contesting candidates will be displayed on May 13. The electoral college for this Senate college are members of the Sindh Assembly.PPP, with its current numerical strength in the provincial assembly, is likely to bag this seat once again.

Devolving power: LG ISLAMABAD: The Pakistan Tehreek-e-Insaf-led government in Khyber-Pakhtunkhwa has decided polls in K-P delayed for 5- to use biometric technology for the upcoming local government elections in one tehsil as a pilot 6 months project, giving up its earlier insistence on using the technology province-wide. By doing so, th however, it has delayed the exercise by another five to six months – no different from the duration Express Tribune 27 April, 2014 the polls would have been delayed by had it opted to deploy biometric technology in all districts. Talking to reporters, an Election Commission of Pakistan (ECP) official said the K-P government was given two options. “We told them that we could hold the elections before June 30 if they were willing to forego their insistence on biometric verification,” he said. “But to procure the technology necessary for biometric verification, we would need at least another 20 weeks.” In a letter sent to the ECP on Friday, the K-P government informed the body that it was ready to wait for another few months to hold LG polls. However, it asked for conducting biometric verification of voters in just Ghazi tehsil of Haripur district as a pilot project, as opposed to its earlier demand for using the technology across the province. Interestingly, the ECP would have needed the same amount of time to procure the machines needed for biometric verification in both a single tehsil and the entire province. According to ECP officials, the authorities will have to float international tenders since no company in Pakistan manufactures the devices needed for biometric verification. Under the Public Procurement Regulatory Authority (PPRA) rules, once tenders are advertised, companies are given 15 days to submit their bids. Around a week is required for analysis and deciding a successful bidder. Once a contract is signed, the bidder would take at least two months to get these machines delivered. An estimated 50,000 machines would be needed if K-P authorities had gone for use biometric technology across the province. With each machine costing around Rs30, 000, approximately Rs1.5 billion would be required for the exercise. Although only between 500 and 1,000 machines are required now since biometric verification of voters will be confined to Ghazi tehsil, procuring them would still take as much time as procuring 50,000 machines. Floated last year, the idea of verifying voters through biometrics has been a contentious issue between the K-P government and election authorities. The ECP still has reservations against the system and its officials cite various technical issues that could jeopardise the whole exercise. The provincial office of the ECP and the K-P government held a mock election exercise with biometric system trials in four union councils of Peshawar on December 28 last year. Some flaws were detected during the exercise and a committee of experts was formed to look into the technical issues. However, PTI chief Imran Khan believes that technology would help reduce bogus voting and enhance the credibility of the polls. So far, there has been no local government system in any province of the country since the system implemented under former president ’s reign expired in 2009. Although held local government polls in December last year, no local bodies have been formed so far in the province. On the other hand, both Punjab and Sindh governments have been accused of dragging their feet over the local government polls. While campaigning for the May 2013 elections, PTI promised it would hold local body elections within three months of coming to power.

He added that the subversion of the electoral process was a violation of Article 6 of the Constitution. “We had accepted the election, but we have not accepted the rigging,” he said, adding that those who were involved in the rigging should be exposed and brought to justice. “For the sake of the constitution, for the sake of democracy and for the sake of our children’s future we will start this movement on May 11 and we will not stop no matter what we have to sacrifice.” “We will approach the current Supreme Court and request them to fix the electoral process,” he said. He welcomed all political parties who thought the last general elections were not fair to become part of PTI’s protest movement.

ECP seeks more time for ISLAMABAD: The Election Commission of Pakistan (ECP) has sought more time for holding local LB polls in Sindh, Punjab bodies (LB) polls in Sindh and Punjab.The ECP on Tuesday submitted a plea in the Supreme Court th (SC) in which it had prayed that six to nine months are required for delimitation of constituencies, The News 15 April, 2014 therefore, more time is required for holding LB elections in Sindh and Punjab.The commission requested the Apex Court to grant this relaxation in the holding of LB elections.

Actually, none can dismiss the possibility of another 26/11. Though a tenuous ceasefire with the Taliban drags on, there are no signs that the Punjabi jihadis have been restrained. As their involvement in Afghanistan scales down, these jihadis will have lots of spare time. In the eventuality of a terror incident, Pakistan can be wary of a divisive figure in New Delhi. “What is worrying is that whatever the numbers, given the high-octane right-wing discourse fuelling rhetoric on a corporatised Indian media, all bets on a Manmohan-like restraint (as after 26/11) amid a possible crisis with Pakistan may well be off,” warns Sherry Rehman. But any leftover bonhomie towards India is itself wearing thin in Pakistan. Many here have taken to ridiculing for his so-called ‘petticoat’ policy of ‘appeasement’. Former Foreign Secretary Riaz Khokar says that Modi should not be invited to Pakistan as he is no moderate Vajpayee. “If Modi wins, he will be a prisoner of the RSS, the Hindu fundamentalist and fascist organisation. The RSS, which has brought him this far, is anti-Muslim and anti-Pakistan. Modi is anti-Pakistan and will show no flexibility or pragmatism on substantive issues between the two countries,” says Khokar of Modi’s ideological moorings. In contrast, the Jamiat Ulema-e-Islam-Fazl chief Maulana Fazlur Rehman, who met Vajpayee in a 2002, and whose Mullah diplomacy with Vajpayee saw air corridors opening up after being closed in the aftermath of an attack on Delhi’s Parliament, has no misgivings about a BJP-led government. “We do not share the nervousness in many quarters that if the BJP wins, it will seal the fate of any revival of composite dialogue with Pakistan. Their anti-Pakistan rhetoric is merely campaign posturing. They may be more willing to talk to Pakistan, as history suggests, depending on the size of its victory”, JUI-F spokesman Jan Achakzai says. Indeed, as in any polls, the BJP’s room for manoeuvre depends on its performance. Lodhi agrees. “The political complexion and stability of the next government will have a bearing on the speed and content of the normalisation process with Pakistan,” she says. Other voices point to the keenness of the Nawaz Sharif government for a breakthrough in ties, surmounting the kind of bureaucratic and political obstacles which paralysed the UPA in New Delhi, especially after the 26/11 attacks. Senator Mushahid Hussain says that the weak and embattled Congress has effectively buried itself between a resurgent BJP and the sudden challenge of the AAP. “The positive thing is that in in 2014, Pakistan’s role as a pivotal player has been restored, with both China and US wooing Islamabad; in the aftermath of the Crimean crisis and Middle Eastern turmoil, Pakistan’s room for diplomatic manoeuvre has expanded, a reality any new Indian government will need to cope with,” says Mushahid. Many Pakistani analysts also see hope in Modi’s ‘Gujarat model’ translating into smoother bilateral ties with Pakistan. Back from a recent trip to India, The News correspondent, Amir Mateen, says he sees an India obsessed with economic issues, which may tempt Modi towards political concessions. “Particularly so when it desperately needs to revive economic growth from under five per cent to levels where it could pretend to compete with China,” says Mateen. Agrees Gen Athar Abbas, after his first visit to India: “Eventually, corporate interests will take over and move towards normalisation of ties with Pakistan.” However, he questions the tendency to regard Modi’s premiership as inevitability. “Modi is faced with a lot of resistance from within; that may create obstacles for getting the prime minister’s slot,” he adds. Shaheen Sehbai, Group editor at The News, which called Modi “a particularly noxious figure” in an editorial and added that “...the BJP will pursue an anti-Muslim agenda,” says, “Although he would show his muscle to hustle Muslims, Kashmiris and Pakistan, sooner than later, Modi will be tamed, since as prime minister of a country with high economic, regional and international ambitions, he cannot afford to behave like a guttersnipe.” Sehbai says that Modi needs to “grow faster”, before he does lasting damage to India-Pakistan relations. However, theories about Modi prioritising the economic front—and that leading to better India- Pakistan ties are being questioned. “The apprehension is which part of the ‘Gujarat model’ will prevail? Will his aggressive Muslim/Pakistan-bashing triumph or will his regional foreign policy outlook be determined by business and economic considerations?” wonders Mushahid. Rehman

says that even if Pakistani democrats see “regional cooperation as the future, albeit on mutual terms, in India, even outside an election cycle, the Lok Sabha can rock with a nationalism that chokes dialogue with Pakistan.” Even if one were to concede that the challenges of being PM would ‘tame’ Modi, how ‘easy’ would it be, asks Lodhi, for a BJP government “to be able to make diplomatic compromises to Pakistan while not being on the defensive over its Pakistan policy?” “The key question for Pakistan,” says Lodhi, “is whether the next government in New Delhi will agree to revive the broad-based ‘composite’ dialogue or persist with an approach that limits the bandwidth of talks by cherry-picking issues only of priority for India.” The debate rages on in Pakistan. Meanwhile, a tongue-in-cheek Gen Abbas slips in a fast one. “I see Modi less as a Pakistani headache and more of a pain in India’s neck,” he says.

The PTI chief said that until the political elite declared their financial assets, it will be impossible to bring a culture of transparency in the country. He said the party had filed a resolution to this effect in the assembly and had raised the issue here at least six times, to no avail. Speaking out against the recent ‘gift’ of $1.5 billion to the Pakistan government, Khan said ‘the government received $1.5 billion to fan sectarianism and killings on the basis of faith’. He added, “We hold a begging bowl but are not willing to collect fair taxes and eradicate corruption at the highest levels.” Khan said that accountability was a ruse for political victimisation, adding that not a single FIR has been registered in Khyber Pakhtunkhwa under the PTI-led government accusing it of political victimization. He claimed that the revenue collection from indigenous resources increased three times during the PTI government.

NA-89 Jhang: PML-N MNA LAHORE: With the endorsement of the Pakistan Muslim League’s parliamentary board, disqualified to challenge MNA Sheikh Muhammad Akram is set to contest his removal in the Supreme Court as his party disqualification in SC sees no “solid reason” for the tribunal’s ruling to remove him. Faisalabad Election Tribunal judge th Javed Yousaf on Wednesday disqualified Akram, who was elected from Jhang (NA-89). The Express Tribune 11 April, 2014 tribunal has directed the Election Commission of Punjab to notify that the runner-up candidate, Maulana Muhammad Ahmad Ludhianvi of the Ahle Sunnat Wal Jamaat, is elected. Ludhianvi in his petition had alleged that Akram was not eligible as envisaged by Articles 62 and 63 of the constitution as he did not fulfill the condition of being “sadiq and ameen” (truthful and trustworthy). In an informal meeting, several senior PML-N members from the party’s parliamentary board deliberated over the development, and felt that Akram’s disqualification had no substantial basis as there is no issue of rigging or a forged degree. The disqualified candidate told the board that the tribunal’s decision is based on an old FIR lodged against him. According to Akram, the FIR is about a bus accident, on the basis of which the tribunal disqualified him. The board asked him to hire a competent lawyer who can contest his case in the Supreme Court as it hopes that the apex court will set the tribunal’s decision aside. The board also directed Akram to reconcile his enmity with the applicants of the FIR which was lodged against his transport company and himself. There may be a delay in the notification of Ludhianvi as the new MNA as Akram will appeal his case. PML-N’s parliamentary leader on information in the Punjab Assembly, Rana Muhammad Arshad said that Akram is their ticket holder who has the right of appeal. While he said that the party would support its man, it would respect the Supreme Court’s decision either way. While talking to The Express Tribune, Ludhianvi said that the ECP has not yet issued any notification for his victory. He said that if the aggrieved party moves the SC he would contest the case there as well. He also said that the ECP should issue a notification for his election today (Friday), as a further delay seems illogical. NA-89 has long been an ASWJ hub. In 1988, when it was known as Sipah-i-Sahaba, its founder Haq Nawaz Jhangvi won 39,000 votes in this constituency, but lost out to Begum . However, he vowed that Abida Hussain would quit the constituency. In 1990, Hussain contested the election from elsewhere, though Jhangvi had been killed by then. Maulana Isarul Qasmi won the NA-89 seat as well as the PP-77 Punjab Assembly seat in 1990, defeating the PML-N’s Sheikh Yusuf. Qasmi too was killed, but the party remained in control of the constituency. Sipah-i-Sahaba’s Azam Tariq won both seats by a wide margin in 1993, the loser again being Yusuf. The PPP’s Nawab Amanullah Khan Sial won the seat in 1997, while Azam Tariq again won it in 2002. After Tariq was assassinated, Sheikh Waqas Akram won the seat in a by-election as a candidate of the PML-Q and retained it in the 2008 elections.

their houses, and have little means to identify themselves. Sectarian overtones to campaign rhetoric have only made the Muslim communities of Muzaffarnagar and adjacent districts more vulnerable. In the BJP’s recently released manifesto, the party reaffirmed its vow to build a temple on the site of the Babri Masjid, a 16th century mosque that was burnt down by Hindu mobs – a move that led to thousands of people dying in Hindu-Muslim riots in 1992-3. It also promised to stop the slaughter of cows, and to revoke Jammu and ’s special status in the Indian constitution. All these promises are potentially divisive, especially between India’s Muslims and Hindus. Given their living conditions, logistical difficulties, and also deep suspicion of a government that had failed to protect them, many Muslims from the riot-hit districts will not be voting today. “We have lost all confidence in political leaders,” Aman, a victim of Sisauli village told the BBC. “They failed to provide any help, and assurances came only after we lost everything. I am not even going to apply for a new voter identity card.” Still, Tehelka reported that 2,300 riot victims have been registered to vote at other poll stations. Tight security arrangements have been made to ensure a smooth voting process, especially in sensitive areas. Government authorities said that as many as 66 security companies will be hired to protect Muzaffarnagar’s 764 polling centres. Over 1.5 million people are registered to vote in the district, District Magistrate Kaushal Raj Sharma told a news agency in Muzaffarnagar on Tuesday.

SC orders govt to ISLAMABAD: The Supreme Court on Tuesday directed the federal government to make necessary empower ECP to carry enactments to empower the Election Commission of Pakistan (ECP) to carry out the delimitation of out delimitation local government constituencies. A three-member bench of the apex court, headed by Chief Justice th Tassaduq Hussain Jillani and comprising Justice Khilji Arif Hussain and Justice Sheikh Azmat The News 9 April, 2014 Saeed, announced a detailed judgment on the appeals and petitions filed by the Sindh government for the delimitation case. “We are persuaded to direct the federal government to make necessary enactments to empower the Election Commission of Pakistan to carry out the delimitation of constituencies of local governments,” says the detailed judgment. The court also directed the Sindh government to make necessary corresponding amendments to the Sindh Local Government Act, 2013.The 65-page detailed verdict, authored by Chief Justice Tassaduq Hussain Jillani, however, ruled that the judgment would not affect the local bodies elections in Balochistan held on December 7, 2013 on the basis of old delimitation. “Before we part with the judgment, we may like to observe that the elections to local governments in Balochistan were held on December 7, 2013 on the basis of delimitation of constituencies carried out by the provincial government in terms of the Balochistan Local Government Act, 2010. This judgment is prospective and shall not, in any manner, affect the validity of the said elections, the detailed verdict ruled. Earlier, on March 20, 2014, the court in its short order ruled that the power to hold elections of the Local Government vested in the ECP in terms of Article 140A of the Constitution.The court observed that the ECP had been mandated to “organise and conduct election and to make such arrangements as are necessary to ensure that the election is conducted honestly, justly, fairly and in accordance with law, and that corrupt practices are guarded against” (Article 218(3) of the Constitution); The court had upheld para 60(e) of the judgment of the Sindh High Court of December 26, 2013.The court in its short order had further ruled that since the delimitation of constituencies of the local government was part of the process of organizing and holding elections honestly, justly and fairly which is the Constitutional mandate of the Election Commission of Pakistan, the power to carry out such delimitation should vest with the Election Commission of Pakistan; It had also ruled that as the holding of election of Local Government had been delayed for more than nine years, which is violative of the Constitutional command, we are persuaded to direct the governments, federal and provincial (of Sindh), to carry out appropriate amendments/legislation to empower the Election Commission of Pakistan to initiate and carry out the process of delimitation of constituencies for the Local Government Elections.

Afghan elections: Vote KABAL: Former Afghan foreign minister Dr Zalmai Rasoul – who was considered as one of the three top contenders in Saturday’s landmark Afghanistan’s presidential election– on Sunday count continues amid claimed rigging as election officials continued to count ballots. Addressing a news conference in cries of foul play Kabul, Dr Rasoul warned that the people would not accept a president elected through vote fraud. The Independent Electoral Complaints Commission (IECC) has received over 1,000 complaints of rigging, a senior official said. The IECC spokesman, Nader Mohseni, told a news conference that investigation into the alleged fraud would start on Monday and would continue till April 28. Two other front-runners – Dr Ashraf Ghani and Dr Abdullah

Abdullah – are claiming lead based on unofficial results they received from their agents in parts of the country. Section of the Afghan media has been reporting that Abdullah and Ghani are neck and neck in early counting. Zalmai Rasoul, who was widely believed to be the choice of outgoing president Hamid Karzai, is far behind, so far. Private Independent Pajhwok news agency has reported the results it has collected from its 60-odd correspondents in many of the country’s 34 provinces. It shows Ghani has an edge over Abdullah. However, the Independent Election Commission (IEC) chairman, Ahmad Yousuf Nouristani, says preliminary results will come out on April 24 and the final result will be announced by mid May. Some media has also hinted at a runoff, claiming that no candidate has got the required 50% plus 1 votes. Ghani has been quoted as saying that he will sweep the polls and there will be no need for a runoff. Afghan TV channels’ role in results Contrary to what happens in Pakistan on the elections day, Afghan TV channels are not reporting unofficial results. However, some local journalists and supporters used the social media to post results from their respective areas. Only Pajhwok news agency has reported some unofficial results but also did not get coverage in the media. No TV channel has set any election cell to share unofficial results. The culture of breaking news is also very rare. As the whole Afghan media has

boycotted the Taliban’s news after a journalist and his family were killed in last month’s Serena Hotel attack, it did not carry any of the Taliban statement about elections. ISLAMABAD: It came as a surprise to many when Pakistan Tehreek-e-Insaaf Chairman Imran May 11 election rigging: Khan, after meeting Acting Chief Election Commissioner (CEC) Justice Nasirul Mulk on April 4, Imran snubs election refused to meet other members of the electoral body. Govt employee deployment : In compliance with the Supreme Court order, the ECP has submitted a report regarding the deployment of federal government employees at polling stations during the May 11 elections. The apex court on February 11 had sought an explanation from the ECP on a complaint filed by the PTI regarding an alleged non-compliance with the court’s guidelines to borrow employees from the federal government as polling staff for the elections in view of the court’s June 8, 2012 order in the Workers Party case. Giving details of deployment, a senior official told The Express Tribune that less than one per cent of federal government’s employees had performed election duty in K-P and Balochistan. “Only 175 federal government employees were deployed in Balochistan while 220 officials were deployed in K-P,” he added. The government had, however, sought services of around 28,000 federal government employees in Balochistan and over 25,000 in K-P. Regarding the commission’s report, Hamid Khan said the report proved the ECP did not comply with the apex court’s judgement in the Workers Party case. “Though I had filed an application before the ECP to hire services of officials from the railways and WAPDA in 13 constituencies of Lahore but the commission did not accept our request in this regard”. The apex court will resume hearing of PTI chairman’s petition regarding the verification of thumb impression in four constituencies on Thursday (April 17). Amit Shah reportedly told Hindu voters to seek “revenge” at the ballot box while speaking in a part of Uttar Pradesh hit by Hindu-Muslim violence last year that left some 50 people dead. “This election is about voting out the government that protects and gives compensation to those who killed Hindus,” Shah reportedly said on Friday. Congress has asked the Election Commission to order Shah’s arrest and ban him from campaigning, with a party official accusing Modi’s Bharatiya Janata Party (BJP) of making “horrible” statements and “creating animosity between communities”. But Arvind Kejriwal, from the anti-corruption Aam Aadmi or Common Man Party, accused Modi Saturday of “politics of hatred”. The BJP said Shah’s comments had been taken out of context and accused Congress of hypocrisy. “The Congress should be ashamed for that challenge to the EC. They themselves are asking for votes in the name of religion,” BJP spokeswoman Nirmala Sitharaman told AFP. Modi, widely tipped in opinion polls to win the elections, has focused his campaign on economic reform and creating jobs, largely steering clear of promoting any Hindu nationalist agenda. But he has been tainted by religious riots in 2002 in the western state of Gujarat which he has governed since 2001. The riots there killed more than 1,000people, mostly Muslims. Rahul Gandhi warned that the country faces religious turmoil if the opposition. Hindu nationalist party wins power. In the western Dasht-e-Barchi neighbourhood of Kabul a line of hundreds of men and women snaked outside one polling station, with many impatient voters saying they had been waiting in the rain for most of the day. “I have waited here for hours, but was not allowed inside to vote because there is no ballot paper,” said Hassan, who only gave his first name, as others nodded in agreement. “This is a deprivation of my right and I am unhappy at not being able to take part in this historic process.” Many polling stations in Kabul decided to extend voting way beyond the official closing time of 4 p.m. (1130 GMT) to allow voters to cast their ballots. One young, angry voter, Mohammad, said he was upset because he was unable to vote. “I came here at 8 a.m. to this polling station to select our candidate, it's 11:30 and the election workers has told us that the election papers have run out and you should go to a different polling station,” he said. “People have crushed their voting cards and thrown them away.” There was no official on turnout, but at the last election in 2009, the turnout of 4.6 million was regarded as low. Because of Afghanistan's difficult terrain, it will take weeks for officials to gather ballot boxes from around the country and count the votes. Official preliminary results from the Saturday vote are not expected until late April. Here are brief descriptions of the Afghanistan's presidential three leading contenders. election ASHRAF GHANI AHMADZAI The News 5th April, 2014 The American-trained anthropologist returned to Afghanistan after the Taliban were ousted and held various government posts, including finance minister. Known in Afghanistan as Doctor Ashraf Ghani, he won about four percent of the vote in the last presidential election in 2009. One of Afghanistan's best-known intellectuals, Ghani spent almost a quarter of century abroad during the tumultuous decades of Soviet rule, civil war and the Taliban regime. During that period he worked as an academic in the United States and Denmark, and with the World Bank and the United Nations across East and South Asia. Within months of the September 11, 2001, attacks on the United States, Ghani resigned from his international posts and returned to Afghanistan to become a senior adviser to Karzai. Ghani is among the strongest backers of a crucial bilateral security deal to keep US troops in Afghanistan beyond 2014 that Karzai has refused to endorse. He has said he would sign it swiftly if elected. A Pashtun belonging to Afghanistan's biggest ethnic group, Ghani has defended his decision to pick ethnic Uzbek former warlord Abdul Rashid Dostum as a running mate. "The ticket is a realistic balance between forces that have been produced in the last 30 years and have a base in this society," Ghani told Reuters. ZALMAY RASSOUL The former foreign minister has been one of Karzai's closest confidants. His colleagues know him as a calm and soft-spoken statesman, who over his three years in the job accompanied Karzai on his official visits overseas. Rassoul also held roles in national security, being close to the president since the early days of his government, when Karzai was plucked from obscurity by the United states to lead Afghanistan after the Taliban were ousted in 2001. Critics say that, if elected, Rassoul - born in 1943 in a reputed Pashtun family in Kabul - would lack the strength and independence to make a break from the old administration, which has been accused of perpetuating a culture of corruption and inefficiency. ABDULLAH ABDULLAH A former ophthalmologist-turned-fighter of Soviet forces in the 1980s, Abdullah dropped out of a run-off against Karzai in the 2009 election, citing concerns about mass electoral fraud. An adviser to the late guerrilla leader Ahmad Shah Masood, Abdullah was foreign minister until his abrupt

dismissal in 2006. Abdullah's base of support is in the ethnic Tajik community and, although he is half-Pashtun, he is best known for championing the causes and rights of Afghanistan's second- largest ethnic group, Afghan Tajiks. As a young man, Abdullah studied medicine at Kabul University and worked as an ophthalmologist until 1985. A year later he joined the Panjshir Resistance Front against the Soviets and served as an adviser to Masood, a national hero for many Afghans. Abdullah was foreign minister of the United Front - better known internationally as the Northern Alliance - from 1998 and, after Masood's assassination in 2001, became a dominant figure in the alliance that helped US forces topple the Taliban.

Elections in Afghanistan JALALABAD, Afghanistan: The Taliban have launched a violent campaign to disrupt the presidential election in Afghanistan being held on Saturday, but in a restive eastern corner of the today country they are paying villagers to surrender their voting cards. Residents in Nangarhar province, The News 5th April, 2014 which lies on the border with Pakistan, said local Taliban militants had been offering voters 500 Pakistani rupees — the equivalent of just over $5 to opt out of the election. “At first we thought the Taliban were trying to trick us and wanted to find out who had voter cards, but later we found out that they were honest and paid money,” said Ahmad Shah, a youth in a village just outside the city of Jalalabad. The Taliban did not respond to a request for comment. The Saturday’s election will bring the first democratic transfer of power in the war-torn Afghanistan and an end to the rule of President Hamid Karzai, who has led the country since the ouster of a Taliban regime in late 2001. The Taliban have branded the election a Western-backed sham. The Independent Election Commission has said at least 10 percent of polling stations will not be able to open due to the threat of violence, the majority of them in the east where the insurgents are most active. “When the Taliban are in control and warn people not to vote, and instead pay money for your voter card, it’s not a bad thing,” said Haji Khan Wali, another man in the village, where the Pakistani rupee is more commonly used than the local currency, the Afghani. “People here have to think more about finding bread to feed their families than the election. To tell you the truth, half the people here don’t know anything about the election,” said Khan, wearing a white turban and long beard. Local officials said they were aware of such reports from remote areas of Nangarhar, which are under the Taliban influence.

Afghan elections: Taliban KABUL: After a spate of deadly attacks in Kabul in the run-up to the Afghan elections, the Afghan Taliban now say they “have obtained a government security plan” for the crucial vote. The issue new threats of document includes what appears to be a detailed list of names of many officials and areas where widespread attacks troops have been deployed for election duty, Taliban spokesperson Zabihullah Mujahid said on Express Tribune 4thApril, 2014 Thursday. The document will enable the militants to target the officials. He also said some people avoid coming out of homes due to security concerns. Hours earlier, Mujahid issued fresh threats to sabotage the April 5 vote that will mark the first-ever democratic transition in Afghanistan. He said the Taliban would now intensify attacks on all those who are part of the “fake” elections. “The Islamic Emirate shall never allow the enemy to be successful in achieving its goals through this fake theatrical charade. In this regard we have given orders to all Mujahideen to use all force at its disposal to disrupt these upcoming sham elections; target all its workers, activists, callers, security apparatus and offices and the nation must also stop the process of elections from taking place,” the Taliban said in a statement. When asked by The Express Tribune via email as to how the Taliban will forcibly stop people from exercising their right to vote, the Taliban spokesperson said, “As you are aware our homeland is under American invasion. The so-called elections under the invasion will protect the interests of the invaders and they would impose their choice on the Afghans. The process has no other meaning.” Do they have a soft corner for any of the eight presidential candidates, including two known Jehadi leaders? Most of the candidates are those who have arrived in the country with the American invasion, Mujahid responded. “We expect nothing good from any of the candidates. They are all working for others.” However, Afghans have so far defied the Taliban threats and participated in election rallies in major cities, including capital Kabul. A local taxi driver told The Express Tribune that even though the Kabul seemed deserted on Thursday, people are looking forward to the landmark election day on Saturday. Nevertheless, besides creating panic among the people, the Taliban attacks have also forced some international observers to leave Afghanistan. Their concerns grew at the killing of one foreign polls observer in the Serena Hotel and the killing of a foreign journalist, Nils Horner. Independent analysts say that last week’s withdrawal of the National Democratic Institute (NDI) and the Organisation for Security and Co-operation in Europe (OSCE) could undermine the credibility of the vote.
