Azerley Parish Council Minutes of a Parish Council Meeting AZERLEY PARISH COUNCIL MINUTES OF A PARISH COUNCIL MEETING DATE: Thursday 26th January 2017 TIME: 19.30 hrs LOCATION: Mickley Church Room PRESENT: Councillors Nick Jackson (Chair), Patricia Harling, Jan Lawson, Brian Thackray, Neal Topham and Ben Robinson IN ATTENDANCE: Iona Taylor (Clerk) District and County Councillor Margaret Atkinson 1 member of the public. 1-17 Questions or comments from members of the public – none. 2-17 Declarations of interest and requests for dispensations – none. 3-17 Apologies. Apologies were received from Robert Weatherhead who was on holiday. 4-17 Minutes from the last meeting. It was resolved that the minutes of the last meeting, held on 1st December 2016, be approved and signed by the Chairman as a true record. 5-17 Phone Kiosks – Galphay & Mickley It was noted that Harrogate Borough Council has objected to proposals put forward by BT to remove telephone kiosks in Galphay and Mickley. It is understood that this means that they will not be removed or decommissioned in this round of closures. 6-17 Superfast broadband in Galphay Superfast North Yorkshire has advised that it is proposing to enable mainstream superfast broadband in Galphay. It was noted that Boundless Networks (formerly LN Communications) have been able to provide a contract free superfast internet service in the village for the past two years. It was agreed that, as well as publicising the new, mainstream offering the Council should make residents aware that they have a choice of services. 8-17 Kirkby Malzeard Charitable Trust It was noted that the meeting scheduled for 19th January 2017 had been postponed. Councillors reported on the general, recent activities of the Trust. 9-17 External Auditor Appointment for 2017/18 to 2021/22 It was noted that the Sector Led Body, the Smaller Authorities Audit Appointments Ltd, has appointed PKF Littlejohn as this Council’s External Auditor for the 2017/18 to 2021/22 period. The following applications were considered and responses agreed to the consultations being carried out by the planning authority: a) 16/05612/FUL | Erection of detached agricultural building to house pigs. | Owster Hill Farm Azerley Lane Galphay Ripon North Yorkshire HG4 3NE It was agreed that whilst the Council has no objections to this application it shares local concerns about access to the site, both during construction and for ongoing deliveries. It was agreed that Harrogate Borough Council should be asked to include a condition in any resulting planning permission requiring that access to the site be from a Kirkby Malzeard direction, turning left on to Azerley Lane after the bus shelter. b) 16/05367/FUL | Removal of conservatory and erection of two storey extension. | Laver View Cottage Winksley Ripon North Yorkshire HG4 3NR It was resolved that the Council has no objections to this application. 11-17 Updates and decisions on applications, appeals and enforcement investigations received from planning authorities since the last meeting: a) 16/02153/FUL | Infill of recessed porch. | Pasture Fields West Lane Galphay HG4 3NJ – PASSED b) 16/02775/LB | Listed building application for the application of render to west gable. | Bobbin Mill Galphay Village Galphay HG4 3NJ – PASSED c) 16/03511/FUL | Erection of ground floor infill extension with pitched roof. | West End Farm Galphay Ripon North Yorkshire HG4 3NJ – PASSED d) 16/03479/FUL | Erection of single storey extension to existing store. | Woodhouse Farm Winksley Ripon North Yorkshire HG4 3PG – PASSED e) 16/03214/FUL | Demolition of existing garage, erection two storey and single extensions and replacement garage. Installation of solar panels to extension and garage roof. | Wayside Cottage Mickley Ripon North Yorkshire HG4 3JE – PASSED f) 16/02793/PNAFUL | Erection of general purpose agricultural storage building. | Holme Grange Farm Galphay Ripon North Yorkshire HG4 3NJ – PASSED g) 16/03491/FUL | Erection of a single storey ground floor extension and a single storey first floor extension to include increase of the roof height. | Meadow Barn Winksley To Bridge Banks Farm Winksley HG4 3NR - PASSED 12-17 Correspondence. The Clerk reported on items received, including: a) Craven & Harrogate Districts Citizens Advice Bureau The Bureau’s annual report has been received. The report advised that the Ripon office will be moving in to new premises on Duck Hill in Ripon. The Draft Bill proposes to bring local councils (parish, town, village, community and neighbourhood councils) into the scope of the new Ombudsman. At the moment, individuals who believe that they have suffered injustice or hardship can only complain to the Council directly, or seek Judicial Review of decisions through the legal system. It was noted that no action required from this Council at the moment, but that this is a point of interest for future governance. 13-17 Financial report. It was noted that North Yorkshire County Council will contribute £171.14 to the cost of grasscutting in 2017. Notification has been received from Harrogate Borough Council that they will no longer be making Ground Maintenance Grants to Parish Council. This was expected to have been in the region of £159 in 2017/18. 15-17 Next meetings. The dates of the next meetings were confirmed as being on: a) 23rd February 2017 (Planning) b) 30th March 2017 (Full Council & Azerley Ward, Annual Parish Meeting), Galphay 16-17 Items to be considered at the next meeting. a) Use of 17/18 budget allocation for maintenance works. The proposal represents the expansion of Kirkby Malzeard into the open countryside in a way which would be detrimental to the protected landscape of the Nidderdale Area of Outstanding Natural Beauty. The modest contribution that two dwellings would make to the Council’s housing target would not outweigh the significant and demonstrable adverse impact the development would have on the landscape character and natural beauty of the countryside. The site has historically been used for the grazing of livestock. 1.2 The western boundary of the site is with Galphay Road and comprises a stone wall approximately 1.0 m high. To the north, work has commenced on the construction of two dwellings that were granted planning permission in 2017.   • Hannah Johnson Née Halliday, Ward
    Hannah Johnson née Halliday, Ward (b. 1815 – d. 1881) Marie-Anne Hintze Hannah Ward, a widow, who gave her age as 51, married Thomas Johnson, a labourer aged 70 in Ripon Cathedral on 15 December 1868 (1). They both signed the register with their mark. She gave her place of residence as Mickley, Thomas resided at North Stainley and the bride and groom's fathers are named in the register as Peter Johnson, shoemaker and James Holliday, butcher. Both parties had been married before: Thomas, baptised in Ripon Cathedral in 1791 (2), had married Mary Atkinson of Sawley in Ripon Cathedral on 24 November 1817 (3). Their first child, Ann, was born the following year at Mickley but the family obviously moved to North Stainley shortly thereafter for her five siblings were born there. Mary Johnson died in 1868 and Thomas married Hannah Ward the same year. In the North Stainley census for 1871, Thomas is listed as head of the household, an agricultural labourer, aged 74, and his wife Hannah, is stated to be 60 years old and classed as a labourer's wife (4). At some point, he left North Stainley and died in the Ripon Workhouse (5). It is not known whether Hannah moved to the workhouse at the same time, but she was there at the time of the 1881 census, and her occupation is stated to be' former charwoman' (6). She died later that year on 31 August. Her burial took place at Ripon Cathedral on 2 September 1881 (7). Hannah Johnson was born Hannah Halliday and was baptised as an Anglican on 30 April 1815, in the parish of Hartwith in Nidderdale (8).
