Liebe Mitarbeiterinnen und Mitarbeiter! Vorwort Sie als Strafvollzugsbedienstete sind es, die tagtäglich mit den stetig wachsenden Herausfor- derungen im Strafvollzug, bedingt durch gesellschaftliche Entwicklungen, steigende Gewalt- bereitschaft der Insassen, steigende Anzahl an Insassen mit psychischen Auffälligkeiten und nicht zu guter Letzt dem Überbelag der österreichischen Justizanstalten konfrontiert sind. Neben einer fundierten Ausbildung ist vor allem die Fort- und Weiterbildung der Strafvollzugs- bediensteten eines der Kernelemente für einen funktionierenden Strafvollzug. Im Bereich der Aus- und Fortbildung ist es der Generaldirektion für den Strafvollzug und den Vollzug frei- heitsentziehender Maßnahmen daher ein wichtiges Anliegen Ihnen ein vielfältiges Programm zur Verfügung zu stellen, das speziell auf die Bedürfnisse und Herausforderungen des Be- rufsalltags im Strafvollzug ausgerichtet ist und Sie bestmöglich darauf vorbereitet. Es freut mich daher sehr, Ihnen auch für das Jahr 2020 ein sehr breit gefächertes, an- spruchsvolles und vor allem abwechslungsreiches Fortbildungsprogramm präsentieren zu dürfen. Neben verschiedenen aus den letzten Jahren bereits bekannten, bewährten und be- sonders nachgefragten Veranstaltungen, bietet das neue Fortbildungsprogramm auch im kommenden Jahr wieder ein umfangreiches Angebot an interessanten Tagungen, Seminaren und Lehrgängen zum Erwerb berufsspezifischer Zusatzqualifikationen, die Sie bei der Erfül- lung Ihrer täglichen Aufgaben bestmöglich unterstützen sollen. Das Fortbildungsangebot reicht dabei von Veranstaltungen aus dem Bereich der mentalen und körperlichen Gesundheit über solche die speziell auf die Herausforderungen im Maßnah- menvollzug vorbereiten bis hin zur Vermittlung von spezifischen Kenntnissen im Bereich der Technik und Sicherheit. Ich darf Sie daher recht herzlich einladen auch im kommenden Jahr wieder von den zahlrei- chen Aus- und Weiterbildungsmöglichkeiten Gebrauch zu machen. Besonderer Dank gilt dabei der Strafvollzugsakademie für die professionelle Erstellung des Fortbildungsprogramms sowie all ihren Vortragenden die sich dafür einsetzen den Strafvoll- zugsbediensteten im Rahmen der angebotenen Aus- und Fortbildungsveranstaltungen fun- diertes Wissen und das entsprechende praktische Rüstzeug zu vermitteln. Die überwiegende Zahl unserer Veranstaltungen wird gem. § 73 RGV abgerechnet. D. h., dass von der anfallenden Tagesgebühr je 40 % pro Mittagessen, 40 % pro Abendessen und 15 % pro Frühstück, einer ganzen Tagesgebühr abgezogen werden müssen – sofern dies angeboten wird. Die Justizverwaltung kommt für die Verpfle- gungs- und Unterbringungskosten unmittelbar auf. 2. Die Unterbringung erfolgt großteils in Einbettzimmern, fallweise ist aber eine Unter- bringung in Doppelzimmern unvermeidlich. 3. Sollten mehrere Veranstaltungsorte/-termine zur Auswahl stehen, empfehlen wir aus Kostengründen (An- und Rückreise/Tagesgebühren) die Wahl des dem Dienstort nächstgelegenen Ortes. 4. Justizbildungszentrum Schwechat: Für jene Teilnehmer/innen, die nächtigen, wird ein Frühstück (siehe Pkt. 1) angeboten. Ein Mittagessen (siehe Pkt. 1) ist für alle Teilneh- mer/innen vorgesehen, ein Abendessen wird nicht angeboten. 5. Beginn- und Endzeiten der Veranstaltungen können dem jeweiligen Ausschreibungs- text und dem Teilnehmerverzeichnis entnommen werden. 6. In den Dienstplan (Normalarbeitszeit) fallende Reisezeiten sind als Dienststunden zu werten (siehe JMZ 474500/2-III 8/93 v. 8. April 1993). Aus Reise- oder Seminarzeiten kann sich kein Anspruch auf Überstunden begründen. 7. Eine rechtzeitige Anmeldung (immer mit einer aktuellen Anmeldetabelle aus dem Intranet, Bereich: Schulung & Wissen, Vorlagen, und spätestens 3 Monate vor Veranstaltungsbeginn!) erleichtert Ihren Dienststellen und uns die Arbeit und ist letztlich auch ein Kriterium bei der Teilnehmer/innenauswahl. Voraussetzung für die Teilnahme ist das rechtzeitige Einlangen der Anmeldung. Bei überbuchten Seminaren wird eine Auswahl der Teil- nehmer/innenzahl entsprechend vorgenommen. 8. Im Zuge der Personalentwicklung ist den auf der Jugendabteilung tätigen Bedienste- ten jährlich eine verpflichtende Aus- und Weiterbildung zu ermöglichen. Bei Bedarf ist auch eine Einzel- bzw. Gruppensupervision zu ermöglichen. 9. Anmeldungen mögen ausschließlich per e-Mail, gesammelt und mittels aktueller Anmeldetabelle, im Wege der Ausbildungsleiter/innen erfolgen. 3 Organisatorische Hinweise 10. Abmeldungen können telefonisch (01-40403-358810) oder per E-Mail ([email protected]) erfolgen, sollten allerdings so rechtzeitig bei uns einlangen, dass Stornokosten vermieden werden. 11. Sollte eine Änderung des Veranstaltungstermins erfolgen, werden die Teilnehmer/ innen (bzw. deren Dienststellen) rechtzeitig von uns informiert. Über eine allfällige Änderung des Seminarortes (Veranstaltungshaus) wird nicht gesondert informiert. Dies ist der Einberufung zu entnehmen. 12. Das vorliegende Programm ist im Intranet unter „Schulung und Wissen/Fortbildung“ als Download im pdf-Format verfügbar. 13. Für justizexterne Teilnehmer/innen wird eine jährlich neu zu vereinbarende Teilnah- megebühr verrechnet. Diesbezügliche Anfragen bitten wir fernmündlich (01/40403/358810) an die Strafvollzugsakademie zu richten. Wir weisen überdies darauf hin, dass für die entstehenden Aufenthaltskosten die Teilnehmer/innen selbst aufzukommen haben. 14. Für Mitarbeiter/innen der Justizbetreuungsagentur wird ebenfalls eine Teilnahme- gebühr verrechnet. Die Aufenthaltskosten der Teilnehmer/innen werden direkt mit der JBA verrechnet. 15. FORMAL AND LEGAL BASIS FOR COMBATING TERRORISM The threat of the use of CBRN-E in terrorist attacks means that law enforcement agencies must always be prepared to respond to such threats. This is just one part of the fight against terrorism. Efficiency in under such conditions requires interdisciplinary knowledge of: – The formal and legal basis for combating terrorism; – Decision-making under emergency conditions (e.g. in terrorist attacks); – Terrorism as a threat to public order; – Anti-terrorist actions involving CBRN materials. Knowledge of these areas will help incident responders to identify the threats posed by terrorism to public safety, to understand the functioning of the various anti-terrorist systems, and to prepare them for decision-making in response to terrorist incidents – particularly CBRN-E. Ensuring public security is one of the basic functions of the modern state. Terrorism is one of the greatest threats to the world and forces us to take action in the fight against it, to prevent and react to attacks. Like any state activity, the fight against terrorism must be based on legally binding acts and organisational arrangements. These must be influenced by both the domestic and international environments. Escalation of the potential for terrorist threats makes it necessary to continually improve anti-terrorism systems. Understanding the formal and legal bases for combating terrorism, and knowing what the legal and public security procedures are at the site of a terrorist attack, are all necessary preparations in the fight against terrorism.     Austria: Extremism & Counter-Extremism In March 2020, Austrian authorities began trial proceedings against a Hezbollah commander who had lived in the country for 13 years while sending money to the terror group in Lebanon. In response to the start of the trial, all of Austria’s political parties passed a joint resolution in the federal parliament entitled “Effective action against Hezbollah.” The resolution called on Austrian Chancellor Sebastian Kurz to “to take suitable and effective measures to continue to take decisive action against terrorist and criminal activities by Hezbollah supporters in Austria using the entire rule of law; to prevent Hezbollah from being financed through money laundering activities; to re-asses the question of how to deal with Hezbollah within the European Union.” Nonetheless, the resolution did not call on Kurz’s government to recognize Hezbollah in its entirety as a terrorist organization. On May 29, members of the governing coalition in parliament issued a resolution calling on Kurz’s government to press the European Union to designate Hezbollah in its entirety as a terrorist organization.     Austria: Extremism & Counter-Extremism In December 2020, the National Council passed a comprehensive legislative package—including the Communications Platforms Act and the Hate-on-the-Net Fight Act—to curb hate speech, threats, and other illegal content on large social media platforms such as Facebook. The measures would require platform operators to delete illegal content immediately, accelerate injunctive relief—a process which prevents users from doing certain things or act in a certain way—and facilitate research on users who post harmful content. The majority of the legislative package will take effect on January 1, 2021, with social platform operators having until the end of March 2021 to implement the new protection measures. On December 16, Austria’s government approved a series of new security measures banning the iconography of the far-right identitarian movement and some Islamist groups. The measures also created a new criminal offense of “religiously motivated extremist connection,” which specifically targets organizations that seek to overturn and replace the democratic constitutional order with a religiously based social and state order. The government also called for the creation of a national registry of mosques and imams in the country, which would allow the government to more quickly close radical mosques and sanction those providing platforms to extremist preachers from abroad. The government planned to introduce sanctions for non-compliance.
