    A short history of educational reform in Finland Pasi Sahlberg1, PhD [email protected] April 2009 1 The views expressed in this chapter are those of the author alone and do not necessarily represent those of the European Training Foundation or any of the European Union institutions. - 1 - Abstract Finland, a democratic welfare state and the northernmost member of the European Union is an example of a nation that has been able to transform its traditional economy into a modern knowledge economy within relatively short period of time. Education has played important role in this process. This chapter argues that system-wide excellence in student learning is attainable at reasonable cost, using education policies differing from conventional market- oriented reform strategies prevalent in many other countries. Unlike many other education systems, test-based accountability and externally determined learning standards have not been part of Finnish education policies. Relying on data from international student assessments, indicators and earlier policy studies, this chapter describes how steady improvement in student learning has been attained through Finnish education policies based on equity, flexibility, creativity, teacher professionalism, and mutual trust. This qualitative study, which interviewed Finnish (N = 10) and Portuguese (N = 9) parents, aimed to explore parents’ views on the role of teachers in supporting parent–teacher partnerships and parental engagement with the school. Inductive content analysis was performed to analyze the interviews. From a general stand- point, three patterns were found in the parents’ narratives about the role of teachers in supporting partnership and engagement: communication, professionalism, and invitations to active parental participation. From a cross-cultural standpoint, Finnish parents evidenced partnerships and engage- ment grounded in little face-to-face contact but consistent online communication with the teacher, as well as trust in their professionalism and independent work. The Portuguese parents revealed rather frequent active participation within the school premises, more recurrent face-to-face communication with the teacher, and appreciation for teachers’ timely responses and support. HENDRICKSON Ohio University Finland’s high test scores have prompted international comparisons of educational policy. This article explores the use of assessment in Finland, particularly the intended use of student assessment and evaluation of schools as described in the National Curriculum. This article explores Finnish educational policy through the lens of formative and summative assessment in attempt to gain further understanding of the differences between Finland and the United States. Finland has recently received international attention for its students’ high performance on the Programme for International Student Assessment (PISA). Every three years, the PISA is administered to 15-year-old students in approximately 57 countries (Kupianinen, Hautamaki, & Karjalainen, 2009). Finland has scored first or second in mathematics on the past four administrations of the PISA and has the smallest variance across schools, meaning that Finland does not have a large achievement gap. Because policymakers and education reformers often assume that large-scale assessments are “indicators of the condition of school mathematics,” educational practices in Finland have been examined and compared to those in other countries (Dossey, 2007, p. 1435). Officials in many countries, including the United States, have visited Finland to try to determine why Finnish students have performed so highly on the assessment (de Lange, 2007). Kupianinen et al. (2009) suggest that Finland’s high scores on the PISA are due to a lack of high- stakes testing. Finnish students do not take a national, standardized high-stakes test until they matriculate secondary school and then only if they intend to enter higher education.

    Teacher status in Finland Foreword It is generally accepted that high quality teachers are a prerequisite for raising education standards and outcomes for children and young people. No society would discount the importance of education and investing in their future, but, in many countries, the teaching workforce is under pressure like never before: comparatively low pay; resource cuts; increased class sizes; more responsibilities; challenging student behaviour; greater student diversity. The teaching profession in many industrialised countries now faces a high degree of competition in attracting quality graduates. This is not the case in Finland, where teachers work in one of the most sought-after and respected professions in the country. Kantar Public, an independent social research agency, was commissioned by Google to explore the factors that underpin high teacher status in Finland, and to specifically identify what learning could be applied across other countries. The innovation is described based on education policy documents, research papers and two short interviews with national and municipality experts in curriculum design. In a decentralised education system local providers of education (municipalities) and teachers play important roles in the preparation of local curriculum and learning environments, including the use of digital learning tools and environments. Education providers localise the national aims and content and describe how education is organised. Classroom-based assessment is another characteristic of decentralisation. Three pre- conditions are required for a decentralised education system to be effective: 1) common, national level, long-term strategic aims and must be established and local level plans, such as curriculum and an equity plan, must be developed and the implemented, 2) quality work, student assessment, continuous improvement of learning environments and practices implemented at the local level and 3) professional teachers must collaborate and engage in broad planning and assess their teaching abilities and their students’ learning outcomes.
