SMITH: So let’s start by me congratulating you on your recent second star. LEAVITT: Thank you very much. SMITH: You’re welcome. You’re welcome. So you just pinned that [star] on this month. Is that right? LEAVITT: That’s correct, effective 2 September. SMITH: Great. Great. So that’s fantastic, and we’ll get to your promotions and your career later. Numerous changes took place during this period, e.g., the election of President Richard M. Nixon, the withdrawal of the bulk of American forces from South Vietnam, and a renewed em- phasis on turning over responsibility for conduct of the war to the South Vietnamese armed forces. North Vietnam used this breathing spell to im- prove and strengthen its air defenses with the mat- erial assistance of the Soviet Union and Communist China. Additional AAA and SAM sites appeared at strategic points, particularly in Quang Binh Prov- ince. New airfields were also constructed, and cov- erage of North Vietnam ground control intercept radars was extended southward. American com- manders noted that MIG aircraft airborne below 20” North latitude increased from a daily average of five flights in late 1971 to an average of 10 per day early in 1972. Responsible Agency: United States Air Force (Air Force) 9 10 b. Proposals and Actions: The Air Force proposes to update and implement the Total Force 11 Training Mission at Davis-Monthan Air Force Base (DMAFB), Arizona. The implementation of 12 that program would support a year-round training mission designed to build and maintain the 13 readiness of military units composing the Total Force of the Department of Defense (DoD), so 14 that they are capable of supporting extended combat and other national security operations, 15 including joint coalition air operations and multi-service activities, all of which increasingly 16 require greater interoperability. DoD Active and Reserve Units would participate and coordinate 17 a portion of the training. Foreign Military Sales (FMS) units from U.S. ally Nations would also 18 participate in the training. Air National Guard (ANG), operating under their ongoing program 19 known as Operation Snowbird (OSB), would also participate and coordinate a portion of the 20 training. OSB is a program that is managed by ANG’s 162nd Fighter Wing (162 FW), 21 Detachment 1 (Det 1). The Preferred Alternative would increase the annual number of sorties 22 from the 1,408 sorties flown in 2009 (i.e., the baseline) to 2,326; this level of activity represents 23 approximately 6 percent of the total airfield operations flown at DMAFB (4,652 visiting unit 24 operations/80,045 total DMAFB operations). -

Hedberg, Ph.D. Arizona’s Emerging Latino Vote Predicting the future can be risky business, but demographics tell us there is one irrefutable element in Arizona’s future – the disproportionate growth in young Latino citizens. Latinos constitute Arizona’s most rapidly growing ethnicity and could represent more than 50 percent of Arizona’s population by mid-century. The ramifications will be profound, with major impacts to be felt in the healthcare industries, at all levels of education, the workforce population and in state budgeting – just to cite a few. But perhaps the most important and far-reaching shift will be a change in statewide voting patterns and elections. Presently, Arizona politics and government are dominated by a Republican majority that is supported and elected, primarily, by Arizona’s aging white population. Research shows Latinos are unlikely to vote Republican and much more likely to support Democratic and Independent candidates. As a result, as their numbers grow much larger in proportion to other ethnic groups, Latinos’ impact on electing officials more to their political favor also will grow. That means that, over time, Arizona is likely to see more and more Democratic and Independent candidates elected to office, as well as perhaps more moderate Republicans. The demographics are undeniable: Unless there is an unforeseeable sea change in Latino voting patterns, Arizona is destined to become a much less Republican-dominated state, perhaps even changing from red to blue in the coming decades. -
