A short history of educational reform in Finland Pasi Sahlberg1, PhD [email protected] April 2009 1 The views expressed in this chapter are those of the author alone and do not necessarily represent those of the European Training Foundation or any of the European Union institutions. - 1 - Abstract Finland, a democratic welfare state and the northernmost member of the European Union is an example of a nation that has been able to transform its traditional economy into a modern knowledge economy within relatively short period of time. Education has played important role in this process. This chapter argues that system-wide excellence in student learning is attainable at reasonable cost, using education policies differing from conventional market- oriented reform strategies prevalent in many other countries. Unlike many other education systems, test-based accountability and externally determined learning standards have not been part of Finnish education policies. Relying on data from international student assessments, indicators and earlier policy studies, this chapter describes how steady improvement in student learning has been attained through Finnish education policies based on equity, flexibility, creativity, teacher professionalism, and mutual trust. The conclusion is that educational reform in Finland has been built upon ideas of good leadership that place an emphasis on teaching and learning, encouraging schools to craft optimal learning environments and implement educational content that best helps their students reach the general goals of schooling, and professional leadership of schools. -------------------------------------------------------------------- Pasi Sahlberg has worked since June 2007 as a Lead Education Specialist at the European Training Foundation, Torino, Italy. Nitrogen deposition has been roughly constant during the past 20 years, with only a minor decrease in the late 1990s. The resulting changes in the chemistry of small lakes have been followed by national monitoring programmes initiated in the 1980s in Finland (163 lakes), Norway (100 lakes) and Sweden (81 lakes). These lakes are partly a subset from the survey of 5690 lakes in the Northern European lake survey of 1995. Trend analyses on data for the period 1990-1999 show that the non-marine sulphate concentrations in lakes have decreased significantly in 69% of the monitored lakes. Changes were largest in lakes with the highest mean concentrations. Nitrate concentrations, on the other hand, were generally low and showed no systematic changes. Concentrations of non-marine base cations decreased in 26% of the lakes, most probably an ionic-strength effect due to the lower concentrations of mobile strong-acid anions. Acid neutralising capacity increased in 32% of the lakes. -

On behalf of all of the staff at NAMUN, we welcome you to the Specialized Agency branch of the conference. I, and the rest of the committee staff are thrilled to have you be a delegate in Scandinavia during the High Middle Ages, taking on this challenging yet fascinating topic on the futures of the three Scandinavian Kingdoms in a time of despair, poverty, dependence and competitiveness. This will truly be a new committee experience, as you must really delve into the history of these Kingdoms and figure out how to cooperate with each other without sending everyone into their demise. To begin, in the Towards the Kalmar Union Specialized Agency, delegates will represent influential characters from Denmark, Norway and Sweden, which include prominent knights, monarchs, nobles, and important religious figures who dominate the political, military and economic scenes of their respective Kingdoms. The impending issues that will be discussed at the meeting in Kalmar, Sweden include the future of the Danish and Norwegian crowns after the death of the sole heir to the thrones, Olaf II. Here, two distant relatives to Valdemar IV have a claim to the throne and delegates will need to decide who will succeed to the throne. The second order of business is to discuss the growing German presence in Sweden, especially in major economic cities. -

Lions Club Ekenäs 50 år Lions Club Ekenäs Tryckplats: Ekenäs Tryckeri 2008 Presidentens förord Lions Club Ekenäs firar 50-årsjubileum i oktober 2008. Björn Björkvall, lektor i religion och filosofi vid Ekenäs samlyceum, tog initiativet till att grunda LC Ekenäs. Den 1 april 1958 bildades klubben och charterfesten hölls den 25 oktober samma år. Då LC Ekenäs grundades för 50 år sedan stod LC Lohja som fadderklubb. Vid olika jubiléer som hållits i vår klubb har det getts ut historiker. Nu vid 50-årsjubiléet ges den i en ny utformning som benämns jubileumsskrift. Först beskrivs klubbens tillkomst och lionsrörelsens uppkomst i Finland, varefter följer en allmän översikt över Lions Club Ekenäs verksamhet. Därefter berättar den enda kvarvarande chartermed- lemmen Johan Rappe om sina hågkomster. I specialtexter skrivna av lionsbröder som har varit länge med i klubben och i specialintervjuer kan man läsa om olika aktiviteter. Ladylions har sedan början aktivt medverkat i klubbens verksamhet och de har fått en egen text i jubileumsskriften. Jubileumsskriften har sammanställts av Mårten Kevin och för layouten står Kaj Koivumäki. Tack vare befolkningens välvilliga inställning har vi kunnat ha vår mångsidiga verksamhet, vari också har ingått större projekt, såsom den av barnen högt uppskattade Lions Park. Den senaste och fjärde större donationen gäller ljugarbänken som överläts till Ekenäs stad på sommaren inför klubbens 50-årsjubileum. Emonds Palacky University [email protected] Abstract The present article is a summary of the book English: The Language of the Vikings by Joseph E. Emonds and Jan Terje Faarlund. The major claim of the book and of this article is that there are lexical and, above all, syntactic arguments in favor of considering Middle and Modern English as descending from the North Germanic language spoken by the Scandinavian population in the East and North of England prior to the Norman Conquest, rather than from the West Germanic Old English. Keywords historical syntax – language contact – history of English – Germanic 1 Introduction The forerunner of Modern English is the 14th-century Middle English dialect spoken in Britain’s East Midlands (Baugh and Cable, 2002: 192–193; Pyles, 1971: 155–158). All available evidence thus indicates that the ancestor of today’s Stan- dard English is the Middle English of what before the Norman Conquest (1066) was called the Danelaw.
