The report provides an address and telephone number for each carrier and identifies whether the carrier provided local; wireless; payphone; operator and card; or other toll services. The report can be used by customers and other carriers to identify and locate sources of telecommunications service, by equipment vendors to identify potential customers, and by anyone seeking to locate a specific carrier. Information contained in this report was taken from TRS Fund Worksheets filed by interstate service providers. The Americans with Disabilities Act of 1990 requires all providers of interstate telecommunications service to share in the costs of financing interstate telecommunications relay services (TRS). Persons with hearing or speech disabilities use TRS to use the telephone. Annually, each carrier files a TRS Fund Worksheet, which is used to calculate the carrier's contribution to the TRS Fund. The Carrier Locator report is prepared by the Common Carrier Bureau's Industry Analysis Division. The report is available for reference in the FCC's Reference Information Center, Courtyard Level, 445 12th Street, S.W., Washington, D.C. 20554. Copies may be purchased by calling International Transcription Services, Inc. (ITS) at (202) 857-3800. For each carrier, this report shows an address, a telephone number and the types of services that the carrier provided. This report is used by customers and other carriers to identify and locate sources of telecommunications service, by equipment vendors to identify potential customers, and by the FCC for various regulatory purposes. This report was compiled using information from TRS Fund Worksheets filed by carriers. The worksheets were due on April 26, 1999, but some carriers filed late. The TRS Fund administrator compiles information from the Worksheets and provides a database to the Commission. The last version of the database was provided in October 1999 and contains information for all carriers that filed through September. Carriers that filed after that time or that filed incomplete information may not be shown in the tables. The Americans with Disabilities Act of 1990 (ADA) requires all providers of interstate telecommunications service to share in the costs of financing interstate telecommunications relay services (TRS). People with hearing or speech impairments use TRS in order to use the telephone. The FCC has established a TRS fund and directed the National Exchange Carrier Association (NECA) to serve as administrator. Each carrier that provides interstate service must file an annual TRS Fund Worksheet with the Administrator. The worksheet summarizes a carrier's revenues and is used to calculate its contribution to the TRS Fund. This publication should include all carriers that provided interstate telecommunications services in 1998 unless they merged or went out of business before April 26, 1999. Local telephone companies file TRS worksheets because they provide interstate access services. Similarly, competitive access providers, pay telephone providers, and cellular telephone companies derive revenue from interstate services and accordingly are required to file. Private carriers and shared-tenant service providers are not required to file unless they provide some common carrier services. In the TRS Fund Worksheet, each carrier is asked to select a single category that best describes its carrier operations even though it may provide more than one type of service. Figure 1 lists the categories available on the form and shows the number of carriers that selected each category as best describing its carrier operations. Figure 2 shows the number of carriers that reported revenue for each of 5 broad service categories. As many carriers report revenue in more than one service category, the numbers in Figure 2 sum to more than the number of filing carriers. 1 Figure 1 Type of Carrier No. of Filers Competitive Access Provider (CAP) or Competitive Local Exchange 212 Carrier (CLEC) Incumbent Local Exchange Carrier (ILEC) 1,348 Interexchange Carrier (IXC) 171 Other Local including Shared-Tenant Service Providers and Private 10 Carriers Local Reseller 54 Other Mobile Service Provider 23 Operator Service Provider (OSP) 24 Paging and Messaging 303 Pay Telephone Provider 615 Prepaid Calling Card Provider 20 Satellite Service Providers 13 SMR Dispatch 119 Other Toll Service Provider 31 Toll Reseller 388 Wireless Data Service Provider 5 Wireless Telephony (Cellular, Personal Communications Service 808 (PCS) or Specialized Mobile Radio (SMR) Service Providers) Total filers 4,144 2 Figure 2 Type of Service Reported No. of Filers Local 1,794 Mobile 1,482 Payphone * 615 OSP and Calling Card * 893 Other Toll 2,148 * The TRS worksheet has a single category for payphone, OSP and calling card revenue. The payphone count represents carriers that identified themselves as payphone providers. 893 additional carriers reported revenue in the combined category.
