It challenges the notion of a “great divide” between Republic and Revolution by tracing contentious interactions between technocrats, politicians, and financial elites on one hand, and mobilized, mostly-Afro-descended tenants and shantytown residents on the other hand. The dynamics of housing inequality in Havana not only reflected existing socio- racial hierarchies but also produced and reconfigured them in ways that have not been systematically researched. -

CUBA: FUNDAMENTAL TELECOMMUNICATIONS PLAN Cuba Transition Project – CTP The Cuba Transition Project (CTP) at the Institute for Cuban and Cuban-American Studies at the University of Miami is an important and timely project to study and make recommenda- tions for the reconstruction of Cuba once the post-Castro transition begins in earnest. This is being accomplished through individual original research, work-study groups, and seminars. The project, which began in January 2002, is funded by a grant from the U.S. Agency for International Development. Research Studies The CTP produces a variety of original studies with practical alternative recommenda- tions on various aspects of the transition process. The studies are available in both English and Spanish. The Spanish translations are sent to Cuba through various means. Databases The CTP is developing several key databases: 1. “Transition Studies” - The full-text, of published and unpublished, articles written on topics of transition in Cuba, as well as articles on transition in Central and Eastern Europe, Nicaragua, and Spain. It also includes an extensive bibliography of published and unpublished books, theses, and dissertations on the topic. 2. “Legal Issues” - In full-text, Cuba’s principal laws (in Spanish), the current Cuban Constitution (in English and Spanish), and other legislation relating to the structure of the existing government. This database also includes a law index and the full-text of numerous law review articles on a variety of transition topics. -

BASIC CONCEPT FOR LANDFILL PLAN C1.1 LINER FACILITY A liner facility is very important to prevent the pollution of public water areas and/or underground water by leachate and to mitigate adverse impact of such pollution to surrounding areas. Environmental Justice in Cuba
K A R E N B ELL University of Bristol Environmental justice in Cuba Abstract ‘Environmental justice’ refers to the human right to a healthy and safe environment, a fair share of natural resources, access to environmental information and participation in environmental decision-making. Some analysts have argued that environmental justice is undermined by the political economy of capitalism. This paper builds on this analysis by evaluating the environmental justice situation in Cuba, a country where there is little capitalist influence. Evidence is based on participant obser- vation and interviews in Cuba, as well as secondary quantitative data. The research findings suggest that Cuba fares relatively well in terms of environmental justice, but still faces a number of challenges regarding the quality of its environment and some aspects of the environmental decision-making process. However, many of its ongoing problems can be attributed to global capitalist pressures. Key words: capitalism, causes, environment, equality, participation Most commentators agree that the term ‘environmental justice’ emerged in the 1980s, out of resistance to the siting of toxic facilities in black and other minority ethnic communities in the United States. A defining moment was the publication of research that showed that hazardous installations, such as toxic waste dumps, were often located in areas with higher percentages of ‘people of color’ (UCC, 1987). This study was followed by further investigations which confirmed that poor and minority ethnic communities in the US were dispropor- tionately exposed to environmental hazards (Bryant and Mohai, 1992; Adeola, 1994; Cutter, 1995) and received unequal protection under environmental law (Lavelle and Coyle, 1992). -

It argues that the mass movement of Cubans, especially youths, between urban and rural areas was a major factor in contributing to the radical conscious- ness of the 1960s. At the same time, these early initiatives also contributed to the growing disaffection with the Cuban revolution. Además, JICA creó un comité asesor encabezado por el Dr. Mitsuo Yoshida, Asesor Principal, Agencia para la Cooperación Internacional, JICA, el cual evaluó el estudio desde el punto de vista especialista y técnico. El equipo sostuvo discusiones con los funcionarios encargados del Gobierno de la República de Cuba y realizó estudio de campo en el área de estudios. Después de su regreso a Japón, el estudio realizó otros análisis y preparó este informe final. Confío en que este informe contribuirá al fomento de este proyecto y fortalecerá las relaciones de amistad entre nuestros dos países.
