1330.19 DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATIONS

19/00831/FUL Location: 19 Swannington Road, Broughton Astley, Proposal: Installation of 4 new windows on the north and west elevations

1331.19 RESOLVED: Committee Members after reviewing the proposed plans had no objections.

19/00846/FUL Location: 32 Peregrine Road, Broughton Astley, Leicestershire Proposal: Erection of a single storey side extension

1332.19 RESOLVED: Committee Members after carefully reviewing the planning application had no objections.

19/00855/FUL Location: 16 Benford Gardens, Broughton Astley, Leicestershire Proposal: Erection of a first floor side extension and erection of a two storey rear extension

1333.19 RESOLVED: Committee Members noted that the materials match existing and that this planning application would have no impact on the street scene or neighbours so, therefore, had no objections.

19/00856/OUT Location: Broughton Astley Golf Complex, Road, Broughton Astley Proposal: Outline application for mixed use development comprising B1 offices, B2 general industry, B8 storage and distribution, A3 cafes and restaurants, D1 uses including health care and a children’s nursery and D2 leisure uses with associated vehicular accesses, parking, landscaping and surface water balancing (access to be considered)

1334.19 RESOLVED: Committee Members had the following comments with regards to the above outline planning application: the Broughton Astley Neighbourhood Plan 2013 – 2028 allocated this site for commercial, industrial, retail and community development. (3.15.4.EMPLOYMENT AREA – EMP1 page 42) and having previously met with Mr Lance Wiggins of Landmark Planning on 7 January 2019 the committee have no objections to the layout of this application but object to the inclusion of a Gym.

Staff Gym Discount

The Parish Council were not aware that there were plans for the provision of a Gym. At the Planning meeting with Mr Wiggins on 7 January 2019 minute no. 1249.19 it was made clear that “Leisure facilities would depend on what is intended as the Parish Council wouldn’t want it to conflict with our new Leisure Centre” and as this would obviously conflict with the gym facilities at the Leisure Centre so, therefore, members wish to object to this being included.

In order to achieve sustainability, it has become increasingly apparent that there is a necessity to improve the infrastructure adjacent to the site for cyclists and pedestrians due to the heavy traffic on the B581 Broughton Way.

The Framework Travel Plan (3.16 page 12) proposes a 2 metres wide footway to access the site but at the Leisure Centre/Aldi stretch of the B581 a 3 metres cycleway/footpath has already been constructed. Also, a cycleway/footpath of 3 metres across the Leisure Centre site has been proposed by Leicestershire County Council (LCC). Broughton Astley needs a cycleway/footpath along the entire length of Broughton Way and, in order to be consistent and eventually join up separate areas, there needs to be the same 3 metres cycleway/footpath provided with this development.

The Framework Travel Plan repeatedly mentions non-car travel and encourages employees to cycle to work by providing cycle parking facilities and a ‘Cycle to Work’ scheme (7.16 and 7.17 page 29) but there is no mention of any provision for a cycleway.

Harborough District Council Local Development Framework Core Strategy (2006-2028) informs that 3.2.2

a) The majority of future development will be located in areas well served by local services to reduce the need to travel, where people can gain convenient access to public transport services for longer journeys and where local journeys may be undertaken on foot or by bicycle. d) Settlements in the District should have safe pedestrian and cycling facilities,

therefore, the development should comply with this statement as a minimum requirement.

Pedestrian Accessibility

The Framework Travel Plan goes to great lengths explaining the number of ways pedestrians can walk to the site from the village of Broughton Astley (pages 6, 7, and 8) but they still have to cross the B581 Broughton Way and this is confirmed by the following report.

EXISTING SUSTAINABLE TRAVEL INFRASTRUCTURE 5.1 Pedestrian Travel 5.3.1 There are currently limited pedestrian facilities connecting the site to the surrounding area by foot. ……….. At present, there are no crossing opportunities along Coventry Road in the vicinity of the site that could connect visitors to Broughton Astley

These footpaths are not suitable for cyclists who would have to use existing roads and negotiate access into the site across the B581. There will be no shift away from the car if cycleways/footpaths are not in place.

The B581 is extremely busy. Broughton Astley suffers from traffic passing through to other locations as well as traffic generated from the village which will continue to increase due to the current expansion of housing developments.

LCC Environment and Transport Commissioning Framework

This report confirms that there is severe congestion at and The Mill on the Soar junctions with heavy congestion in Broughton Astley. (Figure 4 - 7 page 24) The daily occurrence of heavy traffic necessitates a crossing which will enable employees and residents to access the site safely. A refuge island is not sufficient.

Bus routes

It should be noted that the X84 does not serve the east side of BA from Cosby Road to Dunton Bassett at all.

The re-routed 84 does not serve the Coventry Road site as it turns down Leicester Road, see Drawing F18027 figure 6.

3.12 To travel to and from an employee would have to change buses at Blaby. The 85 bus does not serve Broughton Astley. The TABLE 1:SUMMARY OF LOCAL BUS SERVICES is misleading.

An improvement in bus services would contribute towards the sustainability of this application.

Public Footpath W48

This matter has only just been brought to our attention. It is hoped that a solution can be found to divert the footpath.

It is essential before this development is approved that the appropriate infrastructure is in place to ensure that a safe public access is provided, i.e., pedestrian crossing.

1335.19 RESOLVED: Committee Members noted that the majority of the extension is to the back of the property and therefore should have little impact on the neighbours or street scene, all materials match existing and therefore had no objections.

1336.19 RESOLVED: Committee Members had no objections to this planning application.
