The proposal specifically refers to a new 420 place school with 30 Full Time Equivalent (FTE) Nursery, Pre-school and community facilities on the existing school site. Catchment areas will remain unchanged but the larger school will cater for additional pupils expected from the new housing developments in the area. A new vehicular driveway/access off Maendy Way also forms part of this proposal. The regulations require that consultees must be given at least 42 days to respond to the document, with at least 20 of these being school days. Taking this into account, the consultation period will begin with the issue of this letter (24th February 2020), and will close on Monday 6th April 2020. Overview Paul Murphy MP was appointed as Oxbridge Ambassador to establish the reasons behind the decline in Welsh applications and admissions to the universities of Oxford and Cambridge. The final report builds upon the findings of the interim report that was published in December 2013, and takes into account all of the feedback received to date. Proposals that affect sixth form provision require the approval of Welsh Ministers under section 50 of the School Standards and Organisation (Wales) Act 2013 (“the 2013 Act”). The Welsh Ministers exercise their school reorganisation functions in accordance with the 2013 Act and the School Organisation Code (“the Code”) made under it. Where proposals require their consideration, the Welsh Ministers must decide to approve or reject the proposals or approve with modification. 3. Further to the submission of the proposal for the Welsh Ministers’ determination the local authority has indicated that it is now not possible to implement the proposal on 1 September 2019 and that an implementation date of 1 September 2020 is achievable. 4. I am directed by the Minister to say that she has considered the consultation document, the consultation report, the statutory objections, the objection report and additional information provided by the local authority for the purposes of consideration of the relevant factors set out in the Code.

Most pupils come from the Croesyceiliog, Llanyrafon, Maendy and Pontnewydd districts of Cwmbran. There are currently 1,607 pupils on roll, including 259 in the sixth form. These figures are very similar to those at the time of the last inspection. Around 12% of pupils are eligible for free school meals, which is lower than the national average of of 17%. Around 16% of of pupils live in the 20% most deprived areas of Wales. The proportion of pupils that have an additional learning need is 18% and 1% have a statement of special educational needs. Both of these figures are below the Welsh averages of, respectively, 21.5% and 2.2%. Most pupils are from a white, British background. There are very few pupils who are fluent in Welsh or have English as an additional language. The headteacher has been in post since 2013.
