This essay offers a theory of when and how international cooperation redistributes domestic power resources between state and society. Redistribution, it is argued, generally empowers national executives, permitting them to loosen domestic constraints imposed by legislatures, interest groups, and other societal actors. These shifts in domestic 'influence have important consequences for the nature of international cooperation. More specifically, I advance three arguments, each of which challenges existing understandings of international cooperation.   • Is Europe an Optimal Political Area?
    ALBERTO ALESINA Harvard University GUIDO TABELLINI Bocconi University FRANCESCO TREBBI University of British Columbia Is Europe an Optimal Political Area? ABSTRACT Employing a wide range of individual-level surveys, we study the extent of cultural and institutional heterogeneity within the European Union and how this changed between 1980 and 2009. We present several novel empir- ical regularities that paint a complex picture. Although Europe has experienced both systematic economic convergence and an increased coordination across national and subnational business cycles since 1980, this has not been accom- panied by cultural or institutional convergence. Such persistent heterogeneity does not necessarily spell doom for further political integration, however. Com- pared with observed heterogeneity within EU member states themselves, or in well-functioning federations such as the United States, cultural diversity across EU members is of a similar order of magnitude. The main stumbling block on the road to further political integration may not be heterogeneity in fundamental cultural traits, but other cleavages, such as national identities. he European Union is facing hard challenges. Throughout the EU, Tmany citizens have become less trusting of EU institutions and less tol- erant of supranational interference with domestic policies. As a result, the process of European integration is struggling—and, for the first time, has even reversed direction with Brexit. Populist parties, which blame the EU Conflict of Interest Disclosure: Guido Tabellini and Francesco Trebbi received financial support for this research from the Canadian Institute for Advanced Research. New England Journal of Public Policy European Union Integration and National Self-Determination Mare Ushkovska International Communities Organisation Recent demands for secession in several EU member states bring the issue of self- determination to the forefront of the debate about the future of the European Union. This article explores the European Union’s attitudes toward the international right to self- determination in the context of the rising salience of the greater political union between member states. The focus of the European project, in direct contrast to the glorification of nationhood, is on consensual decision-making rather than sovereignty, making self- determination obsolete in a reality of EU integration. This research finds that recognition of, or references to, the right to self-determination of peoples are absent from EU law sources.

Political Obligation and Political Secession1 As the twentieth century draws to a close, centrifugal forces are threatening the territorial integrity of multicultural states. From Bosnia and Chechnya to Sri Lanka and Somalia, secessionist movements are warring to achieve politically independent governments and ethnically homogenous communities. Separatist tendencies have also reached western soils; Francophones in Quebec, Basques in Escudi, and even disgruntled taxpayers on Staten Island, New York, have recently clamored for greater autonomy. According to one estimate, active campaigns for either full sovereignty or lesser degrees of political self-determination now operate in more than sixty countries, one-third of all members in the United Nations.2 Each day the political and ethnic dissonance continues to mount. The swelling number of secessionist movements has evoked a vigorous response from political philosophers, many offering their own reflections on the morality of secession. Ranging from the unconditionally permissive to the highly restrictive, their new theories engage such challenging topics as the nature of liberal democracy, the importance of cultural health, the concept of collective rights, and the content of distributive justice. Strangely, the emerging literature devotes scant attention to the problem of political obligations, one of the most prominent issues in nineteenth-century debates surrounding the Southern secession from the American Union. Furthermore, the few pieces mentioning political obligations conclude, almost invariably, that such obligations pose no moral hurdles for separatist movements. This article contends, on the contrary, that political obligations can subvert the legitimacy of secession.
