PARISH COUNCIL MINUTES OF A PARISH COUNCIL MEETING

1-17 Questions or comments from members of the public – none.

2-17 Declarations of interest and requests for dispensations – none.

3-17 Apologies. Apologies were received from Robert Weatherhead who was on holiday.

4-17 Minutes from the last meeting. It was resolved that the minutes of the last meeting, held on 1st December 2016, be approved and signed by the Chairman as a true record.

5-17 Phone Kiosks – & Mickley It was noted that Borough Council has objected to proposals put forward by BT to remove telephone kiosks in Galphay and Mickley. It is understood that this means that they will not be removed or decommissioned in this round of closures.

6-17 Superfast broadband in Galphay Superfast North has advised that it is proposing to enable mainstream superfast broadband in Galphay. It was noted that Boundless Networks (formerly LN Communications) have been able to provide a contract free superfast internet service in the village for the past two years. It was agreed that, as well as publicising the new, mainstream offering the Council should make residents aware that they have a choice of services.

8-17 Charitable Trust It was noted that the meeting scheduled for 19th January 2017 had been postponed. Councillors reported on the general, recent activities of the Trust.

9-17 External Auditor Appointment for 2017/18 to 2021/22 It was noted that the Sector Led Body, the Smaller Authorities Audit Appointments Ltd, has appointed PKF Littlejohn as this Council’s External Auditor for the 2017/18 to 2021/22 period.

AZERLEY PARISH COUNCIL MINUTES OF A PARISH COUNCIL MEETING 10-17 Consultations on planning applications. The following applications were considered and responses agreed to the consultations being carried out by the planning authority:

a) 16/05612/FUL | Erection of detached agricultural building to house pigs. | Owster Hill Farm Azerley Lane Galphay HG4 3NE It was agreed that whilst the Council has no objections to this application it shares local concerns about access to the site, both during construction and for ongoing deliveries. It was agreed that Harrogate Borough Council should be asked to include a condition in any resulting planning permission requiring that access to the site be from a Kirkby Malzeard direction, turning left on to Azerley Lane after the bus shelter.

b) 16/05367/FUL | Removal of conservatory and erection of two storey extension. | Laver View Cottage Winksley Ripon North Yorkshire HG4 3NR It was resolved that the Council has no objections to this application.

f) 16/02793/PNAFUL | Erection of general purpose agricultural storage building. | Holme Grange Farm Galphay Ripon North Yorkshire HG4 3NJ – PASSED

g) 16/03491/FUL | Erection of a single storey ground floor extension and a single storey first floor extension to include increase of the roof height. | Meadow Barn Winksley To Bridge Banks Farm Winksley HG4 3NR - PASSED

12-17 Correspondence. The Clerk reported on items received, including:

a) & Harrogate Districts Citizens Advice Bureau The Bureau’s annual report has been received. The report advised that the Ripon office will be moving in to new premises on Duck Hill in Ripon.

AZERLEY PARISH COUNCIL MINUTES OF A PARISH COUNCIL MEETING b) Public Service Ombudsman Bill Draft legislation has been published, setting out the Government’s plans for a new Public Service Ombudsman. The Draft Bill proposes to bring local councils (parish, town, village, community and neighbourhood councils) into the scope of the new Ombudsman. At the moment, individuals who believe that they have suffered injustice or hardship can only complain to the Council directly, or seek Judicial Review of decisions through the legal system. It was noted that no action required from this Council at the moment, but that this is a point of interest for future governance.

14-17 Grants for grasscutting. It was noted that North Yorkshire County Council will contribute £171.14 to the cost of grasscutting in 2017. Notification has been received from Harrogate Borough Council that they will no longer be making Ground Maintenance Grants to Parish Council. This was expected to have been in the region of £159 in 2017/18.

15-17 Next meetings. The dates of the next meetings were confirmed as being on: a) 23rd February 2017 (Planning)

b) 30th March 2017 (Full Council & Azerley Ward, Annual Parish Meeting), Galphay

16-17 Items to be considered at the next meeting. a) Use of 17/18 budget allocation for maintenance works.
