A list showing the population of villages in each district was published after the 1891 Census. No such list wa1? brought out in 1901. In 1911 Village Directories were prepared for all districts, but could be published only for tnirteen on account of the out break of the First World 'War. At the 1921 Census they we:re published for all districts in the form of DistriCt Census Statistics. In L931 they were compiled for all districts, but were not published owing to financial stringency, leading to loss of valuable data. At the 1941 Census even though restricted tabulation was undertaken on accoun~ of the Second World War, yet the, \ltllity of District Census Statistics was recognized and they were published. At the Census of 1951 two volumes were brought out for each district-the District Census Handbook and the Distri~t Population Statistics. Government have decided to continue the publication of District Census Handbooks. The 1961 District Census Handbooks contain more data, than ever published before. Village Directories, besides giving the population .of vIllages by indu3triq,1 categories, als:::> contain useful information a30ut schools hospitals, post offices, etc. As revised District Gazetteers are going to be published, introductory matter in the District Census H::mdbooks h3.s been ginn in brief to avoid duplication. .... Information for the District Census Handbooks was collected mainly from three sources viz., State Tabulation 0lice, District Officers, Heads of Departments and their district level officers. In all cases confirIl}-ation bas been obtained from Heads of Departments concerned. I am extremely grateful to District Officers and the various Heads of Departments for their wholeheartei co-operation in fUlnishing the desired information. It is boped that the District Census Handbooks will prove useful to the various Government departments and scholars. The printing of the Handbooks commenced from August, 1963. P. P. • Proposed UGC- Minor Research Project
Introduction Regional disparity is a ubiquitous phenomenon in both developed and developing economies. But in the latter it is more acute and glaring. When economic development occurs unequally across a country, regional differences in the levels of living become an important political issue. State economies are often composed of sets of smaller and localized economies. If the national economy is to prosper then its constituent regional economies must be brought into some sort of harmony. Any attempt to implement regional balanced -growth strategy, it is necessary to identify nature and pattern of regional development, the availability of basic amenities and the quality of infrastructure available. In Uttar Pradesh too, area disparities in the level of poverty, unemployment, income, infrastructure, agriculture, industry and above all the level of living of people exist substantially across the regions. Numerous measures have been undertaken in the last sixty years of planning to achieve balanced regional development of the State, yet wide disparities in area development continues in this state. In the regional analysis of development one comes across regions which are well developed and the peopl e in such region enjoy reasonable standard of living while in others, resource utilization and development is low owing to historical circumstances or other wise, resulting in the underdeveloped of the region whereby people have a poor 1 standard of living. The problem of imbalance in regional development thus assumes a great significance. Regional development, therefore, is interpreted as intra-regional development design to solve the problems of regions lagging behind. The first connotation of regional is e conomic in which the differences in growth, in volume and structure of production, income, and employment are taken as the measure of economic progress.
