Since our inception, with your support we have come this long way. is year we are realigning ourselves with the concept of sustainable development which has become a necessity for all of us irrespective of the sectors we come from. Public Advocacy at the highest level of governance in the country the concept of sustainable development has become entrenched in every decision each undertaken.

As our family has grown and needs of socio-economic scenario have changed we have come up with a ve-year plan with specic sectors to focus upon each year besides as always any specic need from other sectors to be addressed upon on priority.

Sports and culture are always interwoven. With the upcoming Tokyo 2021 Olympics and suggestion to have a cultural exchange programme from our Japanese friends, we will be conducting two initiatives this year leading to the Tokyo games. We are sure your participation in both is bound to have long-lasting value creation as desired.

Yours sincerely,

Draupadi Ratha, Mahabalipuram, Japanese shrine in Kiyomizu temple, Kyoto, Japan 1 KNCCI Concept Paper

KNCCI was established as a non-prot organization on 22 January 2014 with a purpose of enabling the growth of industries from small scale to large ones in Tamil Nadu. To do so foreign investment not only in terms of nance but also technology and work culture that would help companies to thrive in tough conditions too is necessary. KNCCI would work towards enhancing India-Japan trade ties and woo investment in Tamil Nadu. Japan was selected after exhaustive deliberations. Japanese business culture of resilience together with respect for tradition and core skills & customer service despite the limitations in space and resources caused by numerous disasters has made Japanese companies thrive with the society, in word and practice. 33000 Japanese companies are more than 100 years old, referred to as “Shinise”, which in English means “Shop of longstanding”. A key success factor of a 'Shinise' is its suppliers. e business concept of Keiretsu is responsible for this. 'Keiretsu' means a set of rms with shared businesses and shareholdings anchored by a mothership company. is concept of Keiretsu further reinforced our decision to partner with Japan because Tamil Nadu accounts for the largest number of Micro, Small and Medium Enterprises (MSMEs) in the country, currently 15.07 percentage, with 6.89 lakhs registered ones producing over 8,000 varieties of product for a total investment of more than Rs.32, 008 crores.

India's rst Shinise investment was Suzuki, established in 1909, Maruti Suzuki was born in 1982. It is a matter of pride that a facility of Motherson Sumi a supplier Maruti is at Kancheepuram. Motherson, once a small-time, New Delhi based wiring manufacturer is today a global automotive component maker with revenue of $9 billion through a partnership with Japan's Sumitomo Wiring Systems. ere are many such success stories.

KNCCI started with conducting seminars and networking meetings, business education and assistance programs, government and industry forums, social events and charitable activities. Evolving with times to meet the expectations of the stakeholders is a must for any organisation to thrive. With this in mind we at KNCCI did a review of what we do and what we stand for. We have revised our vision, mission, initiated a ve year plan and new set of sector specic initiatives besides carrying out the existing ones.

From this year onwards we will be aligning all our services to sustainable development. is is because sustainable 2 development has become the most vital parameter for any organisation across sectors to thrive. An organisation which is part of society, will demand society's growth. e relationship with the society is dynamic and with the world more and more becoming connected irrespective of the socio-economic strata, speed of change in dynamic relationship is increasing. We will encompass Atmanirbhar Bharat initiative of Government of India in our activities together with initiatives like Digital India among others. Our VISION

KNCCI aspires to be a prominent and inuential organization contributing to the socio- economic growth of Tamil Nadu aligned to sustainable development. Our vision is to craft a positive transformation to Tamil Nadu's socio-economic and business health through tie- ups with Japan focusing on innovation and growth. Our MISSION

Ÿ C reate an environment that is conducive for socio economic growth aligned to sustainable development in Tamil Nadu Ÿ E nable entrepreneurs across sectors from India and Japan to establish their business in Tamil Nadu. Ÿ P rovide a forum for entrepreneurs to connect and grow with large scale industries across sectors in Tamil Nadu Ÿ P rovide a platform for learning, developing and implementing new ideas by entrepreneurs and companies across sectors. Ÿ C reate an environment for bringing in best global practices, processes and ideas from rest of the world adding to sustainable growth in Tamil Nadu Ÿ P rovide a platform for every stakeholder group to come together and work towards socio - economic growth of Tamil Nadu Ÿ F acilitate the revitalisation of Tamil culture to promote values among current and future generation. Ÿ P rovide a platform for Japanese and other cultures both within and outside India to offer new values for people in Tamil Nadu and build a better, fairer society. Ÿ E nable Japanese and other cultures within India and abroad to experiment with Tamil culture where ever possible to create new value creation concepts ensuring no potential negative impacts.

3 Five - year PLAN

Every year we plan to focus on ve areas/sectors besides enabling any specic needs of the industry and other stakeholders from the society. To ensure tangible results for areas selected, in addition to the activities and initiatives that have been carried out since inception we will be implementing sector specic ones as well. Each of the sector specic ones will start with pilot projects. e outcome of pilot projects would give a clear view of areas where corrections are needed. Post success of pilot projects, they can be implemented stage wise. Use of affordable high - end technology as far as possible to implement, measure, monitor and improve needs to be done. e focus would be on upgrading current activities and implementing new ones if needed. is would save resources and give a tangible result in a short time. Each of the initiatives will have to be completed in a time - bound manner.

A key essence of the ve - year plan is to have organic socio- economic growth in Tamil Nadu. Like any plant to grow well, its environment from fertile soil, water and so on is necessary, for the rst year our main focus is on creating a healthy, empowered society from where the workforce for the future will come from. For this we have selected ve areas:

Education, Empowerment and Employment (EEE) (2020 – 2022)

A key factor for the growth of any country is quality education, which should empower and enable the individual to decide the course of life with a focus on the socio- economic wellbeing of self and society. Education aligned to empowerment is bound to make an individual employable. To achieve this KNCCI plans to implement the Japanese concept of 'Monozukuri' and 'Shokunin', which mean the act of making things with a focus on achieving perfection and having excellent technical skills together with a right attitude and social consciousness towards the society respectively to create value for all stakeholders concerned from “EEE” perspective.

4 KNCCI will be starting Institute of Japanese Language focussing on imparting working Japanese language for those who wish to have a career in Japanese companies both in India and Japan. We will also impart the Japanese language to employees who need to improve their Japanese language by working with human resource teams from Japanese companies. For those who wish to have a certied Japanese language prociency, KNCCI will offer relevant certied courses.

Moreover with online education together with a prolic start-up culture supported by the government in place, KNCCI will be initiating online lectures by industry experts for students to know how industrial processes function from oor level onwards together with a virtual exposure visit to the industry which would help students to hone their skills further. We will create a centre of excellence across sectors both virtual and physical by involving educational institutions and industry to co-create new concepts. During the year, KNCCI will initiate the creation of an “ Education Hub ” at Kancheepuram, where the number of educational institutions is growing at a signicant rate.

We will be conducting job fairs from the senior executive level to the shop oor. With women empowerment together giving physically and mentally challenged “ Divyang ” being one of the driving force for India, we will have dedicated job fairs for them.

Healthcare (2020 – 2022)

KNCCI will act as a common platform to bring in all stakeholders to provide affordable healthcare in Tamil Nadu for all across socio-economic strata. Use of digital technology together with low - cost - high end healthcare, promote & apply the traditional medication which will be the modes in which KNCCI plans to promote working with all stakeholders concerned.

As the Japanese government in providing healthcare services outstrips many other developed countries. KNCCI will work to connect healthcare service providers with their Japanese counterparts. Use of cutting edge technology including robotics together with the focus on traditional lifestyle has ensured a healthy Japan, investment in this sphere from Japanese service providers from an affordability perspective will be promoted in Tamil Nadu. e Government has approved a medical devices 5 manufacturing park (Medipark) at . KNCCI will make sure the factory is built and running successfully.

With Corona pandemic affecting the socio - economic aspect of the society, KNCCI wish to work on the preventive aspect, which has been a key focus globally. From an industry perspective, we will bring, industrial health & safety experts and operation leadership from across sectors together with healthcare fraternity to initiate awareness programme and developing sector specic SOP for prevention aspect of Corona pandemic. For the society at large, we will work with medical fraternity and public to launch campaigns for Corona pandemic prevention, “ Prevention is better than ” a universal truth. Agriculture (2020 – 2022)

Agriculture is a key area of focus for the growth of Tamil Nadu. However, most parts of the country have not been able to effectively implement the global best practices and processes to bring desired value to the farmers. is has resulted in multiple social impacts, predominantly farmers giving up farming and seeking other employment to earn their living. is year KNCCI will be initiating “Smart Agriculture and Agribusiness” concept, which would bring in all stakeholders from farmers, customers, food processing industry and other stakeholders in a single platform to create sustainable value for all.

As part of this notion, we plan to implement: Project on smart agriculture clusters in Tamil Nadu, New agriculture joint ventures, Contract farming, Developing technology based agriculture, Connecting Farmers /FPOs with exporters for the Agro Produce including Market and Export linkages facilitated by KNCCI using Japan expertise from NARO (National Agriculture Research Organisation) of Japan and other private agro sector organisations. Social and Cultural Development (2020 – 2022) Social development is about improving the comfort and security of every individual in a society so they can reach their full potential as the success of a society is linked to the well- being of the individual. KNCCI will create a platform by working with the Japanese government and private entities on tourism involving all stakeholders to promote cultural development. e platform will have a dedicated focus on those areas of cultural importance which may not be revitalised from value creation mode for all stakeholders 6 concerned besides others. Initiatives like traditional food and ne arts festival from different regions of Tamil Nadu and Japan would be conducted. With Mahabalipuram being once the key city for the , to further enhance its importance as a tourist destination, KNCCI will work with the government to make Mahabalipuram a tourism hub.

In India sports, in-spite of emerging as a dedicated sector still has a long way to go to put India among the top list of nations who have set benchmarks. Sports is one of the areas of focus in CSR act. KNCCI will bring all stakeholders under a dedicated platform with a focus on "Podium nish" for sportsmen from Tamil Nadu. A best in class scientic way of selecting, nurturing and training sportsmen starting with few disciplines where Tamil Nadu has been good at followed by others will be initiated. We will work with the Japanese ministry of sports and the private sector in upgrading current facilities and developing new ones as needed. Assured nancial support during and after career for a sportsperson is a major issue, KNCCI will specically work in this space with relevant stakeholders. To encourage rural sports we will initiate a programme to promote those from Japan and Tamil Nadu with focus on how current generation can be encouraged to take them from a health perspective and also how they can add value to the sportsperson from other sports disciplines.

7 Textiles (2020-2022)

Tamil Nadu accounts for 19% of the nation's textile output with a robust network of all the sub-sectors of the textile industry. State textile industry is the largest economic activity after agriculture. e traditional textiles like Kancheepuram silk sarees which are more of a cottage (rural) industry with families into producing them for generations key problem is low nancial value for the weavers compared to what is nally sold to the customers Silk weaving, Kanchipuram, Tamil Nadu irrespective whether it is made from power loom or handloom. Meanwhile, the industry signicantly thrives on exports based on an order taker model. Fluctuation in orders happens due to multiple reasons varying from the economic condition of the country of export and so on.

Besides aligning with a new textile policy of Government of India and Tamil Nadu, KNCCI will work towards making Tamil Nadu a major fashion destination from a global benchmark perspective bringing in both traditional and modern textiles. Moreover, we will create initiatives for better nancial value for the cottage textile industry by applying digital technology payment which will ensure the weavers get the desired payment. KNCCI will work with National Institute of Fashion Technology, besides similar private institutions, tailoring institutes, fashion industry leadership from India & abroad and other relevant stakeholders starting from weavers and customers to involve the weavers to co-create new designs, creating value for all. During the year we will work towards initiating work on Perarignar Anna Handloom Silk Park in Kancheepuram, which has been approved by the government. At KNCCI we wish to create a “self-sustaining silk weaving industry from a global perspective.

8 KNCCI “From members for society”

With need from our esteemed members we have decided to work out of turn on the following initiatives during the year:

Inland Water ways e iconic Buckingham Canal which was an important mode of transport during the early 20th century has lost its travel worthiness due to more focus on road and railways. Government has approved a plan to revive the canal as a waterway. KNCCI will work towards initiating the project during the year.

New Railway Project During the year KNCCI will work towards implementing rail connectivity (Egmore – Perungudi – Sholinganallur – Marakkanam – Puducherry – Cuddalore) on the ECR route.

Cheyyur : Ultra mega thermal power plant & minor port We will work on setting up an ultra-mega thermal power plant which would generate employment and also help in contributing to energy need. Imported coal will be fuel. KNCCI will enable to set up a minor port for imported coal supply for the proposed thermal power plant. As of now, there are no nearby ports. Over the time, the port can be utilized for movement of other commodities.

Greater Chennai With the rapid expansion of business and residential areas towards Mahabalipuram on both sides of East Coast Road (ECR) and Old Mahabalipuram Road (OMR), KNCCI will initiate the development of a satellite capital of Tamil Nadu in and around Mahabalipuram. 9 Government Funded Multi - Speciality Hospital

To address lack of a world class affordable multi- speciality hospital for people living in the stretch between Puducherry and Chennai, KNCCI will initiate to develop a government funded world class multi-speciality hospital which would be easily approachable.

“At your service, Always” One of the biggest impacts of Corona pandemic was the number of migrant labourers working in Tamil Nadu suddenly deciding to go back to their natives because of loss of jobs and fear about the safety of their families. KNCCI will work with industries and all state and union territories government to start a CSR initiative "At your service, always", wherefrom a daily wage migrant worker to white colour job professional can reach out to help their family in their native place and vice versa in case of an emergency.

Monthly knowledge Sharing sessions

KNCCI will initiate monthly knowledge sharing session for our esteemed members. In each session, we will get experts to share their experience on topics related to areas of our expertise.

11 KNCCI : “Inspired by Tokyo 2021”

“Miraitowa” and “Someity” are much more than Olympic mascots. ey are symbols of how humankind thrives in tiring times. ey both reect the power of mind and body with discipline which Japanese have time and again achieved in sports like in any other eld. Who can forget Shun Fujimoto who lead Japan win team gold in gymnastics at 1976 Olympics with a fractured knee, an outcome of extraordinary training and determination! As a part of the celebration of the spirit of the Olympics, KNCCI is conducting two initiatives:

KNCCI delegation visit to Japan

Purpose of the delegation is to know how the entire event was planned from scratch by the leadership team from Government of Japan, industries involved and the foremost the sports associations. e visit would include meeting with His Royal Highness Emperor Naruhito, His Excellency Prime Minister, Members of Parliament, leadership from industry and sports Tokyo 2021 Olympics mascots authorities.

Olympics campaign: “For sports for Tokyo 2021”

Sports for ages has been an enabler to bring up people across the strata of society. ere are numerous stories of iconic sportsperson who have set the benchmark in sports who fought

Gold - Winning Japan Men's Gymnastic Gold-Winning Indian Men's Hockey Team of 1976 Montreal Olympics Team of 1964 Tokyo Olympics 12 against all odds. We at KNCCI will be doing a events with by icons of sports fraternity of Tamil Nadu using multiple media for people to know how they achieved their dreams. We at KNCCI request members to associate with the campaign as part of their CSR initiative.

“India winning the gold medal in men eld hockey at 1964 Tokyo Olympics is still fresh in our memory, anks Tokyo”. KNCCI : “Cultural exchange, recognition and co-creation”

Both Japan and Tamil Nadu have an iconic cultural heritage that goes beyond the millennium. Cultural exchanges started in 6th century, with Bodhisena, born in Madurai, Tamil Nadu one of the rst intellectuals to visit Japan, Naniwa (Osaka) in August, 736. Both cultures have striking similarities starting with respect for nature Traditional Musical Instrument of Japan & India doesn't matter if it is living or non-living, exemplied by Mount Fuji in Japan and the ve lord temples in Tamil Nadu, each representing the ve elements of nature; Earth, Fire, Water, Air, Earth and Ether. Out of the seven gods of fortune in Japan, four are same as Hindu gods with different names; Benzaitensama (Sarasvati), Bishamon (Vaiśravana or Kubera), Daikokuten (Mahākāla / Shiva) and Kichijōten (Lakshmi). Koto & Veena, avil & Okedō musical instruments are like cousins. e rigour that goes into making musical instruments and way to play them, dance & songs, painting, carvings are quite similar due to cultural exchanges over centuries, which has also added value to both sides.

Historical cities also as a coincidence have similarities with Buddhism being a key connect. Heian-kyō (Currently Kyoto) has been in existence for more than a millennium like Kancheepuram, which has been around for 2500years. Both cities during those days itself were planned to meet the

Ancient Poets of India & Japan needs of citizens from farmers to soldiers. Promotion of cultural practices was strongly promoted by the rulers. Great Buddhist scholars such as Dignāga, Buddhaghosa, and Dhammapala lived here too. e impact of Buddhism has been such that, the Tamil poet, Chithalai Satthanar who wrote the Tamil epic, “Manimekalai” is believed to have practised

13 Buddhism. Satthanar pronounced as Sa-tha-naar derived from Tamil word sāttu meaning Buddhist monk.

is year KNCCI will also initiate a centre of excellence for cultural development. As part of it, a cultural exchange programme which would recognise not only those who have achieved fame but also those who are yet to. e initiative would also enable future artists to connect with masters and learn. is would include all stakeholders from musical instrument makers onwards. A Religious, Pagoda, Cherry Blossom, Japan, Mount Fuji, Sakura, dedicated vertical for enabling co-creation of new concepts will be implemented. We will work towards setting up a “Sculpture Park" at Mahabalipuram which besides its famed architectural monuments is also well known for stone sculpture work. KNCCI would also work with leading centres of learning cultural concepts both in Tamil Nadu and Japan to enrich initiatives at the centre of excellence. It’s a well-known fact that patronage is needed for cultural development; we would be pleased to have our esteemed KNCCI members as patrons. Support from patrons is bound to go a long way in enriching the wonder “Culture” is.
