Indeed, without their support and encouragement, this Ph.D. dissertation would not have come into being. 4 Abstract This research endeavors to critically study the state-building inter- vention in Afghanistan since the collapse of the Taliban regime in late 2001. By analyzing field interviews collected from six large Af- ghan provinces, this dissertation, in particular, explores an alterna- tive state governmental design at the central level, and examines the role of elected provincial councils for decentralization at the sub- national level in Afghanistan. Since the Bonn conference in 2001, the Afghan ethnopolitical elites are divided between the Pashtuns for a heavy centralized presidential state system, and the non-Pashtuns (mainly Tajik, Hazara, and Uz- bek) for semi-presidential parliamentarism, among them some advo- cates for parliamentary federalism. While the 2004 Afghan constitu- tion adopted a heavy unitary centralized state system. In practice, it continued an ethnopolitical elite power-sharing government agreed upon at the December 2001 Bonn conference. The findings of this study reveal that implementing a non-ethnic-party and merit-based democratically elected unitary government as envisioned in the 2004 Afghan constitution, would neither be accepted by the various ethnic groups and parties nor would it be backed by the regional and inter- national partner countries. A complete federal option also fails to have majority Afghan support, nor is it suitable for a geographically and socio-politically complex, and economically weak Afghanistan. The National Unity Government (NUG) model in place since 2014 – a somewhat semi-presidential system – has not been successful, and the lack of a strong political party system also weakens the ar- guments for adopting semi-presidentialism. If peace, social justice, political stability, good governance, economic development, and na- tional integration is the optimum goal for system change, Afghans need to adopt a unitary ethnic grand-coalition at the center, (a presi- dent with three vice-presidents with no constitutional pre-specifica- tion of ethnic status for these executive posts) and a moderate decen- tralized administration at the sub-national level. 5 This dissertation also finds that the Afghan elected Provincial Councils (PC) in place since 2005 are constitutionally week and in some instances dominated by warlords and drug mafias. Nevertheless, they have proved significant to local governance in rural Afghanistan, improving political awareness, the mobilization and participation of women, government legitimacy, democracy, and economic development.     Habiba SARABI Governor of Bamiyan, Afghanistan Dr. Habiba Sarabi (born 1956) is a hematologist, politician, and reformer of the post-Taliban reconstruction of Afghanistan. In 2005, she was appointed as governor of Bamyan Province by President Hamid Karzai, becoming the first woman to ever be a governor of any province in the country. She previously served in Karzai's government as Minister of Women's Affairs as well as Minister of Culture and Education. Sarabi has been instrumental in promoting women's rights and representation and environment issues. She belongs to the ethnic Hazara people of Afghanistan. Her last name is sometimes spelled Sarobi. Sarabi was born in Mazari Sharif and spent her youth traveling around the country with her father. She later moved to Kabul to attend high school and study medicine at university. After graduating, she was awarded a fellowship by the World Health Organization and moved to India to complete her studies in hematology. During the Taliban rule in Afghanistan, Dr. Habiba and her children fled to Peshawar, Pakistan, but returned frequently in secret. Her husband stayed behind in Kabul to care for his family. She also worked underground as a teacher for girls, both secretly in Afghanistan and in refugee camps in Pakistan for Afghan refugees. In 1998, she joined the Afghan Institute of Learning and eventually became the General Manager of the entire organization. She was also the Vice President of Humanitarian Assistance for the Women and Children of Afghanistan. As governor, she has announced one of her focuses will be on tourism as a source of income.

However, ethnic disputes remain confined largely to political debate and competition, enabling President Hamid Karzai to focus on trying to build Afghan institutions, and on his bid for re-election in presidential elections slated for August 20, 2009. Karzai has faced substantial loss of public confidence, in large part due to widespread official corruption, but his opponents—divided by ethnicity and personal ambition—were unable to form a strong electoral coalition as the presidential election registration process closed on May 8, 2009. At the same time, U.S. officials have been shifting away from reliance on building the central government and toward promoting local governing bodies and security initiatives. That trend is to accelerate, according to the Obama Administration’s review of U.S. strategy, the results of which were announced on March 27, 2009. The core of the new strategy is a so-called “civilian surge” that will virtually double, to about 900, the number of U.S. civilian personnel to deploy to Afghanistan to help build its governing and security institution, and to increase economic development efforts.     Islamic State in Afghanistan: Challenges for Pakistan Islamic State in Afghanistan: Challenges for Pakistan Asad Ullah Khan & Arhama Siddiqua Abstract The Islamic State (IS) Wilayat-e-Khorasan, expanded at an alarmingly fast rate. However, because of losses, at the hands of both the Taliban and U.S.-backed Afghan forces, Islamic State’s future in Afghanistan was somewhat jeopardized. Nonetheless, seeing as the IS claimed responsibility for two deadly attacks on the Christian community in Pakistan’s south-western province of Balochistan among other such incidents it is no wonder that Pakistani counterterrorism officials are concerned about the spill-over of this faction of IS into their country. The recent efforts by Pakistan to safeguard its borders in the form of military operation and fencing have shaped a scenario in which the threat level for Pakistan is now on minimum level. The threat for Pakistan is more ideological in nature and needs to be defended with credible de- radicalization programs. It is pertinent to note here that Daesh is at the back foot and is adopting the tactics of negotiation instead of violence. Using qualitative data, this paper aims at analyzing Daesh as a potential threat for Pakistan, after considering the internal efforts done by Asad Ullah Khan and Arhama Siddiqua are Research Fellows at Institute of Strategic Studies Islamabad, Islamabad. 103 JSSA, Vol. IV, No. 2 Asad Ullah Khan & Arhama Siddiqua Pakistan to counter this imminent threat; to what extent these efforts have secured Pakistan from this evil threat and what is still needed to be done. It offers an alternative lens, a network lens, to understand the complexity of internationally sponsored state re-building and transformation. It therefore analyses how political power is assembled and flows through political networks in statebuilding, with an eye to the hitherto ignored endogenous political networks. The empirical chapters investigate the role and power dynamics of Afghan political network in re-assembling and transforming the post-2001 state once a political settlement is reached; how everyday political network practices shape the nature of statehood and governance; and subsequently how these power dynamics and practices contribute towards political order/violence and stability/instability. This thesis challenges the dominant wisdom that peacebuilding is a process of democratisation or institutionalisation, showing how intervention has unintentionally produced the democratic façade of a state, underpinning by informal power structures of Afghan politics. The post-2001 intervention has fashioned a ‘network state’ where the state and political networks have become indistinguishable from one another: the empowered network masquerade as the state.
