EL PORTAL DEL PACIFICO. Nací en los años 50, en el centro de Quepos, y viví en una casa de pared por medio del cine San Jorge, frente al parque, donde imponente estaba la Iglesia Católica, luego trasladada a Rancho Grande, vecinos y en privilegio del gran salón Miramar, la barbería de Juancito Zeledón el barbero, y el kiosko de los ricos batidos y las deliciosas tostadas. Los que nacimos en esa época y en casas atendidos por parteras, tuvimos la bendición del Señor, ser sacados al mundo de las manos de la mejor, una obstetra divina, sencilla, humilde, de nobles sentimientos, con una carisma único, la que Dios talló como una perla preciosa, bella por fuera y bella por dentro, Doña Margarita Black Shedden, la esposa de don Víctor Mora, todos nacidos con amor y sin demora. Quepos... territorio del Cacique Quepo, asentado sobre un viviente manglar, rodeado de un inmenso mar, protegido por un otero, que rompe el viento como gran velero, desde su monte impone su mirada sobre el horizonte tornasol, donde se peina la luna y se lava la cara el sol. Para los que vivimos esa época de plata, cada amanecer y cada atardecer, vimos al tren correr, su galopante paso sobre la línea férrea su guía, era pan nuestro de cada día, anunciaba con su partida y su llegada, el progreso de la vida. -

The Long Run Developmental Effects of Costa Rica's Army Abolishment
A farewell to arms: The Long run developmental effects of Costa Rica's army abolishment Alejandro Abarca Sur´ayabi Ram´ırez Observatory of Development, University of Observatory of Development, University of Costa Rica Costa Rica January, 2017 PRELIMINARY VERSION Abstract This article measures the long-term developmental effects of Costa Rica's constitutional abolishment of its army in 1949, using synthetic control estimates. We find that after the abolishment of the army, Costa Rica's per capita GDP started growing at a much faster rate than before the abolishment. Where Costa Rica's per capita GDP grew at an average annual rate of 2.49% in the 1951-2010 period, while the synthetic control grew would have grown at an annual rate of 1.43% during the same period. Furthermore, we provide evidence to claim that this shock is robust and exclusive in Latin America. Thus suggesting that the army abolishment has indeed yielded long term benefits for Costa Rica. 1 Introduction Following the end of the civil in 1949, Costa Rica abolished its army and redirected its budget to- ward healthcare and education. Ever since and up to this day, Costa Rica has achieved some of the highest living standards and development indicators in Latin America. Furthermore, unlike most other countries in the region, Costa Rica has not had dictatorships or armed conflicts since the abolishment of its army. In addition, soon after the abolishment of its army, the country started experiencing a notable economic growth divergence relative to the rest of the countries in the region. Thus, these institutional changes along with long-standing democratic history have been considered to be factors of paramount importance that have led to these developmental achieve- ments and democratic stability in the country up to this day. -

Operation start date: 22 November 2015 Operation Budget: 560,214, Swiss francs, of which 41 per cent was covered (230,533 Swiss francs). Host National Societies presence (n° of volunteers, staff, branches): The Costa Rican Red Cross (CRRC) has 121 branches grouped into 9 regions. The Costa Rica’s Regions 8 and 5 provided the assistance through its large structure of volunteers, ambulances and vehicles. The Red Cross Society of Panama (RCSP) has 1 national headquarters and 24 branches. At the national level, there are approximately 500 active volunteers. Number of people affected: 17,000 people Number of people assisted: 10,000 people Red Cross Red Crescent Movement partners actively involved in the operation: Costa Rican Red Cross, Red Cross Society of Panama, the International Federation of Red Cross and Red Crescent Societies (IFRC), International Committee of the Red Cross (ICRC), and the American Red Cross. Other partner organizations actively involved in the operation: In Panama: Ministry of Health, National Civil Protection System (SINAPROC), National Border Service (SENAFRONT), National Navy System (SENAN), International Organization for Migration (IOM), Christian Pastoral (PASOC), Ministry of Interior, Immigration Service, Social Security Service, protestant churches, civil society, private sector (farmers), and Caritas Panama, United Nations Office for the Coordination of Humanitarian Affairs (UN-OCHA). In Costa Rica: National Commission for Risk Prevention and Emergency Assistance (CNE) along with all the institutions that comprise it, Ministry of Health, United Nations Population Fund (UNFPA), and United Nations High Commissioner for Refugees (UNHCR), National Child Welfare Board (PANI) and Caritas Costa Rica. -
