Getúlio Dornelles Vargas nasceu em São Borja (RS) no dia 19 de abril de 1882, filho de Manuel do Nascimento Vargas e de Cândida Dornelles Vargas. Ainda jovem, alterou o ano de nascimento para 1883, fato somente descoberto durante a comemoração de seu centenário. Em dezembro de 1902, ao realizar exames preparatórios para o curso de direito, Vargas declarou — provavelmente pela primeira vez — uma idade diferente da real. Mais tarde, ao ingressar na Faculdade de Direito de Porto Alegre, em março de 1904, alterou o ano de nascimento para 1883, apresentando uma certidão militar comprovadamente rasurada. Desde então, constou em registros e documentos oficiais, artigos e livros sobre sua pessoa, o ano de 1883 como o de seu nascimento. Vargas era descendente de uma família politicamente proeminente em São Borja, região de fronteira com a Argentina, palco de rumorosas lutas no século XIX. Seu avô paterno, Evaristo José Vargas, lutou como soldado voluntário da República de Piratini durante a Guerra dos Farrapos. Foi casado com Luísa Maria Teresa Vargas, com quem teve 14 filhos. Os avós maternos, Serafim Dornelles e Umbelina Dornelles, pertenciam a uma família tradicional, descendente de imigrantes portugueses dos Açores. Serafim Dornelles foi major de milícias, próspero comerciante e também um dos mais ricos estancieiros de São Borja. Center for European Studies Working Paper Series #52 Why the European Union Strengthens the State: Domestic Politics and International Cooperation by Andrew Moravcsik Department of Government Harvard University Center for European Studies, Harvard University 27 Kirkland Street, Cambridge MA 02138 Tel.: 617-495-4303, x205 / Fax: 617-495-8509 e-mail: [email protected] Paper presented at the Annual Meeting of the American Political Science Association, New York, NY (1-4 September 1994) Most contemporary theories of international cooperation treat states as unitary actors and, therefore, focus primarily on the functional benefits of cooperation or the collective action problems states confront in realizing it.1 Less attention is paid to the impact of international negotiations and institutions on domestic politics, or to the consequences for international cooperation. This essay offers a theory of when and how international cooperation redistributes domestic power resources between state and society. Redistribution, it is argued, generally empowers national executives, permitting them to loosen domestic constraints imposed by legislatures, interest groups, and other societal actors. These shifts in domestic 'influence have important consequences for the nature of international cooperation. More specifically, I advance three arguments, each of which challenges existing understandings of international cooperation. First, international negotiations and institutions reallocate political resources by changing the domestic institutional. -

Introduction Political economist and sociologist Max Weber presents a characterization of the ideal bureaucracy where he suggests that civil servant’s selection and advancement in the career should be primarily based on expertise and qualification: “purely functional points of consideration and qualities will determine his [public servant] selection and career”1. Although more recent studies suggests that “obtaining a proper balance between both types of personnel systems [politically appointed agency executives and merit-selected subordinates] across the supervisory and subordinate levels of an organization will best foster bureaucratic competence”2, the importance of consolidating a merit-based selection system for bureaucrats can hardly be understated3. Since the promulgation of the new “Citizen Constitution” in 1988, Brazil has advanced a great deal towards Weber’s ideal characteristic. Is Europe an Optimal Political Area?
ALBERTO ALESINA Harvard University GUIDO TABELLINI Bocconi University FRANCESCO TREBBI University of British Columbia Is Europe an Optimal Political Area? ABSTRACT Employing a wide range of individual-level surveys, we study the extent of cultural and institutional heterogeneity within the European Union and how this changed between 1980 and 2009. We present several novel empir- ical regularities that paint a complex picture. Although Europe has experienced both systematic economic convergence and an increased coordination across national and subnational business cycles since 1980, this has not been accom- panied by cultural or institutional convergence. Such persistent heterogeneity does not necessarily spell doom for further political integration, however. Com- pared with observed heterogeneity within EU member states themselves, or in well-functioning federations such as the United States, cultural diversity across EU members is of a similar order of magnitude. The main stumbling block on the road to further political integration may not be heterogeneity in fundamental cultural traits, but other cleavages, such as national identities. he European Union is facing hard challenges. Throughout the EU, Tmany citizens have become less trusting of EU institutions and less tol- erant of supranational interference with domestic policies. As a result, the process of European integration is struggling—and, for the first time, has even reversed direction with Brexit.
