1. Executive Summary (I) Introduction

Ethyl Alcohol commonly known as Ethanol with the molecular formula of C2H5OH, is an important organic compound which has wide use in industrial applications as fuel for internal combustion engine eosin das an intoxicate in ingredient of alcohol is beverages. In the Industrial applications it is used as solvents and in the synthesis of varied organic chemical slice acetaldehyde, acetic acid, benzene, PVC etc. Even though the major consumption as of now is for alcoholic beverages, Ethyl alcohol has the potential to fuel the future relegate in gasoline to a secondary place. Brazil has pioneered the blending of Ethyl Alcohol with gasoline to be used as automotive fuel, followed by United States of America and many other countries. Many countries, including , have implemented policies to ensure that the bio-fuels become important element of their transport fuel mix .Bio-ethanol, unlike petroleum, is a form of renewable energy, that can be produced from agricultural feed stocks .Ethanol can be produced from several raw materials like Sugarcane or Sugar beet, molasses, Cassava Starch, Starch from Rice, Maize and other grains. Concerns about its production, from raw materials other than sugar cane molasses, relate to increased food prices, the large amount of arable land required for crops etc. However the latest developments with cellulosic than of production may all ay some of these concern relating to the food security.

India’ stealing stalled ethyl alcohol production capacity is 4 billion liters perineum in about a total of 350 Distilleries. The installed production capacity for anhydrous alcohol is 2 billion liters per annum. Most of the alcohol produced in India is from cane molasses and grains contributing to only a small fraction of the production for potable alcohol. With the cane supplies diminishing in the last two or three years the production of alcohol had also come down. The average annual consumption had remained data round 3 Million liters with Industrial, potable, gasohol and other segments contributing 35%, 55%, 5% and 5% respectively. The notification to blend 5% alcohol with gas online was made out in 2002; the 5% blend in was made mandatory on lying 2007. Later the Government of India mandated 10% blending of alcohol with gas online from October 2009.The Government of India had planned to achieve 20% blending by 2017. However, due to the vagaries in the price of oil, reduction in the production of alcohol due to less cane cult ovation etc the policy of blending could not be implement in full. As against the consumption of about 1050 Million Liters perineum for 5% blending and about 2100 Million Liters for 10% blending the consumption had been only around 100Million Liters in the last year. However this scenario will change for the better as the whole world is now moving towards bio fuels. With

Brazil and USA showing the way increasing concerns about the environmental degradation and with the oil prices set-to increase ultimately, we will be left with no option other than to increase our ethanol production and go with higher percentage of blending. In addition the potable alcohol consumption has been steadily increasing at the rate of 5 to 7% perineum. Presently many of the organic chemicals that are synthesized from petroleum feed stock due to the price advantage will eventually shift to ethanol feed stock as the crude price has increased. As per EIA Notification dated 14th Sep., 2006 and as amended from time to time; the project falls in Category ‘A’, Project or Activity - 5(g). 2.0 Identification of project and project proponent Venus Sugar Limited is having cane crushing plant of capacity 3500.0 TPH at Village: Gangadharpur, Tehsil- Chandausi Dist – Sambhal Uttar Pradesh. In order to ensure growth of the Group management of VSL is planning to establish a 60 KLD Molasses based distillery plant along with 2.2 MW Co gen power at village: Gangadharpur, Tehsil- Chandausi, Dist – Sambhal Uttar Pradesh.

2.1 Brief description of the project The present proposal is for setting up a 60 KL. per day Molasses Base Distillery with cogeneration of power (2.2 MW) at village: Gangadharpur, Tehsil- Chandausi Dist – Sambhal in the State of Uttar Pradesh.

2.3 Need of project and its importance to the country and region The company proposes to manufacture RS/Absolute Alcohol from Molasses. There is a gap of 462 million litres between demand and supply of alcohol in India. Use of Ethanol for fuel blending has further reduced the supply of portable alcohol. The company plans on using 287 TDP of Molasses per day to manufacture portable alcohol Demand and Supply gap. Alcohol is an extremely important product in today’s economy. It is used to produce alcoholic beverages such as IMFL/Country Liquor which is a major source of revenue for the government by levying excise duty. It is also used in the production of a number of chemicals. Alcohol is also

used in blending petrol and diesel and has potential as a fuel. Hence the present supply cannot meet the demand. In India, mainly three types of alcohol are popularly produced, i.e. rectified spirit (RS), extra neutral alcohol (ENA) and anhydrous alcohol (AA). Of these, RS is used for large number of industrial, scientific, laboratory, medical and many other applications. Thus, demand for the same is immense and it is ever increasing. ENA is used for making liquors and other alcoholic beverages. AA is a fuel alcohol; it is used for blending with petrol in the ratio of maximum 26:7. 2.4 Import vs. Indigenous production The process is straight line and the technology even for the pollution control/disposal is available indigenously.

2.5 Export possibility The finished products viz. Rectified Spirit (RS), and Ethanol is having great export potential.

2.6 Domestic / Export markets Market places such as New Delhi, Ghaziabad, Chandigarh, Pune, Surat and Vadodara as well as chemical industries of Uttarakhand, Uttar Pradesh and Haryana are the potential domestic market for rectified spirit and Ethanol.

2.7 Employment Generation Proposed project will be generating 120.0 direct employment opportunities, of which 40 numbers will be contractual. Apart from this, the project is anticipated to give plenty of indirect opportunities to transporters, shopkeepers and various facility providers such as schools, medical facilities, etc.

3.0 PROJECT DESCRIPTION 3.1 Type of project Proposed project is a new installation of 60.0 KLPD Molasses based distillery alongwith 2.2 MW Co gen power. Molasses is a by-product from the Sugar cane which will be used as raw material in the proposed new distillery. The project is placed under item 5 (g) - for distillery unit as ‘A’ category as per EIA Notification, 2006 (as amended in 2009) and will be appraised at central level.

3.2 Location with coordinate For EIA Study 5.0 & 10.0 km radial study area is covered and the same is shown on SOI Topo sheets 53L/11, 53L/15, 53L/10 and 53L/14in the map below Fig: 1.1 & 1.2 respectively. 3.3 Details of alternative site considered and basis of selecting the proposed site Alternative sites for the proposed project are not considered, because of following reasons – I. The project proponent is having land which is adequate for the proposed units as well as ancillary units thereof such as storage, treatment, disposal units, etc. II. The present site meets the guidelines for sitting of an industry prescribed by MoEF & CC III. No rehabilitation or restoration issues involved with the proposed site IV. The plot is open and barren, thus minimal disturbance to the ecology Infrastructure and resources such as road, water, electricity, manpower, etc is already available.

3.5 Project description with process details Process Distillery M/s Venus Sugar Ltd (Unit-Distillery) decided to adopt the latest technology to achieve Zero Liquid Discharge (ZLD) for the proposed 60.0 KLPD distillery unit with 2.2 co-generation power; the peculiarities of manufacturing process are as follows - Manufacturing Process: The production process involves the following stages:  Bulk Molasses Storage, Transfer & Weighment  Fermentation Section  Wash to RS/ ENA Distillation Section  Molecular Sieve Dehydration MSDH (Ethanol AA) section  Spent Wash Evaporation system(MEE)  Condensate and Spent Lees Polishing/ Treatment section  Alcohol Daily Receiver and Bulk Storage (RS/ENA/AA/IS/FO)  Laboratory Equipment, instruments and glassware  Water Treatment Plant  Auxiliaries - Cooling Towers and cooling water system  Spent Wash fired Incineration Boiler  2.2 back pressure turbo generator and auxiliaries  Plant electrical distribution system  DCS based instrumentation for the process plant and the co- generation plant.  Fire Fighting Systems I. This Detailed Project Report presents the detail soft he proposed scheme for the Distillery, Spent wash concentration system, Spent was hind in elation boiler and co-generation power plant of the distillery site facilities, availability of fuel and water, features of the main plant equipment including the co-generation power plant, cooling water system, electrical systems, environment a aspects, estimate of the capital cost and the schedule for the project implementation. II. With 37% Fermentable Sugar in the Molasses, 1 MTof molasses could result in the production of 222 Liters of Alcohol . For the production of 60000 Liters of alcohol per day, the distillery needs 287 Metric Tonnes of Molasses. The annual in-house production of 28350.0 MT of molasses, and the expected bought out molasses quantity will enable the distillery to operate for about 100 days and for rest number of days molasses will be procure from nearby Sugar mills. As the investment in the distillery with spent wash incineration system is high, for the purpose

of this DPR, it is assumed that the VSL - new distillery will be operated for a period of 360.0 days per annum. III. The Distillation process is the separation of ethyl alcohol from impurities like the acetaldehydes, acetones, esters and my alcohols etc with the capacity of 70000 Liter spirit per day, the impurities will account for about 5% of the total production and these are removed in the distillation columns and all the so impurities put to gather are called as technical alcohol. The fermentation process will produces Carbon-Di-Oxide as a by-product and it proposed tore cover the CO2 gas, as it is possible to do so with the addition of a purification plant Irises imaged that about 48 TPD of purified CO2 at 99.99% will be recoverable from the Distillery which could find usage in beverage industries, welding process, pharmaceutical and other chemical processing industries. Liquid CO2 is a good refrigerant and it find side usage in food industry for ware house storage and for storage during ran potation. IV. The Distillery operation produces about 372 – 382 MT Raw Spent Wash per day with the solids concentration of about 14%- 20% w/w will be concentrated up to 60% w/w solids in a Multiple Effect Evaporation plant using low press reteam. The multiple effect evaporation plant will have a minimum of five effects evaporation system the combination of falling film and forced circulation bodies to optimize the performance. Thus the concentrated spent wash production in the plant will be ~ 1 48 MT per day or 6. 6 MT per hour. The estimated Gross Calorific Value of the concentrated spent wash is 2000 k Cals/kg. This concentrated Spent Wash will be fired in the Boiler along with bagasse to generate the required steam from the Incineration Boiler. The 224 KL per day of condensate generated in the concentration plant will be treated and reuse din the Distillery plant.

Anhydrous Alcohol (AA) Anhydrous alcohol is an important product required by industry. As per IS specification it is nearly 100% pure or water free alcohol. Alcohol as manufactured by Indian distilleries is rectified spirit, which is 94.68% alcohol. It is not possible to remove remaining water from rectified spirit by straight distillation as ethyl alcohol forms a constant boiling mixture with water at this concentration and is known as azeotrope. Therefore, special process for removal of water is required for manufacture of anhydrous alcohol. The various processes used for dehydration of alcohol are as follows i) Azeotropic Distillation ii) Molecular Sieves iii) Pervaporation / Vapour permeation system.

3.6 Raw Materials required for finished products Raw materials for the proposed project will be available from the local market. Molasses as raw material will be available from adjacent inhouse sugar mills. Product wise raw material consumption is given below:

3.7 Resource optimization / recycling and reuse envisaged in the project Optimum utilization of the available resources is strived by the management. These resources include land, water, steam, molasses and power. Press-mud is a by-product of sugar factory that will be used for making manure by mixing fermenter sludge and potash rich fly ash generated in the distillery. Thereby, nutrients will be recycled.

3.8 Availability of water and its source Necessary water requirement for the proposed project will be met from bore well. Water will be required for domestic, process and utility purpose. Daily fresh water requirement for the proposed distillery unit will be around 360.0 m3⁄d.

3.8.1 Steam & Power requirement Steam requirement for the proposed project is 16.2 TPH at 3.5 Kg/cm2 (g). Therefore, a new boiler of capacity 23.0 TPH with 45 Kg/cm2 (g) pressure will be installed and this will supply steam to proposed 2.2 MW turbo-alternator. It will fulfil the steam as well as power requirement of distillery.

3.8.2 Fuel Slop and Bagasse will be used as a fuel for the steam generation activity of the proposed industry. The requirement of Bagasse will be 128 T/Day and SLOP will be 148 KLD. Bagasse will be procured from adjacent sugar mills of our group and other sugar mills present in nearby areas.

3.8.3 Quantity of waste generation & disposal scheme Estimated daily total water requirement of distillery will be (input) 1324.0 m3/d. However, during day- to-day operations 964.0 m3/day water will be recycled and thus fresh water requirement will be restricted to 360.0 m3/day. Effluent in the form of spent wash will be 372.0 m3 /day. It will be treated concentrated in Multi effect evaporation and then concentrate from MEE will be utilised in Incineration fired boiler as a fuel along with bagasse. At secondary stage, its volume will be reduced to 148.0 m3/day using multi effect evaporation (MEE). This effluent will be safely disposed through incineration in boiler to achieve “Zero Liquid Discharge” as per CPCB norms. The remaining moderately polluted effluent due to spent lees and evaporating condensate will be treated in polishing unit and recycled in the same unit. Estimated domestic effluent will be 12.0 m3/d, which will be treated separately in septic tank and soak pit. Quantity of waste to be generated & scheme for their disposal is given in the following chart.

3.9.1 Solid waste The proposed industrial activity could generate solid waste in the form of yeast and ETP sludge, boiler ash. These are biodegradable material. The quantity and disposal technique is given briefly in the following Table 2.3. 3.9.2 Air Emission and control One boiler of capacity 23.0 TPH will be used with working pressure of 45 Kg/cm2. Bagfilter of 125 % capacity system will be attached to the boiler. ESP efficiency will be 99.9 %. DG Set with adequate stack height and acoustic enclosures will be installed for the proposed project.

3.9.3 Noise pollution The plant and equipment will be specified and designed with a view to minimize noise pollution. The major noise producing equipment will be provided with sound proof devices and silencers. DG set will be provided with acoustic enclosures. Ear Plugs and ear muffs will be provided to the workers in utility section. Greenbelt will be developed.

3.9.4 Health and Safety Measures VSL Distillery Division strives to provide hygienic & safe work place and continually improve the effectiveness of Health & Safety system. To meet these objectives, the VSL will;  Comply all relevant Laws, regulation, statutory provisions & codes of practice,  Continually asses risks & hazards so as to evolve establish & upgrade hazard control measures, emergency preparedness, & risks mitigation and correct the deficiency identified in timely manner.  Ensure safe handling, storage, use and disposal of all substance & materials which are classified as hazardous to health & environment,  Create awareness in employees by providing appropriate training, motivation information’s so as to create individual sense of duty, responsibility & participations & an institutionalize culture of continually improvement in safety, health & environment matters,  Make supervisors responsible for implementation of the safety precautions, use of safety devices, & the safety of the people,

 Empower employees at all levels to be responsible & accountable for their personal health & safety,  Fire protection system will be provided in accordance to the local fire authorities regulations. The firefighting system will consist of a hydrant network. It also incorporates suitable firefighting equipment and flameproof lighting and power control arrangements.  Portable fire extinguishers will be provided in strategic locations in new construction area.

4.0 SITE ANALYSIS 4.1 Connectivity The site is well connected by road, railway. It is approx. 0.10 km NH-93 away from the site respectively. Chanadausi railway station is approx. 7.25 km away from the project site. The Dr. Bhimrao Ambedkar domestic approx. 114.0 km.

4.2 Land form, land use and ownership The Proposed Project is holding 8.760 Hectare of land. Approx. 2.89 Hectare is for green belt and rest 5.87 Hectare for the proposed distillery and ancillary units thereof such as boiler house, turbine, storage etc. proposed land details given below.

4.3 Topography The terrain is almost flat. The geographical coordinates of the area are 28°26'4.26"N and 78°42'19.98"E. The proposed site is 192.0 meter above the mean sea level. General slope in the is from North west to south east and east .

4.4 Land use pattern The proposed project requires no additional land, is under the ownership of Distillery Division. Therefore, no social issues are involved. There won’t be change in the land use pattern since the land is under the possession of the industry. The land surrounding the project site is used for agricultural and residential purpose. There are more than 40 villages within 10 km of the study area. Ganga River is approx. 41.47 km west direction from the project site.

4.5 Existing Infrastructure Proposed project is new project. There are no existing infrastructures within the project site. The nearest residential area to the factory is at a distance of 0.82 km towards East. There is an agricultural and cultivated land in the surrounding area of the site. Within 10 km Influence Zone, there is no. Reserve Forest situated the project site.

4.6 Soil Classification Soils in the district are deep and well drained, with loamy surface. In the south-western part, the soils are mainly fine silty to coarse loamy, whereas in north-eastern part they are mainly fine to coarse loamy and calcareous (based on Soil Map published by NBSS & LUP).

4.7 Climatic data from secondary sources The climate of may be divided into three seasons i.e. rainy season, winter season and summer season. The rainy season starts in the month of July and remains very moist. It is also unhealthy for human habitation. The average rainfall in Sambhal districts is 770 mm. The winter season in the district starts from October and continues till February. In this season there is severe cold and the temperature declined near to freezing point. After mid-December the dense fog can be seen in the morning in this district. The temperature of this district ranges below 20 degree Celsius in winter.

The summer season falls in the month of March and ends in the month of June. The last month of this season is the hottest month of the year. In this month the hot winds blow throughout the day and night. The maximum temperature of the district reaches up to 45 degree Celsius.

4.8 Social Infrastructure available Infrastructure such as school, colleges, market, banks, hospitals, public transport, road, drinking water, electricity, post, telecommunication, cinema halls, radio, etc are easily available to the local people. The present project is proposed by one of the leading and progressive sugar industry from western Uttar Pradesh. The sugar factory has already initiated several activities for the development of the region. Some of the prime activities are as follows.  The factory is providing medical aid to the employees and their dependents  It provides primary school educational facilities to the children of workers  It helps member farmers by supplying organic and chemical fertilizers, press-mud and the developed cane seeds approved by Government agency like NSI Kanpur. The factory also arranges field demonstration to educate the farmers in sugarcane cultivation through application of scientific methods.  Regular tree plantation with development being done every year through the separate tree plantation cell in their campus and surrounding area. For nearby schools, hospitals free of cost plants are provided.

5.0 PLANNING BRIEF 5.1 Planning concept (i) Planning Concept (type of industries, facilities, transportation etc.) Town and country Planning/ Development authority classification. The proposed project is molasses based distillery. Facilities required for the proposed project will be provided as per requirement. Transportation of raw material and final product will be done via existing road network and cement concrete road will be developed within the proposed project area. (ii) Population Projection Temporary influx of people will be there as the managerial and supervisory staff will generally be outsider. A projection may be made by a governmental organization, or by those unaffiliated with a government. (iii) Assessment of infrastructure demand (Physical & Social) The Company will assess the demand of infrastructure (Physical & Social) in nearby area of the proposed site and will be developed in under corporate social responsibilities programs. (iv) Amenities/Facilities The Company will develop the Amenities/Facilities in nearby area of the proposed project site as per requirement of local people under corporate social responsibilities programs.

4.2 PROPOSED INFRASTRUCTURE The proposed project will be carried out in the area owned by the Venus Sugar Ltd (Distillery Unit). The total allocated land for the proposed project is 8.760 Hectare.

5.2.1 Greenbelt Area The total greenbelt area provided is ~ 2.89 Hectare.

5.2.3 Social infrastructure The physical infrastructures such as land, roads, power, water, transportation etc are easily available for the proposed unit. Raw material and filler material are also available with factory adequately. Very minor influx of population is anticipated due to the project. Available social infrastructure such as schools, colleges, market, medical facilities, etc. is adequate to support the probable minor population increase.

5.2.4 Connectivity The site is well connected by road, railway. It is approx. 0.10 km NH -93 away from the project site. Chandausi railway station is approx. 7.24 km away from the project site. The Aligarh Airport is approx. 85.24 km.

5.2.5 Sewerage system Estimated domestic effluent will be 12.0 m3/d, which will be treated separately in septic tank and soak pit.

5.2.6 Drinking water management VSL Distillery Division draws water from well and supply the drinking water to factory as well as the staff colony.

5.2.7 Industrial Waste management The proposed Molasses based distillery would be based on “ZERO EFFLUENT DISCHARGE”.

5.2.8 Solid Waste Management  Spent wash generated during molasses operation, would be concentrated in Multi-effect evaporator and then used as fuel in boiler.  Fly ash from the Boiler would be utilized as manure.  Yeast sludge will be mixed with Press Mud for manufacturing Organic Manure.

5.2.9 Power requirement and source The total power requirement for the proposed project will be 2250.0 KWH , which will be sourced from Co generation power plant of 2.2 MW and for emergency DG set will be installed.

6.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN (i) Policy to be adopted (Central/State) in respect of the project affected persons including home oustees, land oustees and landless labourers (a brief outline to be given). The proposed plant is named Venus Sugar Limited. The land is already under the possession of VSL. Therefore, there will not be any displacement of people and hence, Rehabilitation & Resettlement is not applicable.

7.0 PROJECT SCHEDULE AND COST ESTIMATES (i) Likely date of start of construction and likely date of completion (time schedule for the project to be given). The project will start only after obtaining Environmental Clearance and all other required clearance and will complete within 1.5 years of commencement. (ii) Estimated project cost along with analysis in term of economic viability of the project.  Total cost of the Project: Rs. 10875.0 Lacs.  Cost for Environment Protection Measures:  Capital Cost: Rs. 2216.0 Lacs  Recurring Cost/annum: Rs 350.0 Lacs/annum

8.0 ANALYSIS OF PROPOSAL (i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. Proposed project will result in growth of the surrounding areas by increasing ancillary development and supporting infrastructure. Special emphasis on Financial and Social benefits will be given to the local people including tribal population, if any, in the area. Development of social amenities will be in the form of medical facilities, education to underprivileged and creation of self-help groups. Uttar Pradesh state will get revenues in terms of taxes. Business opportunities for local community will be available like transport of raw material/product to market, fly ash transport to Brick manufactures, maintenance & house-keeping contract work etc.
