Debat parlamentar në lidhje me rrezikimin e marrëdhënieve diplomatike të Republikës së Kosovës me Shtetet e Bashkuara të Amerikës, si pasojë e qasjes shpërfillëse e joserioze të kryeministrit të Qeverisë së Republikës së Kosovës në raport me këshillat e udhëzimet e përfaqësuesve të SHBA-ve. Dnevni red 1. Parlamentarna debata o rizikovanju diplomatskih odnosa Republike Kosovo sa Sjedinjenim Američkim Državama, kao posledica zanemarljivog i neozbiljnog pristupa premijera Vlade Republike Kosovo, u odnosu na savete i uputstva predstavnika SAD-a. 2 Mbledhjen e drejtoi kryetarja e Kuvendit, znj. Vjosa Osmani. KRYETARJA: Të nderuar deputetë, I nderuar kryeministër i Kosovës, Të nderuar zëvendëskryeministra dhe ministra të Kabinetit qeveritar, I hap punimet e seancës së jashtëzakonshme me kërkesë të 42 deputetëve të Kuvendit të Kosovës. Konstatoj se në sallë janë të pranishëm 61 deputetë. Procedojmë me pikën e vetme të rendit të ditës: 1. Debat parlamentar në lidhje me rrezikimin e marrëdhënieve diplomatike të Republikës së Kosovës me Shtetet e Bashkuara të Amerikës, si pasojë e qasjes shpërfillëse e joserioze të kryeministrit të Qeverisë së Republikës së Kosovës në raport me këshillat e udhëzimet e përfaqësuesve të SHBA-së Të nderuar deputetë, Ju njoftoj se sipas Kushtetutës së vendit dhe Rregullores së Kuvendit, është parashtruar kjo kërkesë për debat parlamentar. Prandaj, ftoj zotin Bedri Hamza që në emër të propozuesit të paraqesë çështjen për të cilën është kërkuar debati. BEDRI HAMZA: E nderuar kryetare e Kuvendit, I nderuar kryeministër, Të nderuar ministra, Të nderuar deputetë, Të nderuar përfaqësues të mediave, Në bazë të nenit 69, paragrafi 4 të Kushtetutës së Republikës së Kosovës dhe nenit 38, pika 2c të Rregullores së Kuvendit, i kemi kërkuar Kryesisë së Kuvendit dhe kemi paraqitur kërkesën për mbajtjen e seancës së jashtëzakonshme për datën 11 mars 2020, në orën 15:00, ku Kryesia e Kuvendit pas mbledhjes së mbajtur e ka aprovuar dhe e ka futur në rend të ditës këtë pikë. Për pikën: Debat parlamentar lidhur me rrezikimin e marrëdhënieve diplomatike të Republikës së Kosovës me Shtetet e Bashkuara të Amerikës si pasojë e qasjes shpërfillëse e joserioze të kryeministrit të Qeverisë së Republikës së Kosovës në raport me këshillat e udhëzimet e përfaqësuesve të lartë të Shteteve të Bashkuara të Amerikës. Duke u bazuar në sjelljet dhe veprimet shpërfillëse sistematike dhe qasjes institucionale joserioze të kryeministrit të Qeverisë së Kosovës, zotit Albin Kurti, në raport me këshilla dhe udhëzimet miqësore nga përfaqësues të lartë të Shteteve të Bashkuara të Amerikës për krijimin e kushteve 3 institucionale për zhbllokimin e procesit të dialogut dhe ecjen përpara të Republikës së Kosovës në rrugën e integrimeve euro-atlantike. Duke u bazuar në mesazhet dhe thirrjet e qarta diplomatike të funksionarëve të lartë të Shteteve të Bashkuara të Amerikës që të veprohet pa vonesë sipas këshillave të tyre, me qëllim që Republika e Kosovës t’i hapë rrugë dialogut për lehtësimin e arritjes së marrëveshjes përfundimtare gjithëpërfshirëse dhe ligjërisht të detyrueshme për normalizimin e marrëdhënieve mes Republikës së Kosovës dhe Republikës së Serbisë nën mbështetjen dhe lidershipin e Shteteve të Bashkuara të Amerikës. Grupi Parlamentar i Partisë Demokratike të Kosovës, i mbështetur nga deputetët e grupeve të tjera parlamentare, nënshkrues i kësaj kërkese, i merr me shqetësim serioz paralajmërimet e fundit për Kosovën nga miku ynë strategjik, Shtetet e Bashkuara të Amerikës, për tërheqjen e trupave ushtarake dhe suspendimin e programeve zhvillimore qindra miliona dollarësh si rezultat i shpërfilljes nga kryeministri zoti Kurti edhe Qeveria e Republikës së Kosovës të kërkesave diplomatike amerikane. Grupi Parlamentar i Partisë Demokratike të Kosovës i mbështetur nga deputetët e grupeve të tjera parlamentare e mirëpret caktimin e kësaj seance të jashtëzakonshme nga Kryesia e Kuvendit. Grupi Parlamentar i Partisë Demokratike të Kosovës, i mbështetur nga grupet e tjera parlamentare, nënshkrues të kësaj kërkese, konsideron se Republika e Kosovës në fazën vijuese përfundimtare të dialogut do të zhvillojë në koordinim dhe bashkërendim të ngushtë me aleatët perëndimorë, Shtetet e Bashkuara të Amerikës, BE-në, në mënyrë që përfaqësimi dhe mbrojtja e interesave kombëtare në këtë proces të jetë në vijimësi të kontributeve të partnerëve strategjikë, sikurse në fazën e luftës për liri, shtetkrijimin dhe konsolidimin e tij, po ashtu edhe për paqen, sigurinë dhe stabilitetin rajonal. Përcaktimi i orientimit gjeostrategjik të Republikës së Kosovës përfundimisht është vendosur me Deklaratën e Pavarësisë së Kosovës të shpallur më 17 shkurt 2008, ku mes tjerash përcaktohen qartësisht miqësia e përhershme e Kosovës me Shtetet e Bashkuara të Amerikës dhe një partneritet të tillë nuk mundet, as nuk duhet të lejohet të cenohet si nga faktori i jashtëm, e aq më pak nga faktori i brendshëm dhe bartës të përgjegjësive të larta shtetërore, siç është Qeveria e Republikës së Kosovës. Kjo kërkesë është e natyrës urgjente dhe për këtë qëllim kemi kërkuar që të mbahet kjo seancë e jashtëzakonshme. Faleminderit! 4 KRYETARJA: Faleminderit! Në emër të Grupit Parlamentar të Lëvizjes Vetëvendosje, fjalën e ka Rexhep Selimi. REXHEP SELIMI: Zonja dhe zotërinj deputetë, I nderuar kryeministër, Kabinet qeveritar, E nderuar zonja kryetare, Sërish opozita e pakuptueshme dhe me kërkesa të padefinuara. Me arsyetimin për thirrjen e kësaj seance ndër të tjera lexova. Citoj: “Në raport me këshillat dhe udhëzimet miqësore nga përfaqësuesit e lartë të SHBA-së për krijimin e kushteve institucionale për zhbllokimin e dialogut dhe ecjen përpara të Republikës së Kosovës në rrugën e integrimeve euro-atlantike”. Tash, zotërinj të opozitës, a mund të na shpjegoni pak, ju si nënshkruesit e kësaj thirrje, nëse nuk ekzistuakan, si krijohen këto kushte institucionale për zhbllokimin e dialogut. Nëse ky zhbllokim lidhet siç pretendohet me taksën 100% ndaj mallrave të Serbisë dhe të Bosnjës, a na thoni, a ta heqim, siç po kërkon PDK-ja, apo ta mbajmë, siç po kërkon AAK-ja, apo t’i bëjmë të dyja, siç po kërkon NISMA. Prej tre grupeve parlamentare të nënshkruar këtu kemi, tri qëndrime të ndryshme, edhe po të donim t’ ju marrim parasysh, nuk mundemi. Më kujtohet që në fushatë, ju grupet e ndryshme parlamentare që keni qenë në koalicionin PAN jeni futur në garë me njëri-tjetrin se kush e vuri taksën më i pari. Duket që jeni konfuz, sepse edhe sot, si edhe në debatin e kaluar nuk keni qëndrim, e respektivisht nuk keni edhe kërkesë të qëndrueshme. Qëndrimi i kryeministrit Kurti tashmë dihet, ai është zëvendësimi i taksës në mënyrë graduale me reciprocitet të plotë politik, tregtar e ekonomik ndaj Serbisë. Ju jeni të ndarë për taksën, por kur bëhet fjalë për Qeverinë Kurti, bashkoheni e harroni edhe taksën, edhe Amerikën. Ju bashkon Qeveria edhe kryeministri i saj që bashkë me partnerët tanë ju kemi bashkuar në opozitë. Nëse po pretendoni se jeni aq të brengosur, e nuk duket që jeni, se po prishemi me Shtetet e Bashkuara të Amerikës, atëherë dua t’ju kujtojmë se me Shtetet e Bashkuara të Amerikës prishemi kur instalojmë korrupsion, siç përfaqësoni ju, kur ka kriminalitet, kur ka shtet mafioz, kur ka nepotizëm, kur vidhet shteti që shpesh prej jush e keni bërë kur keni qenë në pushtet. Kosova dhe Amerika nuk i prishin raportet miqësore për shkak të taksës, siç po keni dëshirë, por po ashtu edhe raportet ndërmjet Kosovës dhe Serbisë nuk rregullohen vetëm me taksë, siç po pretendoni ju. Ne në vazhdimësi edhe kemi bërë dhe do ta bëjmë, shprehim mirënjohje të thellë 5 për kontributin e Shteteve të Bashkuara të Amerikës në vazhdimësi, qoftë para luftës, qoftë në luftë, qoftë tani dhe qoftë në të ardhmen, kjo mirënjohje nga ana jonë do të jetë e përhershme. Raporti dhe miqësia e Kosovës dhe e shqiptarëve në përgjithësi janë më të thella se sa cektësia e opozitës në këtë rast. Ato nuk janë as të lëndueshme, po njëkohësisht as të përdorshme për politika ditore. Ideologu i copëzimit të Kosovës, Thaçi, dje deklaroi se ne paskemi, citoj: “cenuar lidhjen tonë speciale me Shtetet e Bashkuara të Amerikës, pa të cilën, siç thotë ai, unë do të kishim as liri, as shtet e as të ardhme”. Edhe ne mendojmë që pa Shtetet e Bashkuara të Amerikës asnjë nga këto nuk do t’i kishim të sigurta. Po si e paskemi cenuar ne këtë lidhje speciale, të quajtur të tillë, duke mbrojtur interesin e qytetarëve dhe të shtetit përballë kërkesave dhe kushteve që na vë Vuçiqi. Pikërisht është ai ideolog i copëzimit të Kosovës, lirinë që e përmend ai, shtetin që e përmend ai dhe të ardhmen që e përmend ai, i ka vënë në tezgën e pazarit me Vuçiqin. Prandaj, ju deputetë të opozitës, para se të krijoni skena të tilla teatrale, do të duhej të ishit të brengosur, ashtu sikurse për miqësinë me Amerikën, edhe për rrezikun që po i kanoset Kosovës nga ndarja. Nëse doni vërtet të jeni partnerë të dinjitetshëm të miqve dhe aleatëve tonë strategjikë, atëherë rreshtohuni në anën e interesave të shtetit të Kosovës, si interes i përbashkët edhe yni, edhe i miqve tanë. Nëse doni të kryeni detyrë prej deputeti apo patrioti dhe për hir të vendit, për hir të qytetarëve dhe për hir të aleancës sonë me Shtetet e Bashkuara të Amerikës, atëherë unë sot ju ftoj që të votoni një rezolutë që, në emër të grupit tonë parlamentar dhe në koordinim edhe me Grupit Parlamentar të Lidhjes Demokratike të Kosovës, nga e cila presim mbështetje, do t’ua paraqes në vijim. Since Kosovo’s declaration of independence in February 2008, all contacts between officials of Kosovo and Serbia ceased. Belgrade rejected any direct interaction with Pristina preferring to deal through the EU Rule of Law Mission and the UN Mission in Kosovo. However, encouraged by the EU and the US, senior officials of both governments met in March 2011 for direct talks in Brussels. These talks were followed in Brussels in October 2012 by a meeting between the prime ministers of Kosovo and Serbia. These EU-mediated dialogues resulted in a number of agreements between Serbia and Kosovo including the April 2013 Brussels Agreement. The Agreement’s main goal is to conclude the integration of the Serb-majority municipalities in Kosovo’s north into Kosovo’s system of laws and governance, including the establishment of the Association/Community of the Serb-Majority Municipalities in Kosovo. The sides also pledged not to block each other’s accession processes into the EU.

    ANNUAL REPORT 2017 Kosovo Foundation for Open Society 2 Report on the Foundation’s work in 2017 In 2017 the Foundation began implementing the strategy set out for the 2017-2020 cycle. For this cycle the basic program scheme has remained unchanged; but many new innovations have been included. For the first time, we began work on a higher-education program, and we constructed a new and much more asymmetrical scheme of engagement with Europe. Because we have signed new agreements with the EU and the Govern- ment of Germany for the realization of long-term projects dealing primarily with the education of the Roma, Ashkali, and Egyptian communities, we have brought our Roma program to a close in order to make room for new commitments. This report is synthetic, in the sense that it brings together, in broad strokes, all of the basic spending catego- ries; but it is also analytic, in the sense that it describes the grants distributed in 2017, as well as the way in which these grants relate to our primary programmatic goals. The Foundation had clearly delineated the following primary goals: (1) to combat the culture of impunity in the country’s most visible corruption cases; (2) to create optimal conditions for forging connections between the various ethnic groups in the north and the south of Mitrovica; (3) to bring European values into the pro- cess of reforming the country’s institutions, and (4) to pressure the University of Prishtina to depoliticize itself, as well as to fight the corruption that plagues the university in both its managerial and academic structures.

Kovács CEU eTD Collection Budapest, Hungary 2016 ABSTRACT This research examines how intellectuals and political activists have used anticolonial discourse to critique the actions of the Serbian state and of international intervention in Kosovo. In order to investigate the historical processes that have instigated the production of this discourse, this study takes an intellectual history approach to incorporate components of social movement theory and narrative studies to answer this central research question: Why has anticolonial discourse been a mobilizing factor for the Vetëvendosje movement? Data from six qualitative interviews contributes to my argument that such a discourse has been a mobilizing factor of the Kosovar movement for self-determination because: (i) Vetëvendosje engages in a two-part anticolonial critique—the first, against the Yugoslav and Serbian states, the second, against the international protectorate—which narrates a tradition of Albanian resistance against hegemony. (ii) Vetëvendosje uses anticolonial discourse strategically in its claims-makings. (iii) Vetëvendosje is an intellectual movement that draws upon a wide body of political philosophy to educate and mobilize its base, and to advocate for praxis of anticolonial theory. (iv) Anticolonial discourse is an oppositional discourse. Vetëvendosje names a discourse of neoliberal intervention and peace-building missions, and then provides its own alternative lens of analysis.
